Kolhapur Municipal Corporation to seek benefits for its hospital

KOLHAPUR: The Kolhapur Municipal Corporation will send a proposal to the state government, seeking inclusion of the Savitribai Phule City Hospital in the Rajiv Gandhi Jevandayee Arogya Yojana (RGJAY).

The insurance scheme has been launched by the Union health and family welfare ministry in a phase and includes 972 surgeries, therapies and procedures under 30 specialties with 121 follow-up packages for families having yellow and orange ration cards.

The government has already included D Y Patil Hospital at Kasba Bawda and Chhatrapati Pramila Raje Civil Hospital in the scheme and the identification of the beneficiaries is going on at both the health hubs.

KMC health officer Dilip Patil said, "The state government has identified two hospitals in the district as part of the scheme. We will also seek inclusion of the civic body-run Savitribai Phule City Hospital."

He added that the corporators had favoured coverage of the scheme for patients admitted to the hospital. "We have sufficient manpower to handle the patient flow. In a bid to modernize the hospital, we will arrange necessary equipment required for various surgeries," Patil said.

The upper limit for treatment has been fixed at Rs 1.5 lakh, except for kidney transplant (Rs 2.5 lakh). The 58-bed Savitribai Phule Hospital has departments for urology, neurology, plastic surgery, paediatric surgery and onco surgery.

Taking inspiration from USA, Canada, UK, France, Spain, Italy and other countries, the BMC has suggested policies which make it mandatory for developers to provide affordable housing as part of their projects.

The BMC has suggested that "inclusionary housing" as a policy be adopted to augment the need for affordable housing. Pegging the current housing deficit at 10 lakh units, the report suggests a policy wherein developers are required to devote a proportion of total floor space to smaller dwelling units.

The median household income is only Rs 20,000 per month, while the lowest price for even a single bedroom public housing unit starts from Rs 14 lakh onwards, the report says. "It is apparent that nearly half of the population is unable to afford a house even of minimum standards," it states.

Data shows that public sector housing has been providing about 7,000 to 8,000 units annually, while private sector supplies about 15,000 units annually to the Middle Income (MIG) and Higher Income groups (HIG), while three lakh housing units are under various stages of approval under slum rehabilitation schemes.

Citing past experience wherein the smaller dwelling units meant for lower income groups did not reach the intended beneficiaries, the civic administration has suggested inclusive housing.

In the current SRA model, existing slumdwellers are accommodated in less than 50 per cent of the slum area making the rehabilitation extremely dense. At present, 41.85 per cent of the population occupies only 8.18 per cent (33.96 sq km) of the total planning area (415.05 sq km). "Post-rehabilitation, the slum population is expected to reduce drastically, so what is required is to ensure a steady supply of affordable housing over a wide area," the report states.

Local body tax department raids two shops

NAGPUR: Continuing action against local body tax (LBT) evasion and non-registration, the Nagpur Municipal Corporation (NMC) has conducted raid on establishments of two dealers and also seized the goods on Thursday.

Assistant commissioner (LBT) Mahesh Dhamecha said search was conducted on Mukesh General Stores and Chemicals and Mukesh Traders situated at Jagnath Budhwari. "Mukesh General Stores was having two godowns, one in Pathrabe mohalla and other in Saoji Galli and not disclosed with the LBT department. The dealer did not maintain purchase register and current sale book at the shop. The dealer also did not pay LBT for 28 packages of goods transported from Gondia," he said.

Dhamecha added that Mukesh Traders was not registered with the LBT department. "Dealer stored the electrical goods at a residence in Saoji Galli. No purchase bills, purchase register or sale bills were shown by the dealer," he said.
