Now, Palike to mortgage Johnson, Russel markets

After mortgaging the KR Market and Public Utility Building, the debt-ridden BBMP has decided to mortgage its two other important buildings - Johnson Market and Russel Market - in order to get a loan of Rs 200 crore from Canara Bank.

The decision was taken to generate resources for paying interest to the Housing and Urban Development Corporation (Hudco), from which the Palike has borrowed money. The BBMP had contemplated to mortgage the historic Sir Puttanna Chetty Town Hall, but the plan was dropped as Chief Minister Siddaramaiah objected to it.

“At any cost, Town Hall will not be mortgaged. The government can consider mortgaging any other Palike property,” said Siddaramaiah at a public function on Thursday.

Hudco loan

A year ago, the BBMP had borrowed Rs 200 crore from Hudco to clear dues to contractors through the ‘hundi’ system.

BBMP officials said the decision to shift the loan from Hudco to Canara Bank was taken in view of the 14.2 per cent interest rate in Hudco, which is 3.36 per cent higher than Canara Bank. Following the decision, the BBMP has started gathering records pertaining to the two important buildings.

The Russel Market is nearing a century of its construction.

Projects to prevent waterlogging in Thampanoor will be implemented by considering inputs from action councils and with the support of the public, Health Minister V.S. Sivakumar has said. He was speaking at a meeting at the Secretariat annexe here on Thursday. Chief Secretary E.K. Bharat Bhushan presided over the meeting.

Mr. Sivakumar said that the work on the diversion canal from the Sree Kumar Theatre junction to Uppidamoodu junction would begin in a month. The cleaning up of the Amayizhanjan canal would be completed before March 31. CCTV cameras would be installed to prevent dumping of waste into the canal. Illegal encroachments and constructions, which prevented the natural flow of the canal, would be removed.

KSUDP would prepare a project which will include sewage lines on both sides of the canal, slabs on top of the canal, landscaped walkway, cycle track and a parking lot, he said.

200 km of storm-water drains encroached upon

Nearly a third of rajakaluves (storm-water drains) in and around Bangalore have been encroached upon and this is the chief reason for extensive water logging during rains, according a survey conducted by the Deputy Commissioner of Bangalore Urban district.

The study found no less than 200 of the 650 kilometres of storm water drains (30.7 per cent) surveyed were encroached upon.

A team of officials from the District administration, along with 66 engineers from the Bruhat Bangalore Mahanagara Palike (BBMP) and 44 surveyors from the Revenue Department conducted the survey.

Deputy Commissioner (Bangalore Urban) G .C Prakash told mediapersons that 227 of 251 villages were surveyed and that the remaining villages would be completed soon. He said that Bangalore is worst affected during the rains with several residential areas frequently witnessing water-logging.

The issue of water-logging was brought to the notice of Revenue Minister V. Srinivas Prasad, who directed the officials to resurvey the rajakaluves, Mr. Prakash said.

As per procedure, the BBMP and the Revenue Department have to issue notices to the encroachers before evicting the place to restore the storm water drain.

The reportfinds that temples, schools, residential apartments and agricultural lands rank among the top encroachers. The survey also found that government bodies have also been found built in violation, according to a senior police officer who participated in the survey. Mr. Prakash said that the BBMP will prepare a plan of action to demolish encroachments for which the Revenue Department will be provided necessary assistance.

The BBMP, which is planning to start the eviction process after 10 days, said the purpose of serving notices is to enable encroachers to clear off.

If not, it will be done after the stipulated time and the expenses incurred for the eviction drive will be recovered from the encroachers, said BBMP officials.
