MC fines 350 in 10 days for water wastage

The Municipal Corporation has fined around 350 people since a special drive was initiated 10 days ago to check water wastage. The city residents are being fined for washing cars and courtyards with a hosepipe, watering of lawns as well as overflowing overhead tanks or leakages.

A total of 14 teams of the MC, headed by a sub-divisional engineer, are conducting checks at different sectors between 6.30 am and 8.30.

The drive was started on April 15 and will go on till June 30. On average, 30 to 40 people are being fined Rs 2,000 for wasting water.

Earlier, the civic body used to issue a notice for the first offence and impose a fine of Rs 500 for the second offence. In case the resident defaulted again, the water supply could be disconnected. However, this was rarely done.

In order to ensure that the fine acts as a deterrent, the amount was increased to Rs 2,000, in 2012.

During summers, the demand for water increases while the supply remains the same. In order to ensure that water pressure is not affected due to wastage and residents on the upper storeys also get adequate supply, there is a ban on some activities in the morning hours.

Meanwhile, the MC is also carrying on with its drive to disconnect water supply at places where pending bills have not been paid.

Almost 40 connections — residential as well as commercial — are being disconnected by five teams of MC everyday.

Owing to the drive, pending bills worth around Rs 95 lakh have been collected.

Officials state that since it is difficult to sustain without water even for a day the defaulters are coming forward to clear their dues. "At places where meters are disconnected people have no option but to pay the complete amount. The others who figure in the defaulters list have also started paying bills or asking for permission to pay it in installments," an official said.

Going tough on wrongly parked vehicles in front of schools, the Ludhiana Municipal Corporation on Tuesday picked 14 two-wheelers from streets and road in front of Kundan Vidya Mandir, Civil Lines. This school is located in one of the most congested areas of the city and traffic in front of its gate has proved to be dangerous for students in the past too.

Despite the school having its full-fledged two parking lots, some students cannot avail that facility and park vehicles on roads. Reason: the students bring cars and two-wheelers to school but without having learning licences.

Naveen Malhotra, superintendent, tehbazaari wing, who in the past had headed drives in front of BCM Arya Model, Shastri Nagar and then Guru Nanak Public School, told Ludhiana Newsline, "As many as 14 vehicles were confiscated near KVM and most of them belonging to students. Here the school is not at fault as they have their parking lots but these students do not have learning licences. Therefore, the school is right in not allowing them inside parking. It is the parents with whom the onus lies to make sure that their underage children do not drive on roads."

Malhotra reiterated that none of the schools would be spared if their staff or students parked vehicles wrongly and vehicles would be towed away.

On Tuesday, after the MC towed away 14 two-wheelers parked in front of KVM, the vehicle owners had to visit the MC godown at Cheeema Chowk to get their vehicles released by signing a compromise form and paying Rs 500 as fine for a two-wheeler and Rs 850 for a four-wheeler.

When contacted, KVM principal Navita Puri said, "My responsibility lies only for vehicles parked in school parking lots, and we have ample parking space to accommodate our vehicles. Students parking vehicles outside on roads have been told to do it at their risk as they do not have driving licences."

1,249 KDA plots illegally occupied

KANPUR: Investigations revealed that as many as 1,249 plots of Kanpur Development Authority (KDA) have been illegally occupied.

KDA is planning to get those plots vacated and take possession. Three commercial plots of 356 square metres had been traced. On one occupier was different from the allottee while in three plots as many as 49 illegal occupants were residing. The value of the land is in crores.

At Panki, Kakadeo and Jajmau, plots were registered in the name of other persons than the allottees through nexus of clerks and brokers.

According to KDA officials, majority of illegal occupiers belong to lower sections of the society and they would be rehabilitated under Kanshiram Awasiya scheme.

The KDA vice-chairman asked the officials to check the sealed buildings. There were reports that construction work was going on in sealed buildings. Some residents had mailed pictures of the ongoing construction work in the sealed buildings. There were reports of construction activities in sealed buildings at Civil Lines, Gwaltoli, Ram Bagh, Shyamnagar, Lal bungalow and Jajmau.

The vice-chairman had convened a meeting last week and asked the zonal heads to submit a report about vacant commercial plots under various schemes so that these could be sold. The officials were instructed to execute sale deed in favour of allottees who had deposited the full amount and send notices to defaulters and initiate cancellation measures.
