Pune Municipal Corporation fixes water tanker rates to check fleecing

PUNE: The Pune Municipal Corporation (PMC) has released the rates for water tankers in the city and started helplines for people to register complaints against contractors for overcharging. The charges apply both to private and civic water tankers.

The idea is to prevent citizens from getting duped by water tanker operators against the backdrop of scarcity in city. "The civic administration has fixed the rates for tankers which have been decided as per the distance and capacity of the tankers," water department officials said.

Officials in the water department said that citizens who wish to place an order for water-filled tankers should consider these rates and make the payment, accordingly. If any operator demands more than these prescribed rates, people should contact the water works department. The complainant should provide the name of the tanker supplier or tanker number along with the date, time and place.

The city draws over 16 TMC water from reservoirs of Panshet, Khadakwasla, Temghar and Varasgaon dams. It has been facing water cuts since March 2012. The city initially had a 20% water cut which was reduced to 10% in August 2012 after the progress of the monsoon.

Besides, the helpline for tankers, the civic body has also recently started a helpline for other water issues. The water supply department has started a system which uses internet, helpline and cellphone technology to register people's complaints. Problems like leakage, no water or supply with low pressure, contaminated water, illegal water connection, wastage, inflated bills etc can be addressed through the system.

Information related to the problem will have to be filed in the online system (pws.punecorproation.org). A complainant can also register grievances by calling the helpline number (25508171) and via SMS (SMS number 8308895656). The system will generate a reply to the complainant via an SMS.

Limited water resources and ever-increasing demand has forced the civic body to bring a rationing policy that will set a limit to the amount of water supplied to 23 fringe villages around Pune city.

The draft proposal stipulates a provision of 40 litres per capita per day (LPCD) for people living in fringe areas. The PMC says that the policy will help it manage water resources in a better way. As of now, the civic body is providing almost 200 litres water per person per day in city areas.

The villages, which fall in a five km radius of the city, were earlier getting approximately 80 LPCD. This will now be reduced to 40 LPCD. The areas that will be affected include Manjari, Keshavnagar, Undri, Pisoli, Sadesataranali, Lohegaon, Wagholi, Shivane, Bavdhan, Sus, Mahlunge, Bhugaon, Narhe, Dhayari, Nadad, Kirkitwadi, Khadakwasla, Ambegaon, Newkopare, Kondhwe-Dhavade and Uttamnagar. The water supply department supplies a total of 16.18 MLD (million liters per day) water to these villages. Most of these villages have a huge demand for tankers.

Not even a month has passed since the new parking contractor has taken charge at Feroze Gandhi market that the MC is getting flooded with complaints of overcharging.

Taking action, the tehbazaari wing of the Ludhiana MC issued the first warning to the contractor on Sunday, with Naveen Malhotra, superintendent, tehbazaari wing and personal assistant to Mayor, personally visiting the market to take stock of the situation.

Malhotra said, "We got some complaints of overcharging and I decided to visit personally. The vehicles were being overcharged against our contract with contractor. The person told me that it is the service tax but I warned him not to take service tax from the common man and visit MC office with documents for verification."

The contractor who was allegedly allowing parking on the service lanes for fire tenders inside the market was warned by Malhotra to keep service lanes vacant for emergency.

It was for the first time that Rs 1.90 crore were shelled out during an auction for an MC parking lot on March 21.

While Kishen Lal and Company took it for Rs 1.90 crore this year, it got Rs 1.03 crore last year. But right from the word go, the market has remained controversial with complaints of misbehaviour from parking employees.

Property tax rebate for ex-servicemen

The Bruhat Bangalore Mahanagara Palike (BBMP) has finally extended the 50 per cent rebate in property tax to ex-servicemen residing in the city, albeit a year after the State government issued a gazette notification.

Though the gazette notification was issued on April 24, 2012, granting 50 per cent rebate to ex-servicemen in property tax to be paid to the urban local bodies, the BBMP had not implemented it. Several ex-servicemen, who sought the rebate at the help centres while paying their property tax, were disappointed to be turned away.

According to information available from the Department of Sainik Welfare and Resettlement, as on December 31, 2012, there were 35,549 ex-servicemen, including 7,537 widows, in the city eligible for the 50 per cent rebate. With the notification not being implemented, none of them were able to avail the rebate on property tax.

Air Marshal (retd.) B.U. Chengappa, who is the president of the Airforce Association, Karnataka branch, told The Hindu that the staff at the various help centres seemed unaware of the gazette notification. “The association received complaints. When we contacted the staff members, they claimed that they had not received any order from the BBMP directing them to implement the gazette notification and offer 50 per cent rebate. Left with no option, most ex-servicemen paid the full property tax,” he said.

Major General (retd.) H.C. Nanjappa said that the ex-servicemen were turned away by the BBMP staff at the tax collection centres last year. He said that the gazette notification was implemented in Belgaum, but not in Bangalore. “With the BBMP not issuing executive orders directing the staff to offer the rebate, the ex-servicemen were forced to pay the full property tax,” he said.

When contacted, I. Ramakanth, BBMP’s Deputy Commissioner (Revenue), said that the 50 per cent rebate was being offered this fiscal (2013-14).

He said that though the gazette notification was issued in April 2012, the notice reached the BBMP only in July/August. “By then, a number of ex-servicemen had paid their taxes. That apart, we cannot introduce something in the middle of the financial year,” he said.

He said that the ex-servicemen could avail the rebate for one residential property by filling out the prescribed form and submitting the requisite documents at the BBMP’s help centres. “They can avail 50 per cent rebate for the tax paid last year. The excess amount will be adjusted with the tax due this fiscal,” he added.
