MCC inks pact with Corporation of Delta

The Mangalore City Corporation (MCC) and the Corporation of Delta, British Columbia, Canada, signed a significant Memorandum of Agreement (MoA), which is aimed at the economic and social development of both cities at the MCC Hall here on Tuesday.

Speaking after signing the MoA on ‘Twinning of Cities,’ Corporation of Delta Mayor Lois E Jackson said that the agreement is a beginning of an economic relationship that can serve both cities well. “During the recent global economic slowdown, India’s economy managed a growth rate of 6.7 per cent between 2008 and 2009.

 In addition, India has the second fastest growing major economy in the world with a population estimated to be approximately 120 crore. These facts coupled with Delta’s own ethnic diversity made India an obvious choice for Delta’s economic twinning activities,” she added.

While reviewing potential cities, Mangalore soon became a key city of interest for Delta, the Mayor said.

Delta city and Mangalore are similar in many respects, she said adding that both coastal communities have large ports, strong agricultural base and a diverse local economy, she added.

“Canada recognises the opportunities that India represents and is actively promoting economic ties between two countries. In British Columbia, Delta is a resource-rich province, which is ready to develop mutually beneficial economic ties with cities in India,” the Mayor said adding that the City is well positioned to play a major role for business and industry from Mangalore.

“Delta is ideally located as a major transportation hub with convenient and efficient access for rail, shipping trucking and major highway network. With the completion of the 1.2 billion dollar South Fraser Perimeter Road in 2013, the efficiency of Delta’s transportation network will increase substantially,” Lois Jackson said.

As part of the twinning initiative, Corporation of Delta have updated the community profile brochure and created a promotional video that would be shared with Mangalore City Corporation, she said.

“I take great pleasure in extending an open invitation for a reciprocal visit to Delta by the Mangalore City Corporation delegation and see what the City has to offer,” she further added.

Corporation of Delta Chief Administrative Officer George V Harvie making a presentation said that the annual budget of the Corporation for the year 2010 is 230 million dollars. He said that 55 per cent of the revenue of the Corporation of Delta derives from taxation. Administrative Services Manager Manjit Kaila explained about best practices of Delta which can be shared with Mangalore City.

To a query on grievance redressal mechanism, Jackson said that citizens of Delta usually file complaints through e-mails, text messages, telephones or meet the officials directly. “I personally attend all grievances and direct officials to solve the problems,” she added.
The mayor, replying to a query, said that Delta is fortunate to have only few slums. “The provincial government provides funds for the development of economically backward areas,” she added.

On traffic management, Jackson said that the Corporation has made it mandatory for all public and private buildings to reserve sufficient parking places.

The City also has an effective traffic management system which is being implemented by the police department.

Talking about disaster management, the Mayor said that the City has a strong and effective disaster management system. In addition, she said, the police and fire departments conduct mock exercises regularly.

 Answering to a question on solid waste management, the Mayor said that the City has a well-planned system. However, she said, “the real waste management system begins at homes. Awareness should be created on waste management among industries, commercial establishments and households.”

Delta Mayor invites KCCI

Mayor Lois Jackson handed over a letter, which was sent by the Chamber of Commerce of the Delta city to the Kanara Chamber of Commerce and Industry (KCCI) at an interaction programme held at Hotel Goldfinch here on Tuesday evening.

The Chamber of Commerce of Delta has invited the KCCI to have an interaction to strengthen the trade relationship. In her address, the Mayor called upon industrialists in Mangalore to explore trade opportunities with Delta city.

GURGAON: With the Haryana Urban Development Authority (HUDA) deciding to outsource many of its projects, it seems that development of infrastructure like roads, pavements or maintenance of roundabouts are no longer its priority.

The apex body for housing policies is wooing private institutions, corporates and industry houses to take over the maintenance of roads and infrastructure in the city. Urban town planner Yash Sachdeva feels that HUDAs decision will ultimately benefit the citizens. The private participation in maintenance and construction of roads is a good initiative because ultimately at the end of the day, people will get a better-maintained roads.

Senior HUDA officials too welcomed the strategy of involving private corporations in road infrastructure. The idea is to hand over the project on sharing basis. There is nothing wrong in involving the private corporations, said DPS Nangal, HUDAs chief administrator.

He further added, Before finalizing the private participation, HUDA checks the applicants credibility.

When asked why HUDA itself is not undertaking the road works in Gurgaon, the chief administrator said, There is a policy which allows the participation of the colonizer in the area where projects are being planned. Like in the case of DLF, all the colonies developed by

it are located on the Southern Peripheral Road (SPR) section.

Nangal further disclosed that the DLF would be given three years for the maintenance work of the golf course road and the company will handle the entire road development work, during this period.

When asked about the project escalation cost, Nangal said: Before the signing of the agreement, the cost of the project is decided by HUDA, after going through various aspects. The private corporations or builders have to complete the work of the project as per the cost decided, said Nangal.

The HUDA fixes the cost as per its lowest expenditure incurred on road, with similar specifications, in the last six months in the states. This is the cost at which the colonizer has to construct the road, said Nangal.

 Pune:  Jewellers say will not succumb to pressure, ready to fight in court

With gold merchants failing to furnish details of their business to the civic body for evaluating octroi on purchase of goods from outside its jurisdiction, the Pune Municipal Corporation has filed criminal complaints against seven prominent city merchants for not cooperating with the administration in giving information on their business and payment of octroi.

“The civic body filed criminal complaints against seven gold merchants for not furnishing the details on the business as sought for evaluation of octroi,” said standing committee chairman Arvind Shinde. The merchants are Chandu Kaka Saraf, Ranka Jewellers, Ashtekar Brothers, Khari Pedhi, P N Gadgil, Vaman Hari Pethe, Gold Mart Jewellers.

The jewellers were served notices on September 9 but they failed to furnish their buiness details of last six months. “The criminal complaints were filed as the jwellers failed to furnish their business transaction documents in time,” said Hemant Nikam, PMC octroi chief.

According to the Pune Saraf Association, the civic body has no power to seek information on the details of the business transactions by traders. “The demand by the PMC is illegal and we will not accept it. The administration is unable to reveal the rule under which it was seeking the information,” said Fatechand Ranka, president of the association. The jewellers will fight the cases filed against them by the civic body, he said. “We are ready to cooperate with the civic body if they take a legal step,” said Ranka. NCP leader Nilesh Nikam said there has been octroi collection of Rs 1.45 crore from gold against the total octroi collection of Rs 526 crore till Septemeber-end. Independent corporator Ujjwal Keskar said the standing committee had directed the administration to take up the drive of getting 3,000 city jewellers registered.
