Directive to local bodies

Staff Reporter

A District Planning Committee meeting here on Monday directed local bodies to utilise 90 per cent of the Plan funds before February this year.

The meeting said though the government had directed the local bodies to spend 60 per cent of the funds by December last year, only 48 per cent could be spent.

District panchayat president T.N. Khandamuthan said the government directive was to spend 90 per cent of the Plan funds by February and the remaining 10 per cent in March. The meeting decided that the local bodies should submit their annual Plan for 2014-15 for approval before January 31.

Metropolitan planning panel rules notified

Special Correspondent

It’s been done nearly 20 years after law was passed

Adhering to the 48-hour deadline, the State government on Monday submitted to the Karnataka High Court the final notification of the Bangalore Metropolitan Planning Committee (BMPC) Rules, 2013.

Additional Advocate-General H. Kantharaja filed a memo in the court indicating that the BMPC Rules have come into force with effect from January 4, 2014, the date of the final notification.

As the gazette notification on BMPC Rules was submitted, the court appreciated the proactive role played by Mr. Kantharaja in ensuring that the government notified the much-delayed rules to create the BMPC.

As per the rules, the BMPC, headed by the Chief Minister, will have 18 members from among elected members of the Bruhat Bangalore Mahanagara Palike and municipalities, presidents and vice-presidents of zilla, taluk and gram panchayats falling in the metropolitan area. The court has adjourned the hearing to January 16 to know the progress made by the government to constitute the committee.

Case background

The court has been hearing a petition filed by Jayanagar resident C.N. Kumar challenging the validity of section 14A of the Karnataka Town and Country Planning (KTCP) Act 1961, which empowers the State to permit use of land for purposes other than that earmarked in the development plan.

Last February, the court had restrained the State from granting permission for change in land use in the metropolitan area while noticing that the government had failed to constitute an MPC even though 19 years had lapsed since the passage of the law that mandated constitution of MPC.

On January 3, 2014, Justice Ram Mohan Reddy set a 48-hour deadline for the government to notify the final rule while observing that the State had failed to finalise the same despite being given sufficient time to do so.

GHMC to Target Top 1,000 Property Tax Defaulters

GHMC commissioner Somesh Kumar has directed the zonal commissioners, special officers and deputy commissioners to focus on top 1,000 defaulters from whom 80 p.c. of the property tax is due but constitute just 20 p.c. of owners.

The commissioner held a review meeting with officials here on Saturday and directed them to work more proactively, strategically and collectively at all levels while collecting property tax, concentrate more on huge dues. He said Rs 243 crore had to be collected from the top 1,000 defaulters.

He said that Rs 1,779 crore is the demand for 2013-14 and the target is Rs 1,232 crore but the GHMC collected only Rs 500 crore till January 3. He said 41 percent of the target is the GHMC’s average collection and nine circles collected below the average. These are Circles 3, 4, 5, 6, 7, 8, 9, 10 and 17.

He said that only 86 days were left for the end of the financial year and the GHMC had to collect Rs 831 lakh a day to meet the target and asked the deputy commissioners to reorganise bill collectors by allotting equal docket numbers to each bill collector.  The commissioner said that he would review the property tax collection every week and  directed them to set Feb15 as the deadline and should not wait till March 31. There are only 45 days more left in that case.

He asked all the valuation officers to furnish the list of pending legal cases to the head office along with their PTIN numbers in three days. Kumar directed zonal commissioners to furnish the list of issues related to property tax by Monday morning.
