200 km of canals encroached

A survey of 650 km-long major canals (raja kaluve) in Bangalore Urban district has revealed that at least 200 km of the canals have been encroached upon.

Following a flurry of complaints, RTI applications and newspaper reports about the encroachment of canals, the joint survey by the Bruhat Bangalore Mahanagara Palike (BBMP) and the revenue department was conducted in 227 villages out of 271 villages.

The task was accomplished in six months by 44 surveyors of the revenue department and 60 BBMP engineers. Survey work in the remaining 44 villages would be completed within a week, said Deputy Commissioner of Bangalore Urban, G C Prakash. He handed over the village-wise survey report to the BBMP Chief Engineer (stormwater drains), H C Ananthaswamy on Thursday.

According to the report, the BBMP — the custodian of all canals within its limits — is one of the main encroachers, along with some private builders, layout developers and nursing homes. Speaking to reporters, Prakash said a crackdown will be launched on the encroachment within ten days, that may go on for more than a year.

Apart from individuals, there are some influential people behind the encroachments. However influential those people may be, they will be treated as encroachers and action will be taken accordingly,” said Prakash.

We have identified the encroachments. Now, it is up to the BBMP to evict them. We will lend our support wherever required,” he added.

The information will soon be uploaded on a website. The BBMP Chief Engineer, Ananthaswamy said the work would start in ten days and the focus would be on sensitive zones where the chances of flooding during rains are very high. “Initially we will take up ten kilometres and then proceed further,” he said.

167 lakes disappeared

Along with canals, lakes have been surveyed too. Prakash said there were 937 lakes in the Bangalore Urban District, including in Anekal Taluk, while 167 lakes had disappeared. He said restoration of canals would help save all the lakes in Bangalore.

Palike yet to reclaim 11 pawned properties

The Bruhat Bangalore Mahanagara Palike (BBMP) took the now-discarded decision to pawn the historic Sir Puttanna Chetty Town Hall despite having failed to get back any of the 11 properties it had put up as collateral for earlier loans.

In 2008, according to sources, financial difficulties forced the Palike to pawn and lease various properties.

Some of the properties pawned over the years include the Public Utility Building, K R Market, the markets in Malleswaram, Jayanagar 4th Block, Kalasipalya,  and Rajajinagar, Dasappa Hospital (near Town Hall), Kempegowda Museum (near Mayo Hall), Western Rangers’ Building and Tannery Road slaughterhouse. In addition, the BBMP had leased as many as 394 of its properties in different zones to various individuals and firms, sources added.

After Chief Minister Siddaramaiah directed the BBMP to keep off Town Hall, the civic agency set its eyes on the historic Russell Market, Johnson Market and the multi-level parking complex on J C Road and planned to pledge them to Canara Bank.

But Mayor B S Satyanarayana said the plan would not move without a go-ahead by the government. The BBMP Council decided to this effect on Friday.

Meanwhile, former Mayor D Venkatesh Murthy said the Palike’s financial difficulties were the result of unplanned works carried out by newly elected MLAs in their respective constituencies during 2008-10.

Sources of revenue

“Those projects were not mentioned in the budget, and the BBMP did not frame the project costs, hence the debts,” he told Deccan Herald. “The Palike can bounce back if the expected revenue from the Sakrama Act (the Karnataka Land Revenue (Second) Amendment Act, 2012) comes in. It should also regularly collect the property tax and the tax from companies that lay the Optical Fibre Cables (OFCs).”

Palike sources, however, said that the government should bail out the civic agency. “The chief minister earlier announced to give the Palike Rs 1,000 crore but so far we have received only Rs 300 crore,” a BBMP official said.

PPP model

Meanwhile, to make itself financially stable, the Palike is considering inviting corporate houses, NGOs and like-minded people to maintain parks, schools, colleges, footpaths and roads on a Public Private Partnership (PPP) model.

The mayor said the proposal would be discussed at a meeting to be chaired by Chief Minister Siddaramaiah later this month.

Besides, the BBMP is planning to introduce automated car parking system at its head office and in Gandhinagar. It has also planned to build about 40 bus shelters and 100 toilets in the coming days.

Politicians can no longer escape by claiming that illegal hoardings with their images have been put up by someone else.

The BBMP now plans to file cases with the police against politicians featured in such hoardings.

In a press release issued here, BBMP Commissioner M Lakshminarayana stated that the high court has directed BBMP to rid the city of illegal flexes, banners, buntings and posters. It had also directed the Palike to book cases at the police station against politicians whose photograph are seen on illegal hoardings.

“As the high court has directed us to book cases against politicians, we shall lodge complaints against them,” the Commissioner warned.

Further, the Commissioner pointed out that BBMP will also impose a penalty. “Palike officials shall lodge a complaint at the nearest police station where illegal hoardings are seen and collect penalty,” the Commissioner said.

Lakshminarayana also said that as per the high court directions, BBMP shall constitute a separate vigilance team which will remove those illegal hoardings and flexes.
