GHMC ready to handle cost of maintenance works

The GHMC proposes to spend Rs.35 lakh to Rs.40 lakh for maintenance works at the divisional level brought into focus during the area sabhas and ward committee meetings.

GHMC Commissioner M.T. Krishna Babu on Monday accepted that the conduct of area sabhas and ward committees was not satisfactory with just a few meetings held in a majority of the 150 divisions in the last three years although it was mandated in the Act.

Orders to corporators

Letters were written to all the corporators to conduct the area sabhas every three months and ward committee meetings every two months, he said, pointing out that the A.P. High Court too had issued directions to the municipal corporation to conduct these local meetings regularly as per the Act.

Interacting with presspersons after the third round of ‘Prajavani’ where he received grievances from the citizens, Mr. Krishna Babu explained that a voluntary body had approached the HC complaining about irregular conduct of the two grass-root level meetings.

Ward committee meetings

“We have already held a meeting with all 150 ward committee secretaries and 18 Deputy Commissioners to sensitise them about holding purposeful ward committee/area sabha meetings as the HC called for action against officials responsible. Resolutions passed during the ward committee and area sabha meetings should be computerised and sent for necessary action,” he said.

Grievances

Earlier, the Commissioner received 36 complaints mainly about encroachments, illegal constructions, neighbours unauthorised constructions, delay in processing BPS applications, high property tax rates and so on.

CPI MLA G. Mallesh sought construction of public toilets at Durganagar basti as the previous one had collapsed. Mr. Krishna Babu said the civic body is ready, provided the maintenance part is taken care of.

Among the complainants were: Habiba Sultana of Mallepally about neighbours’ construction invading her privacy with windows facing her house, P.V. Narasimha Reddy and others appealed for saving their plots from road widening at Gachibowli while P. Lakshminarayana claimed his BPS application was not being processed.

No BMC order to not allow girls, couples into garden

MUMBAI: The BMC has denied issuing any directives to not let lone women and unmarried couples inside Joseph Baptista garden in Mazgaon.

It was reported that several girls and couples who went to the 87-year-old garden at Mazgaon were being turned away by the security guards apparently to prevent any untoward incident.

Deputy municipal commissioner (gardens and security) S S Shinde said the BMC has not issued any such directive to the security officers of the garden. "We are inquiring the reason behind him not allowing lone women and couples to enter the garden. We are also checking if the local police issued any such directive or not." He also said if it was found that the guards were doing this without any directives from the authorities, action would be taken against them.

The Joseph Baptista garden is one of the oldest gardens in the city, it is built on a water reservoir.

"The guards have been told to keep a check on anti-social elements from entering the gardens, but no such specific instructions to keep common public out have been given," said another civic official.

Last year, BMC had asked hoardings of a film to be taken off from bus stops and BEST buses after senior corporators and former Mayor had taken objection to it.

GHMC to clear pending trade licences

The GHMC has a database of over 1.5 lakh trades when it is estimated that there could be over 2.5 lakh trades yet about 35,000 take trade licences every year. Commissioner M.T. Krishna Babu said that Rs.21 crore could be collected by issuing licences on time.

Stating that several provisional applications for trade licenses were pending for disposal at the medical officers’ level, the Municipal Commissioner gave them a week’s time for clearing the pending ones or they would face deduction of penalties from their salaries.

The municipal corporation provided the facility to apply for provisional trade licences at all meeseva and citizen service centres.

Ward committee/

area sabhas

At a separate meeting with all Zonal and Deputy Commissioners, Mr. Krishna Babu wanted ward committees to meet every two months and area sabhas once in three months. If the corporator concerned was not holding the meetings despite repeated reminders the majority of members can hold one with the consent of the secretary, he said.

‘Face disqualification’

The Commissioner also pointed out that corporator concerned is liable to face disqualification if he fails to conduct the ward committee meetings regularly.

Ghansibazar, Mehdipatnam, Saleem Nagar, Azampura and Puranapul divisions were especially lagging behind, he said.

Similarly, area sabha meetings too could be held if more than 50 voters of that particular ward and a majority of the members were present with the secretary’s consent, he added, according to a press release.
