Mayor seeks list of illegal religious structures on roads

SURAT: The number of religious structures on the road and land belonging to Surat Municipal Corporation (SMC) was 438 four years ago. This had come out in a survey conducted by the SMC. The municipal corporation was successful in removing only very few even as some new ones compounded its problems. The BJP, which controls the municipal corporation, plans to start a campaign soon for the removal of the encroachments.

Mayor Raju Desai has sought a list of illegal religious structures that exist on the roads.

Desai said, "We won't allow encroachments to hold up city's development. We want to complete the infrastructure projects on time. There is a church, a Hanuman mandir and a small dargah on the proposed Bus Rapid Transport System's (BRTS) route. These shrines would have to be relocated for the general public good."

A senior SMC official said, "It is a serious issue. BJP leaders had said this earlier too but when they saw that their political interest could be jeopardized, they changed their stance on the issue. Hope they do it this time what they say."

SMC plans to complete BRTS phase II in 2013. Phase I is delayed for over 18 months. The municipal corporation hopes to complete major part of the project's phase III and phase IV in this financial year itself.

The arrival of 40 containers weighing around 825 tonnes containing junk material at the dry port of city, Dhandari Kalan, has created panic in the Ludhiana Municipal Corporation.

Reportedly, the containers landed in the city three days back. Mayor Harcharan Singh Gohalwaria shot off a letter to the additional commissioner (customs) to look into the matter and get the containers off the port as soon as possible.

"The waste is in 40 containers and equal to the garbage produced by Ludhiana city in one day. I cannot disclose the name of the company responsible for this nuisance right now but a letter has already been written to additional commissioner (customs) and company owner to take it back as soon as possible from dry port. Company has told me that they got wrong delivery and got what was not ordered for, and it is now complete waste for them but we certainly cannot allow it to be dumped in Ludhiana," said the mayor.

Reportedly, the containers have plastic bottles, papers, plastic bags and pouches.

Dr Arun Mitra , general secretary of the Bharat Jan Gyan Vigyan Jatha Ludhiana (BJGVJ), said "because of the callous attitude of our governments, the developed countries take us for granted. They are dumping plastic and other toxic waste into our country". "Health of our people cannot be compromised for the profit of a few," he added.

BMC blacklists contractor for faking bills

BMC has blacklisted a road contractor for six months for submitting fake bills. The contractor, which has bagged a road contract, has been disqualified by the civic administration and can't participate in new tender contracts.

Mahavir Roads and Infrastructure Company was found using sub-standard paver blocks at major junctions and submitting fake challans to the civic authority. Swiss firm SGS, appointed by BMC to conduct third party auditing and monitor the process and quality of road construction work by private firms, found that the firm also submitted fake bills to BMC by using pre-dated challans.

"It also evaded octroi of Rs 1.5 lakh," said Laxman Vhatkar, director (Engineering services & projects). "The committee looking into the issue has also recommended that this forms a case of criminal conduct. The BMC legal department will study the scope of filing an FIR against the company," he added.

As per a contract awarded to the firm in 2004 to lay paver blocks in the city, the firm allegedly submitted bills that had identical serial numbers. "It was found that the firm purchased small amounts of BMC-approved paver blocks and used it along with sub-standard material from the open market, said an official from roads department.

Following a report from the the third party audior, BMC had set up a three-member committee of BMC officials to probe the matter.
