NMC to probe ‘selective’ property tax waiver

NASHIK: The Nashik Municipal Corporation (NMC) has directed the property tax department to probe tax waiver in favour of some private firms in the construction and hospitality sectors.

The issue was raised by the leader of the opposition, Sudhakar Badgujar, at the last general body meeting on March 18. He had accused the deputy commissioner (taxes) of selectively waiving property tax to the tune of Rs 2 crore for a construction firm and Rs 6 lakh for a hotel.

"We will soon conduct a thorough probe into the matter. To make the taxation process more transparent, we have already started maintaining computer records of all the properties and giving code numbers. This will help us in assessing all the properties in a systematic way," municipal commissioner Sanjay Khandare told TOI.

Mayor Yatin Wagh said, "It is a matter of great concern" and that he had asked the municipal commissioner to look into the matter and submit the details at the forthcoming next general body meeting.

"NMC collects property taxes from the residents, industries and shops and the tax has been classified into residential and non-residential. There is a difference in that too where the industrial estates under the Maharashtra Industrial Development Corporation (MIDC) are concerned, especially Satpur and Ambad which comes under the NMC limits. They collect property tax of Rs 4.40 to Rs 4.45 per square metre from industries, while business houses are charged Rs 11 per sq metre. Rules for commercial property should be the same," the leader of the opposition said.

Badgujar said the NMC charges property tax of Rs 22 per sq metre for hotels, but they have been collecting very less from some of them, waving as much as 50%. "This is wrong and illegal. It is causing financial losses to the civic body. One of the city hotels, built on an area of 8,261.50 sq metres, was charged only Rs 6.91 lakh, whereas the actual property tax sums up to Rs 19.62 lakh. Moreover, property tax worth Rs 2 crore was waived to favour a construction firm without taking permission from the municipal commissioner or the general body," he said.

NMC falls Rs 400cr short of revenue target

NAGPUR: The cash-strapped Nagpur Municipal Corporation (NMC) has fallen Rs 400 crore short of its revenue target for 2012-13 fiscal, and failed to touch the Rs 1,000 crore mark, which was the target set two years ago. The civic body got major setback in property and water tax collection and also from market department. However, chairman of standing committee Avinash Thakre has started the process to prepare a road map for increasing revenue in 2013-14.

Thakre held a meeting of standing committee on Tuesday with 14 proposals on the agenda. Thakre said review of revenue was taken for just concluded 2012-13 fiscal. "Revenue from the year is between Rs 885 to Rs 890 crore. Revenue of Rs 484 crore came up from octroi as against target of Rs 575 crore. The shortfall was due to dropping of two projects, weighing and scanning machines projects. The property tax department could end up with Rs 163 crore against target of Rs 250 crore. Around 20,000 new properties were brought under the property tax ambit, while 40,000 more are pending assessment. The revenue from water tax was also poor. The private water operator managed to recover Rs 87.80 crore as against target of Rs 135 crore," he said.

Appreciating the town planning department, Thakre said revenue of Rs 72.40 crore was collected by this department against target of Rs 52.10 crore. "Estate department's revenue was Rs 2.84 crore against target of Rs 2.60 crore. Market department's performance is very poor and closed the fiscal with Rs 4.34 crore as against target of Rs 8 crore. New strategy and polices will be made to ensure increase in revenue," he said.

According to NMC data, revenue of around Rs 300 crore was spent on maintenance and development projects, due to revenue shortfall. The NMC's committed expenditure was around Rs 600 crore. Thus, many development projects are either delayed or stalled due to paucity of funds.

The actual revenue is actually lower than even the revised budget presented by municipal commissioner Shyam Wardhane.

Hinting at huge revenue loss from LBT, Thakre said new revenue sources are the need of the hour. "London Street is one of the options, from which revenue of over Rs 400 crore may come up."

Thakre added that the standing committee has directed the health department to form zone-wise teams comprising 60 workers to clean the nullahs as part of pre-monsoon activity. Besides, Thakre said directives were issued to ensure jetpatcher completes one road before shifting to another. "Directives were given to stop zone-wise road repairing system."

The standing committee also caught the administration on the wrong foot on the proposal related to tender for appointing agency to prepare registration software for LBT.

NMC announces 15-day Save Nag River campaign

NAGPUR: Realizing its responsibilities, Nagpur Municipal Corporation (NMC) has announced a 15-day 'Save Nag River' campaign commencing from May 1, Maharashtra Day. Mayor Anil Sole convened a meeting of all party group leaders on Tuesday and managed to get support from everyone to make the campaign a grand success. Meanwhile, the civic body kicked off the activities by serving notices to around 150 households for discharging sewage into the river, and also commenced cleaning of the riverbed.

Sole told TOI the campaign aims to clean and conserve the river, but the main motive will be to garner public participation for the cause of city's iconic river. After inaugurating TOI-MT's Save Nag River - My City, My River campaign on the eve of Holi, Sole had taken a pledge to make all efforts to ensure Nag River gets back its lost glory.

During the group leaders' meeting, Sole said a good environment has been created in the city for cleaning up the Nag River. "NMC will undertake a campaign from May 1 to 15, taking advantage of the positive response towards the river. All sewage inlets should be plugged and diverted to underground sewage network. The health department should start serving notices to encroachers and also households discharging sewage into the River. At the same time, officials should also ensure proper homework to prevent any new dispute. Works should be taken up by NMC if the sewage lines are far from households along the River," he said.

Sole has also convened a meeting of corporators from all five zones through which the river passes, to guide them about the campaign and public participation. The meeting will be held on Wednesday at Town Hall.

Deputy director (health) Dr Milind Ganvir told TOI notices have already been issued to around 150 households in the five zones situated on the banks of the river. "Another 400 notices are ready and will be served in the coming days. Two machines have been engaged to clean the riverbed from both directions, Pardi and Ambazari lake," he said.

Leader of opposition group Vikas Thakre was not present at Tuesday's meeting as he was out of town. Talking to TOI, Thakre said it is the responsibility of NMC to conserve the river. "We are ready to lend all possible help to the administration to clean the river. First, the health department should stop causing pollution and also ensure citizens do not dump garbage or sewage," he said.

Special officer for rivers and lakes Mohammed Israil has prepared the plan to undertake treatment of sewage flowing into the river through 'graben structure' technology on 30 meter stretch. "Pilot project will be taken on stream flowing through Civil Lines. The system will be introduced on all 30 big nullahs flowing into the river once it is proven to be successful," he said.

During Tuesday's meeting, NCP group leader Prakash Gajbhiye said the urgent need was to demolish illegal parking slab constructed on Nag River by NIT at Daga Layout. "Citizens are facing great inconvenience due to water stagnating and causing mosquito menace. Sewage system should be laid in layouts, especially in slum areas, to conserve the river," he said.

Municipal commissioner Shyam Wardhane directed the health department to ensure plugging of sewage inlets discharging into the river immediately.

Deputy mayor Sandip Jadhav, deputy ruling party leaders Neeta Thakre and Munna Yadav, BSP group leader Murlidhar Meshram, NCP leader Duneshwar Pethe, BRP-BMS leader Raju Lokhande, corporator Sudhakar Kolhe and NMC officials were present at the meeting.

Meanwhile, 11 NGOs and social organizations have appreciated NMC's plan to conduct a campaign and declared their support.
