Civic body, cops to join hands to determine legal religious structures in Nagpur

NAGPUR: The Nagpur Municipal Corporation (NMC) and city police are set to conduct a joint survey of religious structures across the city. After the survey, NMC will categorize the structures as legal or illegal.

Confirming the development, municipal commissioner Shyam Wardhane told TOI that as per NMC records currently there are 1,323 religious structures, including temples and mosques, in the city. "This list included all the ancient as well as the illegal religious structures that were built along roadsides," he said. The new survey aims at differentiating between the legal and the illegal religious structures, he added.

On Monday, the civic chief Wardhane convened a meeting of NMC officials and police inspectors from 23 police stations.

Now, the team will not only verify whether the religious monuments have large mass following but will also look into aspects like sanction from NMC or NIT's town planning authorities, no objection certificates from land owners (if constructed on any open plot).

"Zonal officers or assistant municipal commissioners and city police have been asked to coordinate with all the other departments to conduct the survey. They have been asked to file a report within a week. This will give us clear picture on the total number of such structures," he added. The report will help the civic body to decide if the illegal structures could be demolished.

Lakadganj has the highest number of such constructions followed by Dhantoli and Nehru Nagar. Statistics available with TOI show that despite Lakadganj zone having highest number of religious and non-religious structures, none of them were removed ignoring the fact that these structures posed hurdles in city's development plans and also blocked traffic besides creating law and order situation.

In September 2009, a high court division bench, comprising justices AP Lavande and Pramod Kode, had directed the Nagpur commissioner of police and municipal commissioner to fix responsibility on concerned officers responsible for the areas where illegal structures were posing hurdles for the traffic.

The CP had been asked to assign this task to deputy commissioners of police in respective areas. Similarly, the NMC commissioner was told to delegate this work to ward officers. But ironically, both agencies had turned a blind eye. It can be gauged with the fact that just a year ago an illegal religious structure came up near state ASI office in Civil Lines.

PCMC suspends junior engineer over slab collapse

PUNE: Two weeks after a slab collapse in Chinchwad left eight labourers injured, the Pimpri Chinchwad Municipal Corporation on Monday initiated action against four officials for their negligence in controlling unauthorized constructions.

While junior engineer Sudarshan Wahikar has been suspended and a departmental inquiry initiated against him, the municipal corporation has issued a warning to city engineer M T Kamble. Besides, it has stopped salary increments of deputy engineer Sanjay Kamble and added a note in the service records of executive engineer Makarand Nikam. The corporation had earlier sought explanation from M T Kamble and Nikam. It had also issued show-cause notices to deputy engineer Sanjay Kamble and junior engineer Sudarshan Wahikar.

The incident occurred on March 25 when a slab of an under-construction building in Udyognagar near Chinchwad railway station collapsed. The total construction area was 10,000 sq ft while the land area was 3,000 sq ft. Earlier, municipal commissioner Shrikar Pardeshi had directed Nikam to submit a report on the incident. The report concluded that the construction was unauthorized.

Meanwhile, late in the evening on Monday, some 40 junior engineers staged a protest against the action taken on Sudarshan Wahikar. They said that Wahikar had taken photographs of the unauthorized construction and that further action should have been taken by his seniors. Uday Tekale, assistant commissioner and chief of administration department, said the complaint will be brought to the notice of the municipal commissioner.

BMC set to begin pond renovation

The Bhubaneswar Municipal Corporation (BMC) will begin renovation work on ponds under the General Administration department in the first phase to speed up development work of the water bodies in the City.

This decision was taken by the BMC officials here on Monday.

“One of the problems faced by us is getting work permit for the projects which come under other departments. If a lake is under the jurisdiction of Archaeological Survey of India (ASI), delay in getting work permit  further delays the work,” a senior BMC official said.

Renovation work of water bodies under General Administration department has been given priority as getting work permit from this department has been hassle-free.

The Bhubaneswar Municipal Corporation  has identified eight water bodies  in places such as Kapileswar, Laxmisagar and Sunderpada for renovation.

The Project Management Unit (PMU) of  Jawaharlal Nehru National Urban Renewal Mission (JnNURM) has been given the responsibility to prepare the detailed project report (DPR) of the water bodies identified for renovation.

The executive engineers of divisions I and II have been asked to identify more water bodies under the GA department for renovation.

The budget for renovation work will be sanctioned after the DPR gets ready.
