BWSSB panel to scrutinise applications for NoC

A majority of the housing projects on the outskirts of the City don't have BWSSB connection.

The Bangalore Water Supply and Sewerage Board will constitute a panel to vet  applications seeking no objection certificates (NoCs) for buildings. The applications have been pending for the past four months.

According to a BWSSB official, 12 applications have been pending with the Board awaiting NoCs.

He said in the past the Board used to grant sanction randomly, without checking whether or not the building proposed has a water source. This had resulted in builders constructing apartment complexes without ascertaining water supply, and the flat purchasers were at the receiving end.Now, the Board will scrutinise each application against 24 parameters.

The conditions for issue of NoC stipulate that the apartment complex must have a rainwater harvesting structure and a functional sewage treatment plant to treat waste water. A dual pipeline - one for potable and another for non-potable water, is also among the conditions.

A majority of the housing projects coming up on the periphery of the City do not have BWSSB connection. Builders have sunk borewells, which dry up over a course of time, forcing the dwellers to purchase water from tankers.

BWSSB Chairperson M S Ravishankar told Deccan Herald that the Board has not yet started issuing NoCs, but would be looking into the modalities to clear the pending applications.

He said a committee comprising section heads will scrutinise the applications.

The BWSSB had suspended issue of NoCs after Chief Minister Siddaramaiah made a statement in the Assembly that the government would not issue NoCs for construction of highrise buildings in the City unless the builders show a dependable source of water. 

The builders also have to obtain environment clearance from Karnataka State Pollution Control Board and plan approval from Bruhat Bangalore Mahanagara Palike/Bangalore Development Authority.

The BWSSB has also been designated as the implementing authority for Groundwater Regulations. The authority is vested with the power to permit sinking of borewells in the City. Bangalore Urban and Rural districts and areas under BBMP limits come under “notified areas” where groundwater has been exploited indiscriminately.

An official of the Board said that all these aspects would be considered before issuing the objection certificate.

BBMP Commissioner M Lakshminarayana has advised councillors and officials against taking up unnecessary civic works.

After issuing work orders for 1,367 ward works on Monday, he said councillors, contractors and officials know the financial status of the BBMP.

“I keep stressing on taking up necessary works on a priority basis. This holds good for councillors too. They are public servants and should be role models,” he said. He told councillors and officials that people are watching them. “If you get a bad name, it will stay with you forever. You have to grow in your political career from being a councillor to becoming an MLA,” he said. He asked officials to not take up any works that will get them a bad name and make sure that the works they take up is really necessary.

Lakshminarayana warned the officials that those taking up unnecessary works or indulging in irregularities would be suspended on the spot. Before a tainted official reaches office, the suspension order will be ready.  He added that he would not  bow down to any pressure on the matter. He said a circular would be issued in this regard.

“We shall suspend tainted BBMP officials, and if they are on deputation, we shall write to the concerned department to suspend them,” he said. A departmental inquiry will be initiated if irregularities are suspected, he added.

Mayor B S Sathyanarayana directed contractors, who have received work orders, to start work from Monday and complete them on time.

Chairperson of the Standing Committee on Ward Works A H Basavaraju urged the contractors to take up curing concrete.

Latest Orders Flayed

Of the 1,367 works for which work orders were issued on Monday, some were unnecessary, sources said.

They said works like replacing cobblestones with tiles on footpaths and asphalting good roads were unnecessary.  “Why does BBMP need to take up such unnecessary works when it is facing a financial crisis?” a source asked.

“There is a proposal to develop a hi-tech playground inside a garden at an estimated cost of `25 lakh. When storm water drains and roads are in bad condition and many  people lack basic amenities, what is the need to take up such works?” an official asked.

Drawing water from Bhama Askhed dam: Civic panel appoints contractor

Putting on track the ambitious project of drawing water from Bhama Askhed dam to meet the increased demand of the city, the standing committee of the Pune Municipal Corporation (PMC) on Monday appointed a contractor to lay 26-km pipeline — of the total 42-km long stretch — in the first phase of the project.

The project being implemented under JNNURM is estimated to cost Rs 380 crore with the Centre pooling in Rs 190 crore, state government Rs 76 crore and PMC 114 crore. The PMC has already received the first installment of Rs 47 crore from the Centre.

The city will get 2.6 TMC water every year from the Bhama Askhed dam that will cater to water demands of Kalas, Dhanori, Lohegaon, Vadgaonsheri and adjoining area. The project has been planned keeping in mind the need of projected population of 14 lakh by 2045. "The contract of laying pipeline of 1600 mm diameter on 26-km stretch has been given to to Larsen & Toubro (L&T). The work pegged at Rs 127 crore has to be completed in 21 months," said Vishal Tambe, Chairperson, standing committee.

He said the civic administration has completed the procedure of land acquisition for starting the project. The Public Works Department of the state government and the Pune Zilla Parishad have given their no objection certificates, while the same is expected from MIDC. The PCMC will too give its nod to PMC to lay pipeline through its land, he added.

Tambe said the civic body would also start the work on constructing new water treatment plant at Parvati and Vadgaon Budhruk.

Meanwhile, the standing committee also gave its nod to implement the e-governance project proposed by civic administration. The MNS opposed the proposal saying the civic administration did not invite bids for the project.
