After the Lieutenant-Governor expressed his concern over the lack of preparations ahead of the monsoon season — to prevent cases of clogged drains and waterlogging — the commissioners of all three municipal corporations have asked officials to prepare weekly status reports on monsoon preparations.

The officials have been asked to work in coordination with other agencies concerned to ensure that residents do not face problems of waterlogging this season.

The corporations have also set in motion the work on their 'Monsoon Action Plan'.

The officials have been asked to contact their counterparts in other agencies such as Delhi Development Authority, New Delhi Municipal Council, Delhi Cantonment Board, Irrigation and Flood department, Delhi Jal Board, Railways, BSES-RPL, BSES-YPL, NDPL (now Tata), Public Works Department and Central Public Works Department to prevent instances of waterlogging.

"We have been asked to coordinate inter-departmental meetings for monsoon preparedness as well," a senior official said.

In the meetings, status reports on de-silting of major drains were discussed. "All chief engineers were directed to assess the requirements of pumps and send their demand for requirements to the departments concerned as soon as possible," the official said.

"We are also working on the feasibility of preparing a zonal map marking the drains at their accurate locations. All officers concerned were directed to take pre-monsoon measures like proper de-silting of drains, cleaning of bell mouths, sump wells, feeding drains, functioning of pump sets, pump stations, availability of manpower as well as fuel and electricity supply at pumping stations before the onset of the monsoons to handle the problem of water logging effectively," the official said.

Directions have been given to ensure proper maintenance of JCBS and suction machines as preventive measures. The officials have also been asked to make proper arrangements and be ready for any emergency. "Gunny bags filled with earth, empty drums for barricading, road metal like brick ballast, lime for quick repair of roads and manhole covers should be in storage to make the preparation effective," the official said.

New Guwahati Municipal Corporation structure gets govt approval

GUWAHATI: The state government on Friday approved the re-demarcation of the Guwahati Municipal Corporation (GMC) area, comprising 31 wards and 90 area sabhas.

The present corporation has 60 wards, which have now been merged to form 31 wards, thereby increasing the area of each ward. According to the new rule, the minimum population of each ward should be around 20,000.

Moreover, this is the first time that the corporation will have area sabhas within the wards with an aim to give more power to people to voice their grievances, said Mukul Gogoi, additional commissioner of the GMC.

"As per the Nagar Raj Bill adopted by the Assam government, the population of each ward should be around 20,000. When there were 60 wards under the GMC, the population in some of the wards were below 20,000," said Gogoi.

The finalization of the demarcation of the area sabhas and GMC wards will pave way for holding of civic elections. The GMC elections have not been held after the last elected body was dissolved in 2008.

The Municipal Corporation will launch a drive to challan city residents for wasting water from April 15 onwards. The drive will continue till June 30.

Under the annual drive, which is held during summers in order to prevent wastage of water, violators will be fined Rs 2,000. From April 15 to June 30, during the morning hours, watering of lawns, washing of cars and courtyards using hosepipe will not be allowed. Fine will be imposed in case of leakages in pipes, overflowing water tanks or water coolers.

Teams of the Municipal Corporation headed by an SDO will start checks in the morning hours in order to prevent water wastage. The challans will be handed over to the violators on the spot. The fine will be added to the water bills.

Last year, the Municipal Corporation had increased the amount of fine from Rs 500 to Rs 2,000. Also, it was decided that no notice would be issued for the first violation as was the practice earlier. Rather fine would be imposed.

The civic body had issued 1,002 challans last year which was the highest ever. Prior to that, the MC used to issue notices in hundreds but fines were rarely imposed. In 2011, only two challans were issued. In 2010, the number of challans was 52 while it was 16 in 2009.

Chandigarh receives 87 million gallons daily (mgd) of water. The peak summer demand is for 116 mgd. There is no scope for increasing availability of water in the city till the project for the next phases of Kajauli water works gets underway. This has been hanging fire for the past few years.

Due to the gap between demand and supply, a drive is started during summers to ensure that water is not wasted. As the temperature rises, the demand for water also witnesses an increase. The residents of the upper storeys complain of low-water pressure. At times, water does not reach those residing on the upper floors. In order to ensure that water is available for essential activities and not wasted in watering of lawns and washing cars, the drive will be launched.
