LMC starts fresh campaign for NPR

LUCKNOW: Those left out from filling NPR forms need not worry. The Lucknow Municipal Corporation is organising National Population Register (NPR) camps all over city in a phased manner. The NPR forms were earlier filled by enumerators during Census 2011 but there is high probability of many being left out during that time.

In the fresh campaign new migrants of Lucknow and those who have shifted to new localities, including the newborns, would be registered under NPR. LMC officials expect around 20% aberration in the earlier NPR data. About 40 enumerators have been deployed this time to visit every household and verify the data.

Enumerators would check whether all family members have filled NPR forms. Those covered during Census 2011 would be asked to fill KYR (Know Your Residence) forms and visit nearest NPR camps for biometric capturing. New members in a family and new residents of a locality would be made to fill NPR forms in the first place.

The enumerators have started visiting houses of Hazratganj, zone-1 from December 11. LMC is organising camps in Hazratganj from December 11 to 23 in various localities. The camps have been set up at Lakshman Mela ground, Bishun Narayan Inter College on Naval Kishore Road and LMC head office in Lalbagh.

Residents of areas like Sikandernagar Basti, Bapu Nagar, Shahnazaf, Rana Pratap Marg, La Place, Sapru Marg, Ashok Marg, Tilak Marg, Bhopal House, Lawrence Terrace, Mahatma Gandhi Marg, Valmiki Marg, Caper Road and Halwasiya Road would be covered till December 23. After that, LMC will organise camps on Ram Teerath, Vikramaditya and Raja Ram Mohan Roy Marg, followed by zone-4 covering Rafi Ahmed Kidwai ward (CSI Tower).

The camps are open from 10am to 6pm everyday in which already enrolled people in NPR can apply for biometric capturing. "The new members will first have to fill in NPR forms when enumerators visit their house while already registered people will have to go for biometric capturing," said LMC officials.

LMC said camps will be organised across the city in a phased manner so that all residents are covered. A senior official said, "The process is ongoing for many months, hence we asked for new teams of enumerators to join us. We need about 5,300 enumerators to carry out the process in all blocks of Lucknow."

The enumeration work would be carried out by LMC while the responsibility of biometric capturing has been given to Indian Telephone Industries. Officials said Aadhaar cards have now been linked to the NPR and all residents applying for it or already having it have to enroll in the national population register. The biometric details include photograph, fingerprints and iris scan of the applicant.

Residents of all age groups can enroll in NPR while people only above 5 years have to go for biometric capturing. People need to bring photo identity card and address proof to the camps.

Municipal bodies to pass building maps, again

PATNA: Municipal bodies in the state will again be empowered to pass the building maps in the municipal areas, according to an amendment in the Bihar Municipalities Act, 2007. The state legislature, during its just concluded winter session, passed the amendment bill which directs the urban bodies to earmark at least 25% of their budget for the development of infrastructure for the urban poor.

Earlier, the Patna regional development authority was empowered to pass housing maps. If any construction is done without the approval of authorized architect, the house owner would be slapped a fine of Rs 50,000 and an imprisonment which may extend to one year.

Standing committees of the municipal bodies will be given more financial powers and urban bodies will put house number on each building. If the property is divided, later on, fresh numbers will be given by the municipal body concerned. According to the government, the amendments were necessitated in view of the loopholes pointed out by the courts and the comptroller and auditor general ( CAG), in its annual reports in the 2007 Act. Now, the urban bodies will also decide the annual rent value of the houses. The built-up area of any house would include the constructions within the boundaries, thickness of the walls, use of carpet area and also roofs on each floor of the buildings.

Under the amended law, municipal bodies will have to put street lights on every road and street. Municipal bodies will make arrangements for fire fighting, fire protection and also work for economic empowerment of urban poor and create opportunities for their livelihood.

Municipal bodies will not prepare deficit budget, according to the new provisions. The state government will create rules and regulations regarding appointment, service conditions, postings, transfer, promotions and disciplinary proceedings against the employees and officers of the municipal bodies. Standing committees will be empowered to allot, grant on lease and settle any immovable property of the urban bodies. This power is at present vested in the executive officers and municipal commissioners.

Municipal corporations will increase the holding tax on the constructions by 15% every five years. Urban bodies can revise the holding taxes even before five years. Taxes will be levied on the vacant plots if construction is not done within two years of its purchase. To encourage rainwater harvesting, the house owner will get 5% rebate on the holding tax if the equipment is installed on the building premises.

Corporators seek hefty fine for illegal hoardings

PUNE: Some elected members in the Pune Municipal Corporation (PMC) have proposed a 10-fold hike in fine for hoardings put up illegally. At present, the civic administration charges a fine of Rs 500.

The corporators have forwarded a proposal which will be discussed at the standing committee meeting on Monday. "The penalty should be heavy. The PMC levies the fine every time they come across an illegal hoarding. We suggest it should be imposed every day," said Congress corporator Avinash Bagwe.

In March this year, a high court order gave the civic body a deadline to remove all illegal hoardings. A bunch of PILs pertaining to illegal hoardings in cities such as Mumbai, Thane, Pune, Mira Bhayander and Satara had come up for hearing before the high court bench. Civic officials said they have been taking action against illegal advertising boards, banners and posters across the city.

However, some of the residents have expressed their dissatisfaction about the action taken so far. "I have been writing to the civic administration about illegal hoardings in our area. The banners and hoardings are creating a nuisance, affecting the traffic and beauty of the city. Despite repeated reminders the situation has not changed," said Jayant Mohite, a resident of Vadgaonsheri.

According a senior PMC official, action has been taken against illegal hoardings and its reports have been submitted to court and media. "We have taken strict action and the drive will continue," he said.

The penalty should be heavy.
