Corp Seeks Help of Private Parties

The City Corporation is ramping up its measures to curb the rising canine population on the streets which is becoming a bigger threat to city residents day by day, by roping in private parties. The civic body has invited Expressions of Interest (EoI) from parties interested in carrying out sterilisation of stray dogs.

“Individuals or organisations can come forward for the task. The Corporation will lay down certain criteria for selection to which the parties will have to abide by,” said Health Standing Committee chairperson S Pushpalatha.

After the only veterinary surgeon got transferred, the Animal Birth Control Programme (ABC) in the city has been in doldrums. The vacancy has not been filled so far. As a result, the facilities for running the programme at the Veterinary Hospital in Pettah have been lying idle. A government team that visited the hospital in November 2013 had aired criticism over not effectively utilising the infrastructure available.

For some time the Corporation tried to vaccinate the dogs, but that could not control the increasing menace caused by the street dogs.

Meanwhile, the Sri Sathya Sai Orphanage Trust has come forward to formulate a project to bring the increasing dog menace under control. In the absence of veterinary doctors,  medicines required or dog catchers the Trust has promised to undertake those measures and carry out the sterilisation activities.

The project proposal in this regard was submitted to the City Corporation recently.

Nagpur Municipal Corporation starts planning for property, water tax hike

NAGPUR: Citizens are likely to face a hike in property tax and water tariff in the new financial year. The Maharashtra Municipal Corporation (MMC) Act makes it mandatory for civic bodies to plan and complete the process to revise taxes before February 20. Therefore, the civic body has started planning revision in both taxes considering the huge revenue deficit due to lack of improvements in tax collection and recovery system.

A senior NMC official told TOI the process to hike property tax has to be kicked-off in early January itself as it is a lengthy process. "First, the administration will moot the proposal. Then the tax consultative committee will discuss and take a decision before tabling it before the standing committee. Later, the proposal will be tabled before the general body and then come up for implementation. Entire process has to be completed before February 20 according to section 99 of the MMC Act. If approved, the revised tax will come into effect from April 1," the official said.

NMC sources told TOI, the administration is almost ready with the proposal to hike property tax by either launching capital-value system or hike in existing rateable-value system. "Efforts will be taken to implement capital-value system, as already majority of the process has been completed and it is pending for last two years. Capital-value system will double the property tax for residential properties and three times for commercial, but also bring in transparency," the official said.

Chairman of tax consultative committee Girish Deshmukh said decision on capital-value property tax system will be taken only after working on various types of scenarios. "Administration's proposal is in final stage but there would be no hurry," he said.

As far as water tariff is concerned, the water works department is firm on its stand to continue increasing tariff by 5% every year. An official from the department told TOI the civic chief has the powers to hike water tariff by 5% and a proposal will be mooted for the ensuing fiscal.

The water works department has hiked water tariff by 15% over the last three years in this manner. The hike has been continued despite strong opposition from social organizations over the benefits going to the private company operating the water supply system.

However, the proposal to revise property tax or water tariff will result in face-off between the administration and office bearers. The administration seems to have no option but to revise taxes to come out of the severe financial crisis. But the BJP-led ruling alliance will not like to take any chance of inviting public wrath with three-four months left for the general elections.

Ruling party leader Praveen Datke said no hike in property tax will be allowed. "We will not allow any proposal to get through to burden citizens. We have no option in case of water tariff hike since civic chief has the powers. However, the proposal to hike water tariff will still have to be tabled before the water works consultative committee. Everything possible will be done in favour of public," he said.

Kolhapur Municipal Corporation's spot billing plan stuck in admin tangle

KOLHAPUR: The Kolhapur Municipal Corporation (KMC) plan to introduce spot billing method for water use is still on paper, even as the civic body is banking on Kalammawadi direct pipeline project for the regular and clean water supply to the city.

The method, when it comes into effect, has the potential to estimate the proper use of water and plug the revenue loss due to illegal water connections.

The KMC had decided to start spot billing in March last year. The technique involves the use of a hand-held device by the meter readers, which will be connected to the computer network installed in the central office and also to the mobile phones of the customers.

Water superintendent Prashant Pandat said, "We visited Hyderabad Municipal Corporation a couple of months back to study the spot billing technique. After which, we consulted some software firms to design a model for the city. We have submitted the details to the systems department for further action of assigning the work to a firm and installation of the software."

However, an official from the system department claims that no communication regarding the spot billing has been received from the water supply department.

System manager Ganpat Jadhav said, "Though we were told to rally about the spot billing technique, we have not yet received the proposal from the water supply department and therefore we have not proceeded with its implementation."

Once spot billing is implemented, it will be possible to measure the accurate quantum of water used and the billing can be made accordingly, unlike the current practice wherein the bills are issued on the basis readings counted manually by the meter readers. The decision to introduce spot billing was taken after the civic administration witnessed significant gap in the water supply and the revenue generated.

Samir Nadaf, secretary of Kolhapur Janashakti Union, said, "At present many people get inflated water tax bills. The spot billing technique will help the customers pay the bills regularly and also the civic body for efficient management of water supply. The speedy system will help generate bills monthly unlike the current billing cycle of two months."

Last year, the water supply department could recovery Rs 28 crore as against the target of Rs 35 crore, the cost incurred to lift and supply water from the river to the households.

The spot billing system if implemented can overcome the problems in current practice of generating the water bills and its recovery.

"Most of the times, the local leaders and the meter reader have a nexus which results in very low bills as against excess consumption of water. Such nexus will be broken to bring in transparency in the billing system and therefore the civic administration should start the spot billing immediately," Nadaf said.
