Ambattur municipal chief on compost yard issues

CHENNAI: Stating “private vested interest was trying to derail developmental process,” Ambattur municipal commissioner Ashish Kumar challenged the views expressed by a host of environmental experts on Monday at a seminar in IIT-Madras on the threats posed by proposed compost yard to Chembarambakkam Lake.

Professor Swaminathan, member of several expert committees constituted by the TNPCB, Almitra Patel, member of the Supreme Court Committee on Solid Waste and BS Murthy, professor of civil engineering at IIT-Madras, were among a galaxy of experts who warned about the sensitive location of the compost yard - in the catchment area of Chembarambakkam lake, at the seminar on Monday.

Responding to the Express report published on Tuesday titled ‘City’s major water source under threat’, the municipal commissioner in a press note stated that “these seminars turnout to be parallel public hearings organized by agencies which are not legally authorized to do so.” Ashish Kumar also mentioned that he had written to the director of IIT-M expressing views about the seminar.

In the four-page note addressed to Express, Kumar argued that the compost yard would not cause any pollution and listed out various technicalities. However, he did not address the major bone of contention - the proposed site being located in the catchment area of the lake.

“The sanitary land fill proposed is of internationally accepted design which has five layers of different impervious materials. Therefore, there is absolutely no question of seepage of leachate and any pollution of ground water,” he said. Speaking at the seminar on Monday, Prof Murthy had pointed at how large engineered landfills (of similar design) had failed in various places in the past three decades.

Ashish also refuted the statement made by Almitra Patel, member of SC committee on solid waste who alleged that none of the top officials had visited the site. “Top officials including Secretary, Director of Municipal Administration, Solid Waste Management experts and different Municipal Commissioners have visited the site at different occasions,” he said.

The municipal commissioner’s letter was also silent on the apprehensions raised by the TNPCB constituted expert committee over the location of the project.

MC spent 2.7L on cattle fodder in 16 months

 MOHALI: Details sought under the Right to Information (RTI) Act regarding the upkeep of cattlesheds in Mohali has yielded some interesting facts. Mohali municipal council had purchased 4,480 litres of diesel for using a cattle catcher vehicle during the period of April 1, 2009, to August 15, 2010. Also, the civic body spent Rs 2,73,138 to provide fodder to 426 stray cattle.

In the last 16-17 months, as much as 50 litres of diesel was used in order to catch stray cattle. Besides, Rs 641 was spent on providing fodder to each cow. The revelation was made by Mohali MC in reply to an RTI plea moved by MC councillor Kuljeet Singh Bedi.

In its reply, MC stated that during the period of April 1, 2009, to August 15, 2010, 426 stray cows were rescued and rehabilitated by the MC, which earned it Rs 1,46,700 through fines charged from the cattle owners. The reply also mentioned that since the capacity of cattle pound was only limited to 30 to 35 animals, these were being shifted to government 'gaushalas' (cattlesheds) in Banur and Maloya.

Demanding the setting up of a better and bigger cattle pound, MC had written to Greater Mohali Area Development Authority (GMADA), which had not provided a satisfactory reply.

The reply also mentioned that records pertaining to cow deaths caused by accidents were not available with MC.

Speaking to TOI, councillor Kuljeet Singh Bedi said that MC was carrying out the catching operations on ad-hoc basis and there was no policy framework to regulate these tasks. "The reply shows how the MC is taking everyone for a ride. MC has claimed that in the last 16 months it has been able to catch 426 stray cattle, which translates to one bovine per day. How is that possible? Wherever you lay your eyes, you can see a group of stray cattle grazing out in the open," he added.

Stating that he would now approach GMADA chief administrator Vivek Partap Singh in order to seek better facilities for stray cattle, Bedi said that a policy draft should be framed to govern cattle-catching operations.

‘A large amount of non-segregated waste being dumped'

Thrissur: Four members of the Lalur Malineekarana Virudha Samara Samithi blocked four vehicles transporting waste from the garbage treatment plant at Lalur to the trenching ground.

Samithi vice-chairman Raghunath Kazhungil, executive committee members K.K. Santhakumari, K.U. Prabhakaran and member Sunil Lalur blocked the vehicles alleging that a large amount of non-segregated waste was being dumped at the treatment plant causing health problems to the residents in the locality.

Samithi chairman T.K. Vasu was not present at the protest.

Lalur Model Project for Solid Waste Management (LAMPS) Jagratha Samithi and the State Human Rights Protection Council had on Monday protested against the tardy progress in the execution of the project.

According to the Corporation Secretary, the State Election Commission had asked the Collector to postpone work related to LAMPS to avert violation of the model code of conduct.

Collector A.T. James on Tuesday held talks with representatives of the LAMPS Jagratha Samithi.

“We maintain that execution of LAMPS, launched on September 4, does not constitute violation of the model code of conduct. The District Collector directed us to submit a note that voices our concerns. He promised to forward it to the State Election Commission,” said Mr. T.K. Vasu.
