PMC polls postponed

With over 20,000 claims and objections received from voters for the delay in completing the pre-electoral exercise for the polls for the Panchkula Municipal Corporation (PMC), and the delimitation of wards having got delayed, the polls to the PMC have been postponed for June 15 from the scheduled March 15 deadline. The Haryana government has taken the ground of the whopping number of claims and objections received before the state election commission.

According to state and election commission officials, the delay in delimitation of the wards of the PMC and the large number of objections that were received led to the re-drawing of the deadline of the Corporation elections. PMC Commissioner, Ashima Brar, said that the government sought the extension in the deadline for the revision of electoral rolls as the claims and objections received from people were large in number. According to the draft voter list, there are 2.19 lakh voters eligible to cast their votes for the elections.

The residents had complained that their names were not included in the draft voter list that was circulated by the government and some objections had also been received about the wrong inclusion of names and the addresses in the voter list. Election Commission officials said that the deadline for the PMC polls was revised and the polls could not be held in time as the delimitation of wards had not been done on time. "We received a list of delimited wards only by January 15 from the state government and that is the reason the revision of voter list could not be done on time, which led to the delay in the elections," said a state election commission official, wishing not to be quoted.

However Brar said that the delimitation of wards was held as per government schedule and that the process could not be started earlier as the case over the status of Panchkula Municipal Corporation (PMC) was pending with the Supreme Court and the Punjab and Haryana High Court.

"There were litigations going on over the status of PMC due to which the wards could not be delimited on time. After the Corporation was constituted cases were filed against the government decision," said Brar.

Any commercial establishment that wants a licence from the East Municipal Corporation will first have to ensure that the premises is under CCTV surveillance.

Abiding by the orders of Special Task Force set up under the Union Home Ministry to ensure safety of women in the capital, East corporation has decided to make CCTV cameras mandatory in their building by-laws.

Directions have been given to ensure that every trader operating out of an area of 250 sqft or more installs CCTV cameras on the premises.

East Municipal Corporation Commissioner S S Yadav said all commercial buildings will have to ensure that their premises are monitored by CCTV cameras round the clock and a back-up feed of 30 days is maintained.

"The issues regarding installation of CCTV cameras came up in meetings held under the chairmanship of the Union Home Secretary. In a meeting of the Special Task Force — constituted after the December 16 gangrape case to review safety of women in Delhi— the Home Secretary directed corporations to issue necessary orders to provide CCTV surveillance with a back-up feed of 30 days by licensee, owner, occupier of cinema halls, malls, car parking, hotels and places of public gathering and commercial establishments. Accordingly, we have decided to modify licence conditions to include this provision," Yadav said.

"A new by-law, called Delhi Municipal Corporation CCTV by-laws, 2012, would be notified soon. Every establishment — new or existing — shall be required to install CCTV cameras within a period of three months of the notification of these by-laws," he said.

Currently, it is not mandatory to install CCTV cameras in shops and other commercial establishments.

According to the Delhi Municipal Corporation Act, the licensing policy only seeks to ensure adherence to fire-fighting norms, zonal plans, building by-laws and the Delhi Master Plan.

"It will be the responsibility of the shopkeeper/trader to keep these cameras operational at all times. In case of any non-compliance, their licences will be cancelled," Yadav said.

The members of the task force comprise Delhi's chief secretary, commissioner of police, special commissioner (traffic), special commissioner (law and order), chairperson of Delhi Commission for Women, chairperson of New Delhi Municipal Council, transport commissioner, commissioners of the three city corporations and joint secretary in the Home Ministry.

It has been more than a month since GHMC Commissioner M. T. Krishna Babu assured an agitated council about restoring the right of Citizen Service Centres (CSCs) to issue birth certificates along with Meeseva centres. But, it is yet to happen.

The Commissioner is said to have written to the government about the council’s demand to open more avenues to obtain birth/death certificates by permitting CSCs to issue and seeking appropriate directions.

The civic body was forced to halt issuing birth certificates through its CSCs recently following a direction from the IT Department.

The department’s contention was that when digitised certificates were made available through Meesevas there was no rationale in issuing certificates signed with the traditional ink signature of the medical officer concerned.

Meesevas are able to issue instant certificates as about 25 lakh certificates from 2000-2013 have been digitised from among the 75 lakh certificates computerised since 1957. The demand now is that CSCs be allowed to do the same.

For that to happen, senior officials say, the IT infrastructure should be strengthened in the CSCs The government, if it agrees to the GHMC request, will have to ask the AP Online to share the Meeseva software with the CSCs to enable them issue digitised certificates.

“Allowing CSCs to issue certificates together with Meeseva centres will be of great help to citizens. Moreover, at CSCs a certificate costs just Rs.20 while it is Rs. 42 at Meeseva centres,” pointed out TDP floor leader in the council Singireddy Srinivas Reddy. The CSCs were issuing four times more the number of certificates compared to Meeseva centres before the former was told to stop the service. Currently, Meesevas are issuing close to 400 certificates a day when compared to 100 a day before whereas CSCs were issuing up to 800 certificates at the peak level.
