Five suspended for Lalita Park building collapse

NEW DELHI: The Municipal Corporation of Delhi has suspended five officials in connection with the Lalita Park building collapse incident in Laxmi Nagar on November 15 that that killed 70 people. The decision was taken on the basis of the preliminary enquiry report submitted by the MCD Chief Vigilance Officer to the Municipal Commissioner K. S. Mehra on Tuesday.

An assistant engineer, a junior engineer, two licensing inspectors and a house tax inspector of the MCD have been placed under immediate suspension on charges of dereliction of duty. One of the persons, Vimal Sharma, licensing inspector who has been suspended, is dead so no action can be initiated against him.

According to the Vigilance Department, action has been taken against these officials as they failed to report illegal construction being carried out in their area.

An MCD official said: “The Deputy Commissioner of the zone performs multi tasks and cannot be held responsible for not doing site inspections. That is the task of the inspectors. The issue of illegal construction was never bought to the DC's notice. We have suspended the licensing inspectors and tax inspectors as a factory was running inside the building without a licence. Also, if commercial activity was being carried out commercial tax should have been collected.”

As per the preliminary report, unauthorised construction of two floors in the Lalita Park building was carried out during 2004-05. As the building had never been booked for any illegal construction by the MCD, the Vigilance Department had to check electricity and water records of the building apart from taking help from the Delhi Police in ascertaining the year when illegal construction took place. Information provided by the Survey of India also aided the investigation.

According to the Vigilance Department, a detailed investigation is still being carried out and more officials could face similar action in the coming days when the entire report is submitted.

MCD Standing Committee chairman Yogender Chandolia said: “On the basis of the preliminary report five officials have been suspended. After the probe the service of these suspended officials might be terminated and more officials might also come under the scanner. It is the Congress which was ruling the MCD at that time and needs to do the explaining now as illegal construction took place during its tenure.”

After the district administration, Ranchi Municipal Corporation (RMC) has revised its list of works, in the view of President’s visit to the State Capital.

Much busy with the preparations for the President’s visit, RMC has sidelined its topmost priorities as the Chief Executive Officer (CEO) of RMC, Dipankar Panda, has been busy looking into other works as the OSD to the Governor.

Despite holding a responsible position to look after the proper functioning of the corporation and jobs related to it, the RMC CEO has been not attending to phone calls.

Meanwhile, Deputy CEO of RMC RK Sinha holds similar view. Officially not on vacation, the officials are not doing their work in the stipulated time schedule.

Residing in a posh colony of the city, the residents of SBI colony and others residing nearby it at Burdwan compound are forced to face the inconvenience due to broken roads and open drainage flowing over it, even after the tender for the repairing work has been put on the notification counter of RMC from last five months.

Not answering to the calls, the CEO and Deputy CEO of RMC are in no mood to keep up the pace of the work of the municipal corporation.

“RMC lacks resources and even requires budgetary allocations for finalising the tenders for building or repairing of the roads under the MLA fund. The government is yet to take nay action on it,” answered Ranjeet Kumar Sinha, Deputy CEO, blaming the government for being inactive.

Though RMC has not yet issued any tender notification for repairing of pitched roads in several colonies of Burdwan Compound, OCC Compound and several other colonies in the state Capital. Colonies are in pathetic conditions, making residents face problems in daily commutation.

 Vadodara:  The Vadodara Municipal Corporation (VMC) has issued a show-cause notice to the head of the Family Welfare Department for financial irregularities. The matter has now been handed over to the VMC Vigilance Department for further investigation. The Family Welfare Department functions under the Health Department.

Officials at the VMC’s administration department said the irregularities had cropped up in the Reproductive and Child Health (RCH) wing which is functioning under the Urban Health Society of VMC. There were several instances of financial irregularities and to avoid the same in the future, Deputy Municipal Commissioner (Administration) C M Makwana has asked for a vigilance inquiry.

A senior official in the Health Department said: “Dr Pratibha Patel, who is the head of the Family Welfare Department, has been asked to clarify her stand why despite formal correspondence about the payment of the Community Link Volunteers, the orders were not followed. Besides, there is a misappropriation in the number of workers and the amount paid.”

There were instructions about furnishing the documents of the visits made by the Aaanganwadi workers and supervisors working for the Integrated Child Development Scheme (ICDS), Unit-2.

Dr Patel was also asked to furnish the payment receipt book of visits made by ICDS workers between April and December 2009. Though it was conveyed to the officials concerned on April 2010, the same has not been followed. Besides, the work report of the medical and para-medical staff working for RCH has not been sent to Gandhinagar as per the procedure. 

Makwana said: “It was necessary to go for a vigilance inquiry as we did not want to take any chances. We realised that at Tarsali Urban Health Centre, the records were not maintained properly and there were some evident financial irregularities. That is why the concerned doctor has been served with showcause notice.”

He added: “She will have to explain about specific financial transactions like stationary bills which were submitted twice; not taking the advance amount paid by the Urban Health Society in the accounts registers; delay in submitting account related documents to the chartered accountant; and other such issues.”
