DDA clarifies on liberalised conversion policy

From September 2, 2001, to October 10, 2011, conversion date will be only on the basis of registered GPA, AS.

The Delhi Development Authority on Monday clarified certain doubts that citizens had regarding the liberalised policy of conversion, announced this past week by the Union Ministry of Urban Development, that will spell relief for people who sold/purchased their DDA flats on freehold basis using General Power of Attorney (GPA) and Agreement to Sell (AS).

The DDA said the execution of Conveyance Deed of flats disposed of on freehold basis from April 1, 1992, onwards will be allowed by DDA on the basis of un-registered GPA and AS executed during the period from April 1, 1992, to September 23, 2001.

From September 2, 2001, until October 10, 2011, the date of conversion will be allowed only on the basis of registered General Power of Attorney and Agreement to Sell. However, in both such conversions, surcharge of 66.66 per cent, in addition to conversion charges as applicable on the date of submission of application, will be charged.

In case of flats initially allotted on hire-purchase basis from April 1, 1992, conversion into freehold/execution of Conveyance Deed will be allowed on the above given terms and conditions only if the applicant clears all dues such as instalments, interest charges and penalty, if any.

From 1992 onwards, DDA had allotted flats on freehold basis but before execution of the Conveyance Deed in the name of the original allottee, many allottees had sold these flats on GPA and AS basis.

“There are thousands of cases of this nature pending with DDA as conversion for flats disposed of on free-hold basis was not being allowed. All these allottees will now, with the announcement of liberalisation of policy, be able to get flats converted in the name of GPA and AS holders but from 2001 such GPA and AS have to be registered. This has been necessitated as orders in this direction have been issued by the Delhi Government,” a DDA statement said.

The housing agency said the application brochure which the applicants can use has not been changed from the past as there is no change in the conversion scheme, except that it has been further liberalised facilitating conversion of flats allotted on freehold basis.

The applicants can find all details of the policy and conversion charges and surcharge on conversion charges in the brochure. The applicants can also apply online on the DDA website and the details of the procedure for online submission of application have also been provided there. Those seeking further clarification can approach the Director [Housing]-I, who sits in Vikas Sadan, DDA said.

Continuing the disconnection drive, officials from Bangalore Water Supply and Sewerage Board (BWSSB) on Monday unplugged an illegal water connection taken by residents of Yadalamma Nagar here. The residents had drawn the connection from the main pipeline supplying water from Uttarahalli Circle to Maruti Layout near Subrahmanyapura Main Road.

The disconnection was made under the supervision of South Division Executive Engineer Gururaj Assistant Executive Engineer Malleshappa. During the drive held on April 5, 6 and 8, 68 connections were disconnected, notices were issued in 49 cases and Rs. 4,31,263 in dues recovered. During this period, the drive was conducted in R.T. Nagar Service Station area of Northeast 3 Subdivision, G.M. Palya, Balaji Layout of Southeast 2 Subdivision; HRBR 1st Block of East 1 Subdivision; Doopanahalli, HAL 3{+r}{+d}Stage of South-East-2 sub-division; Ulsoor , M.V. Garden, Murugeshpalya of Southeast1 Subdivision; Frazer Town of Central 1 Subdivision; Yelahanka 4{+t}{+h}Phase of North 2 Subdivision; Vivekanagar, M.G. Civic body proposes 'bliss centres' to tackle crimes

KOZHIKODE: The city corporation have taken steps to set up 'bliss centres' to provide legal aid to victims of atrocities against women and children.

An expert panel comprising advocates volunteering legal aid and counsellors will be constituted to provide free guidance to victims, who approach the civic body seeking help.

The civic body decided to set up the centre considering the growing incidents of atrocities against women and children being reported from across the state.

The first 'bliss centre' will be set up at the Kudumbasree office attached to the corporation building.

The civic body has earmarked a sum of Rs 1 lakh for the materialization of the proposal included in the budget for 2013-2014.

Deputy mayor P T Abdul latheef said that the civic body is planning to set up the 'bliss centre' linking it with Kudumbasree so that the needy won't have any hesitation to approach for help.

"The experts in the panel will provide guidance to the victims after hearing their cases. The civic body is planning to set up the centre at the earliest,'' said the deputy mayor.

According to the crime statistics with the Kerala police, a total of 13,002 crimes against women were reported in the state in 2012.

The Kozhikode city had registered 539 crimes against women and Kozhikode rural had reported 638 such crimes in 2012.

In 2011, the state had registered 13,279 cases. Kozhikode city had registered 556 and Kozhikode Rural 675 crimes against women in 2011.

In 2010, a total of 10,781 crimes were registered against women in the state. It was 426 in Kozhikode city and 694 in Kozhikode rural in 2010. In the crime against children category, a total of 1,324 crimes against children were reported in the state in 2012. It was 1,452 in 2011 and 596 in 2010.

K S Jayashree, general secretary of Streechetana(an organization for the empowerment of women) welcomed the move saying that it will provide a much-needed support infrastructure to the victims.

"We have been finding it difficult to help the women and child victims of atrocities as such instances are on a rise in the city. We have limitations in rendering legal aid to women and child victims as the organization don't have a legal aid units to help those approacheing us seeking legal aid. We are referring such women and child victims to the lawyers known to us,'' said Jayashree.

"The civic body should provide the aid to the victims without bias and such a centre is need of the hour in the corporation limit,'' she added.
