Corporation to prepare land bank

THIRUVANANTHAPURAM: Seven decades since its formation, the city corporation has constituted a special committee to undertake a massive project to prepare a land bank. The civic body will officially launch the scheme in the first week of 2014.

The project, which covers all the 100 wards spread over an area of 214.86 sq km, will be implemented in three phases. Under the first step, all those unclaimed properties belonging to city corporation will be identified. The second phase comprises fencing off these properties and preparing the original documents. The third step will be merged with e-governance project and all the collected documents will be digitised for future perusal.

The first meeting of this project, which was held on Tuesday, also threw up certain startling facts. Over the past few years, the civic body had to completely abandon major projects envisaged in the budget after its own land being encroached upon by private parties and religious organisations. A project to begin a training centre at Beemapally at an area of 3.5 acres was shelved after the officials were told that the land proposed for the project now belongs to a religious organisation.

The idea to start an industrial centre at Pappanamcode at an area of 8.5 acres was cancelled after encroachment was reported on the same site. Recently the city corporation's dream project of having its own petrol pump and a shopping complex at Jagathy was aborted following a notification from the revenue department which said that the land belongs to the revenue department and not to the corporation. Although the land at Jagathy was transferred to the ownership of corporation in the past in return for another piece of land, the civic body did not possess any document to prove this.

The revenue wing also revealed in the meeting that it did not have a register for immovable properties. The officials have been asked to trace the register and submit within a week as part of initiating the project. "This is going to be a taxing job for the civic body. We will also seek the assistance of survey department to garner the records and assess the actual measure of land owned by the corporation," said deputy mayor G Happy Kumar who heads the committee which comprises three councillors and officials of the engineering wing and the revenue wing.

An official associated with the scheme said that the major challenge will be identification of properties in five wards, which had earlier been panchayat wards. None of these panchayats had handed over the asset register before the delimitation process began. "This means that we will have to measure each property from the scratch. Adequate manpower for the project will be another issue," the official said.

A few years ago, the civic body had begun collecting documents during the tenure of J Chandra as the mayor. However, the project was dropped midway after the engineering wing was split into town-planning and engineering wing.

SMC likely to cross Rs 1500 crore mark in capital expenditure this year

SURAT: After setting a record of completing infrastructural works worth Rs 1251 crore in the financial year 2012-13 , Surat Municipal Corporation (SMC) plans to cross that figure this year. After the review meetings of on going capital works in the city SMC is confident of crossing the mark of Rs 1500 crore even this year which would be highest in Gujarat , even leaving Ahmadabad behind.

With major prestigious projects like under water aquarium , Sanjeev Kumar auditorium , and first phase of BRTS on Udhna Darwaja to Unn likely to be flagged off and inaugurated by January, 2014 , this year will mark a new chapter in the history of civic body.

After the review meetings of ongoing work , City Municipal Commissioner Manoj Das said, " We are committed for rapid growth of infrastructure facilities in the city that are more and more user friendly. We are confident of achieving our targets despite election coming in the way."

The civic body that was able to show capital expenditure of merely Rs 500 crore some five years ago this is a huge quantum jump.

Before this financial year ends , SMC will also inaugurate at least five new bridges in the city that are almost complete . It is also likely to complete the water and drainage network works that it started in new city areas that came in city limits after 2007.

Formation of Hawkers' committee to be finalized next week

NASHIK: The representatives of various hawkers' organizations on Friday met with Nashik Municipal Corporation (NMC) officials to discuss the formation of a hawkers' committee as per the central government's National Hawkers' Policy in 2009. The committee is likely to be finalized next week.

Around 30 representatives were present at the meeting which took place at the civic body. The officials briefed representatives about the policy while the latter also presented their views about the committee.

Last month, the NMC had invited applications for the formation of the Hawkers' Committee (Town Vending Committee) for which it had received 52 applications.

An NMC official said, "We will select 24 people from these for the various sub-categories as per the policy. The list of the 52 people will be forwarded to the municipal commissioner, who will finalize it depending upon the organization's recommendations." He added that the members are likely to be finalized next week.

Shantaram Chavan the president of the Nashik District Hawkers Tapridharak Union said, "There should be a proportionate representation of hawkers from different organizations. As ours is the oldest organization that is registered with over 2,000 members. We may have one representative for every 400 hawkers of our organization," he said.

Prakash Korde, representative of Tuljabhavani Seva Sahakari Sanstha said, "The hawkers' committee would benefit hawkers and also provide employment to many." Korde added that traffic problems will also be solved to a major extent.

Krishnakumar Nerkar, Navnirman Seva Bhavi Sanstha representative said, "The discussion was fruitful and everyone was given the opportunity to present their view. There will be no fear of encroachments among hawkers but a sense of discipline will be maintained."

Members will be appointed for four sub-categories of the hawkers' committee. Of these, four, the state government recommended six members were recommended in the first sub-category. The NMC invited applications from citizens for the remaining three sub-categories through a public notice last month.

In sub-category number two, applications have been invited from representatives of hawkers' associations for 12 members, of which four will be women. In sub-category number three, applications for six members from resident welfare associations and community-based organizations have been invited. Of these six members, two will be women. The fourth sub-category is for other NGOs, representatives of professional groups like lawyers, doctors, real estate developers,

architects, etc, representatives of business or commercial organisations, representatives of scheduled banks and eminent citizens. In this sub-category, six members will be selected from which two will be women.
