6 more GHMC services through MeeSeva soon

After introducing birth and death certificates issuance through MeeSeva citizen’s services centres, the state government’s decision to offer six more services falling under Greater Hyderabad Municipal Corporation (GHMC) purview, through these centres has caused serious heartburn among the corporators of all political parties of GHMC.

The six services are: new assessment applications for property tax, title transfer or mutation of property tax, new applications for trade licenses, renewal trade licenses, no dues certificate for property tax and exemption of property tax copies, etc.

The integration of these services with MeeSeva is nearing completion and once the data is uploaded on their server, these services would be offered to the citizens at a price fixed by government.

GHMC officials told Express that the corporation is just following the instructions of the state government. Though there is stiff opposition from the political parties in GHMC, the corporation is helpless in this regard, officials added.

The corporators worry was that if the services of GHMC are provided by MeeSeva, the Citizen Service Centres (CSCs) established to provide all the GHMC services in all the 18 Circles would become useless and in the long run they could become sick and be closed down.

The other issue raised by the corporators was that Mee Seva centres were charging exorbitant amounts for issuing certificates unlike GHMC which charged nominal fee.

TDP floor leader Singireddy Srinivas Reddy said to get a birth or death certificate from a CSC, citizen paid `20 per copy whereas, Mee Seva centres charge `45 for the same. Meeseva functioned only for commercial gains.

Singireddy also said that the day-to-day transactions in CSCs would drastically fall and generation of income to GHMC would come down. As a result, the civic body would face difficulties in generating funds for the future developmental works.

The General Body has already passed a unanimous resolution that certificates relating to GHMC should be issued only at CSCs, Singireddy said.

Mid-day meal tragedy: BMC sends notice to school

The BMC Tuesday issued a showcause notice to Anjuman Noorul Islam School at Sakinaka in Andheri (East) for not following the mid-day meal scheme's guidelines. As many as 493 children were taken ill Monday after they consumed cupcakes provided by the school as mid-day meal.

BMC's education department also initiated an inquiry against its supervisor who sanctioned bills of cooked food for the school. The department would probe if the supervisor knowingly sanctioned bills for cooked food, whereas the school only provided a banana, chivda, bun-maska or cupcake as mid-day meal.

The BMC's education committee comprising corporators has demanded that the civic body's education department file an FIR against the school management and the supervisor who was supposed to monitor the implementation of the mid-day meal scheme, for negligence and putting to risk the health of hundreds of children. "It is outrageous they were serving a Rs 2 cupcake to students as mid-day meal. The headmaster must be suspended," said Manoj Kotak, chairman of education committee. The state provides Rs 25-28 every day for each of the children attending civic-run and aided schools.

In separate meetings with School Education Minister Rajendra Darda and BMC's education committee, BMC education officer R R Bhise submitted a report on the incident. It indicts the school and Parivartan Mahila Mandal, the agency that supplied the mid-day meal to the school, for not following guidelines.

The scheme requires schools to provide cooked, nutritious, wholesome meals like dal, khichdi, eggs etc. Food items such as chikki, chivda, cake or other bakery items do not add to the nutritional value and hence are not allowed.

"While the school was supposed to provide khichdi with requisite nutritional content, Parivartan Mahila Mandal has reportedly not done so. The agency was appointed for this school in August this year. A different agency used to supply food to the school before that. It seems the school never objected to these agencies that were sending such bakery items and chivda as mid-day meal," Bhise said.

After being slammed by the authorities, BMC officials attempted submitting a complaint letter against the school management and the headmaster at the Sakinaka police station. This was, however, rejected by the police. "A clerk had come to us with a letter, which I did not accept. We cannot file two FIRs in one case. We asked the BMC officials to first get the irregularities on record and then come to us," said Prasanna More, senior inspector.

The four people arrested on Monday — agency owner Anita Thorat, bakery owner Irshad Ansari, his son Kasim Ansari and Irfan Ali Shaikh, who had baked the cakes — were produced in court on Tuesday and sent to five-day police custody.

Tax recovery week in December: MCC Commissioner

As around Rs 200 crore in taxes are due, Mysore City Corporation (MCC) will recover the taxes during a tax recovery week in December, said MCC Commissioner P G Ramesh, here on Tuesday.

Taxes which are due must be compulsorily paid within the month of December. If not, water connection will be cut off first, followed by underground drainage. If taxes are not paid then too, MCC will confiscate the properties where the taxes are kept pending, warned Ramesh.

Self-declaration tax

As per Karnataka Municipal Corporations Act, taxes are being collected as per self-declaration of property taxes, from 2007. People who do not pay taxes for a particular year are issued a notice the following year. If they do not pay by June, 20 per cent addition to the tax amount is made every year, he said.

He also warned revenue inspectors of MCC of with-holding their salaries, if they do not recover the targets set to them.

There are a total of 1,23,847 residential buildings, 23,620 commercial buildings, 410 industries and 14,219 vacant sites. From April 1 to November 23, about 55 per cent of taxes have been collected.

While Rs 88.16 crore is the total amount of taxes, Rs 48.88 crore have been collected, he said.

Water bills worth Rs 60.14 crore are pending from residential buildings. Bills of about Rs 23 crore are yet to be collected from industries, he said. MCC also has to collect Rs 76.65 lakh advertisement tax, he added.

He also revealed that Rs 17.95 crore worth bills and taxes have been kept pending by various government offices in MCC limits.
