BDA to Go for Modern Knowhow for Demolition

The Bhubaneswar Development Authority (BDA) has proposed to adopt advanced technology to speed up demolition in the city.

Tightening its noose around illegal structures, BDA started demolition work of two major buildings in the last two months. One of the buildings was a half-constructed five-storey structure in Ashok Nagar and another was a commercial shopping complex on Janpath near Master Canteen.  In both the cases, BDA had to stop the demolition after the respective owners procured a stay order from the High Court to stop the demolition.

In case of the Ashok Nagar building, the authorities got five days to bring down the structure and in case of the shopping complex, only two days.

BDA sources said they usually face problems in bringing together various logistics like equipment, paper work, legal permission and the police force.

One major problem faced by the development authorities is that they do not have advanced technology for carrying out the demolition. BDA had approved use of implosion technology. But the contractor, who is supposed to provide the technology,

has reportedly asked the authorities to club more than two demolitions together and only then can the technology be provided. Since the contractor was the only one to respond to BDA’s global tender, they are still trying to work out  logistics.

BDA’s Enforcement Wing is now trying to rope in advanced machinery like smaller excavators and hydraulic ladders.

“Since we know we have limited time, we try to inflict as much damage to the structure as we can. In case of Ashok Nagar demolition, the structure has been damaged completely and its owner will have to work on it afresh,” said a senior BDA official.

City water board managing director J Syamala Rao instructed the general managers (engg) of operations & maintenance divisions on Tuesday to ensure that the red notices, Form-I under RR Act, were not only issued to the defaulters but  the connections were also disconnected.

If any connection is reopened illegally, a police complaint should be lodged  immediately. A survey should also be conducted on multi-storied buildings.

Rao held a review meeting on the board’s revenues at Metro Staff Training College in Hydernagar. Issuance of red notices and Form-I under RR Act, status of meters, billing pattern, verification of disconnected connections, water accountability and change of categories were discussed. Rao asked the directors to coordinate with GHMC authorities on road-cutting permissions.

Following the demolition of the old gate at Sri Krishna Rajendra Market (SKRM), panic gripped footpath vendors on Sethuram Road situated at the west gate of K R Market.

The hawkers fear that they will now be evicted anytime by the BBMP.

According to the traders, the Palike officials used excavators and brought down the grill fencing on Monday. However, only part of the grill on one side of the footpath was razed.

“From 8.30pm, they began the demolition as we stood helpless. They did not listen to us even as some of us protested. We were told by officials that the road would be widened. Had they informed us earlier, we would have shifted to some other place. Where will we go, if they evict us from here?,” asked fruit vendor Mohammed Shah.

Another vendor Kalaiselvi said no notice was given to them about the demolition activity. “We are planning protests in the coming days if they tell us to move from here,” she said.

Apart from the grill, an old structure on the left side of the market was also demolished. Meanwhile, members of the K R Market Flower Merchants’ Association maintained that they were unaware of the activity undertaken by the Corporation on Monday.

President of the association GM Divakar said, “The grill separates Avenue Road from Sethuram Road. But we are clueless as to why the decision was taken by the Palike to increase the width of Sethuram Road as it is already broad.”

‘Eviction Inevitable’

BBMP officials told Express that they had to evict the hawkers to widen the road. “There is a big traffic problem there. To clear traffic, this decision had been taken. Regarding informing the vendors, the Palike did not find it necessary as they are staying illegally on BBMP’s property,” they said.
