Fed up with bad roads? Visit rose garden

AURANGABAD: The cash-strapped Aurangabad Municipal Corporation (AMC), which has failed to take up road contraction work for the past few months, is now gearing up to call tenders for the development of a rose garden at a cost of Rs 3.55 crore. This will be the third garden project of the civic body in the span of less than two months.

AMC's executive engineer Sikander Ali on Thursday said that the rose garden would come up on a four-acre land near Majnu Hills. The state-of-the-art project is expected to be completed in one and half years.

"It will be one of the best gardens in the city. It will be built in the shape of a rose. We are developing red-stone pathway besides planting variety of roses. The spot will also attract large number of domestic and foreign tourists," he said.

In November 2013, the civic body had approved proposals for the development of two gardens - the Kargil war memorial at Garkheda and the Sant Shrushtri garden at Ulka Nagari. The District Sainik Welfare Office is developing the Kargil war memorial on AMC land.

The civic body is spending Rs 4.8 crore on the Sant Shrushtri garden. In November 2013, the AMC finalized the agency to carry out beautification work of the garden and will install at least 18 statues of prominent personalities there.

A senior AMC official, requesting anonymity, said that the AMC is not spending on the Kargil war memorial. "Apart from this, the Union government had approved a separate fund for the rose garden. The Sant Shrushtri garden will get investment in the next three years," he said, adding that the civic body is also taking up road construction.

On Wednesday, the AMC decided at the eleventh hour to recall all tar road contracts and converted them into white topping works. The change in plan will delay the road works by at least 15-20 days.

Social activist Vishnu Dhoble ridiculed the AMC's approach on roads, saying that it was delaying road tenders for one reason or the other but deciding on the matter of gardens.

"There is a strong feeling of resentment among citizens as the roads are in bad condition. People need roads and not gardens," he said.

There is hope for 50 lakes and water bodies located in the Hyderabad Metropolitan Region (HMR) as the Hyderabad Metropolitan Development Authority (HMDA) has issued a notification of Full Tank Level (FTL) boundaries and buffer zones of 50 water bodies which have been encroached upon in HMR.

The HMDA Lake Protection Committee took up the identification and listing of water bodies in the HMDA area, involving field staff of Revenue and Irrigation Departments and local bodies.

After due verification and certification by the Irrigation department, lake maps with FTL boundaries and buffer zones with revenue survey numbers have been notified as preliminary notification for public information, suggestions and comments.

HMDA has invited objections and suggestions on the FTL boundary maps for about 50 lakes from the citizens. Based on the received communication, a final notification will be issued.

Among the 50 lakes that have been notified, they include Chintal Cheruvu and Pothuraj Kunta located in the Ghatkesar Mandal, Brahmanpally Cheruvu in the Hayatnagar Mandal, Pedda Cheruvu and Noor Mohammed Kunta in the Shameerpet Mandal and Erra Cheruvu and Nelli Kunta which fall in Medchal Mandal.

Once a final notification is issued, restrictions relating to building activity in the vicinity of water bodies (as per Building Rules issued vide GO 168 MAUD Dept, dated April 7, 2012) will come into force where no building, development activity will be allowed in the bed of water bodies.

The water bodies and courses would be maintained as recreational/green buffer zone and no building activity would be carried out within 100 mts from the boundary of the river outside the municipal corporation, municipality, nagar panchayat limits.

The officials said that water bodies are of critical importance to HMR for many reasons as they help in recharging ground water to meet various uses and serve as lung spaces for the large urban population, besides maintaining ecological balance to maintain the lake ecosystem of the region and for developing foreshore areas as recreational zones.

As many as 2,857 lakes existing under the HMDA. Out of this, 455 lakes fall within the Outer Ring Road (ORR) and 2,402 are fall outside the ORR area. Of the lakes falling within the HMDA jurisdiction, 168 lakes are in the GHMC limits and 2,689 lakes fall in gram panchayats and municipalities outside the GHMC in the HMDA limits.

Objections and suggestions may be submitted up to February 15, 2014 and must be addressed to the HMDA Metropolitan Commissioner (who is also the Chairman of the Lake Protection Committee), Block-A, HMDA Complex, Tarnaka or to the Member Environment, HMDA and Convener, LPC, Buddha Purnima Building, Tank Bund Road, Hussainsagar, Hyderabad-500063. JnNURM laurel for Karnataka

The Karnataka government has bagged award in providing basic services to slum dwellers under Jawaharlal Nehru National Urban Renewal Mission (JnNURM) in the last seven years in the country.

The state bagged the award in big state category in providing basic emanates to urban poor including building low-cost houses for slum dwellers, sanitation and drinking water facilities to slum clusters under JnNURM, a totally centrally sponsored programme.

Karnataka Housing Minister M H Ambareesh received the award from President Pranab Mukherjee in a function held on Tuesday.
