HC tells Puda to put water meters on borewells

CHANDIGARH: Punjab and Haryana high court, on Thursday, directed Punjab Urban Development Authority (PUDA) to install electric water meters on borewells to ascertain that underground water is used only for drinking purposes and not for construction work.

The directions were issued in view of various notifications issued by the Central Ground Water Authority (CGWA) Faridabad placing restrictions on use of underground water for construction work in 35 Blocks in Punjab. The matter reached the high court through a public interest litigation (PIL) filed by advocate H C Arora.

When the matter came up for hearing on Thursday before a division bench comprising Acting Chief Justice Jasbir Singh and Justice R K Jain of the HC, PUDA filed an affidavit stating that it had issued the directive to all its subordinate offices on April 8. According to PUDA directives, a condition should be incorporated in the allotment letter/plan of the allotees of all types of plots in the development areas falling under "notified areas" that the allotees shall not use underground water for construction purpose. They shall use alternatives such as surface water sources or treated sewage water.

Similar condition shall be incorporated in the Letter of Intent (LOI) of various approved mega projects and colonies falling under "notified areas". It was further informed that the Chief Administrator (CA) of the respective regional development authority shall authorize Executive Officer (EO) of the authority to ensure enforcement and implementation of the notifications issued by CGWA in the notified areas. Sub-divisional engineer (building) under concerned EO shall submit monthly report on enforcement of these notifications in the notified areas under their jurisdiction. Placing on record the affidavit, the high court directed PUDA to ensure installation of water meters, for measuring underground water drawn by the builders.

The petitioner had sought enforcement of various notifications issued by the CGWA declaring a number of Blocks of Punjab as "notified areas", and banning construction of buildings by use of underground water, and also for seeking appropriate directions to Punjab to permit construction only by utilizing treated water from sewerage plants. The case has been fixed for further hearing for May 16.

21 shops fined for using plastic bags

NAGPUR: The NMC has resumed the drive to seize plastic bags below 50 micron thickness for prevention of water bodies' pollution, especially the Nag River, choking of drains and safety of cattle. Action has been taken against 21 shops between January 4 and March 31. The civic body seized 656 kg plastic bags during the drive and also penalized these shops.

The central government has made the drive against plastic bags mandatory. But the NMC takes up the drive as merely a pre-monsoon activity. Deputy director (health) Dr Milind Ganvir said the drive was conducted in 20 localities, including Sitabuldi, Itwari, Sadar and Gandhibagh. "Action was taken against 21 shops including Big Bazaar outlets at Empress Mall and Wardhaman Nagar, Apna Restaurant in Sitabuldi etc," he said.

The drive will continue in coming days," he said.

ID cards a must for Nashik Municipal Corporation employees

NASHIK: The Nashik Municipal Corporation (NMC) has asked the municipal officials and employees to carry their identity cards from May 1 or they will not be permitted their offices.

The civic administration issued a circular on April 20 and has made the identity cards mandatory for class I to class IV level officials and employees. Along with the NMC headquarters at Rajiv Gandhi Bhavan, the rule will be enforced in the other six NMC divisional offices also. The officials and employees, who have to report on-duty at 10 am, will have to be punctual and start the day's work on time.

The civic body has around 3,500 employees across all its offices. The decision came following several complaints about most of the employees that they are never found in their offices during duty hours. Instead, they prefer going for some outdoor chores without even recording it on the daily register. The civic body has also asked the officials and employees to take the register seriously and enter their outgoing or incoming time accordingly.

A senior NMC official said, "All department heads, divisional heads and divisional officers and municipal employees will have to obey the rules. The security guards have also been instructed to allow in only those officials and employees who produce their identity cards at the entrance."

Moreover, the department heads and the divisional officers have also been asked to ensure that they have a proper nameplate on their working tables. Also, the departments should maintain a wall board where names and designations, along with their nature of work, should be mentioned and the board should be placed at a spot from where it is visible to all.
