GHMC limits to be common capital area, says Shinde

Clearing the confusion, Union Home Minister Sushil Kumar Shinde announced that Telangana would comprise ten districts and the residuary State of Andhra Pradesh 13 districts, while Greater Hyderabad Municipal Corporation (GHMC)limits would be the common capital not exceeding ten years.

Addressing a press conference after the Union Cabinet cleared the draft Andhra Pradesh State Reorganisation Bill prepared by the Group of Ministers, Mr. Shinde said the Governor of the proposed Telangana State will take care of security in the common capital and would be assisted by two advisors nominated by the Union government. These steps are expected to address the concerns of the people of Seemandhra over their safety in Hyderabad.

He said an expert committee would be constituted to decide upon the new capital for Andhra Pradesh in 45 days while Article 371-D, another contentious issue, has been made applicable to the two successor States — Telangana and Andhra Pradesh.

Polavaram would be taken up as a national project and committees would be constituted for equitable distribution of water resources, power and assets and liabilities.

Mr. Shinde said the Bill would be sent to the President in a day or two and the Centre expected the Bill to be introduced in the Parliament during the current winter session.

The Cabinet approved the recommendations of the Group of Ministers which carried out an elaborate exercise of meeting all the stakeholders, political parties and the Chief Minister, Deputy Chief Minister and Union Cabinet colleagues.

Mayor calls meet to discuss cancer centre

The Mayor has called a meeting of the people’s representatives on December 14 at the Town Hall to take steps in setting up an international-level cancer centre here. MPs, ministers, MLAs, district panchayat president, members, municipal chairpersons, GCDA chairman, collector and the corporation councillors will participate in the meeting.

BWSSB shuts valve on 90 real estate projects

Commencement of at least 90 real estate projects in the newly added areas of the Bruhat Bangalore Mahangara Palike (BBMP) have been affected following the delay in the Bangalore Water Supply and Sewerage Board (BWSSB) issuing no objection certificate (NOC) .

The Karnataka State Pollution Control Board (KSPCB) has made it mandatory for the NOC from the BWSSB to be issued for projects that have more than 2 lakh sq ft built-up area. The water board NOC is a prerequisite for obtaining the clearance of the pollution board. Normally the water board states that water would be provided to the project only subject to availability.

Confederation of Real Estate Developers’ Association of India (CREDAI) — Karnataka president R. Nagaraj told presspersons here on Thursday that at least 90 projects of CREDAI members had been affected due to the delay in issuing NOC by the BWSSB. “Most of these projects are in the newly added areas in BBMP jurisdiction that do not have adequate infrastructure,” he said.

He said that they have requested the BWSSB to issue NOC since most projects take two to three years for completion. “Since BWSSB has stated that the entire Bangalore will get water supply by 2014, water would be available to these projects by the time they are completed.” He, however, added that the NOCs were now being issued on a case-to-case basis.

The Real Estate (Regulation and Development) Bill 2013, which is yet to get the assent of the President is set to affect the real estate sector, CREDAI secretary S. Suresh Hari, said, adding that the sector was already being governed by 42 legislations, including 25 labour laws and a consumer Act.

“Adding another regulator would adversely affect the industry. We are not against the Bill, but we have reservations about a few provisions in the Bill,” he added.

Among other things, the Bill seeks to disclose the names of buyers, which is likely to impact the industry, he said.

CREDAI’s response to some provisions would be made known during the two-day CREDAI Conclave in New Delhi from December 13 in which political representatives, senior officials of the government and Planning Commission will participate, Mr. Hari said. Further, he said that the government should give real estate sector the status of industry.

KSPCB has made it mandatory for the NOC from the BWSSB for projects with more than 2 lakh sq ft built-up area.
