Haryana sanctions 2nd grant to Municipalities

Haryana Government has accorded sanction to second instalment of grant in aid amounting to Rs 33.75 crore for development work in Municipalities of Haryana for the year 2013-’14.

An official spokesman said that Rs 173.39 lakh and Rs 8.77 lakh have been approved for Ambala Corporation and Naraingarh Municipality respectively in district Ambala, Rs 75.33 lakh for Bhiwani Municipality, Rs 21.64 lakh for Charkhi Dadri, Rs  7.35 lakh for Siwani, Rs 7.80 lakh for Bawani Khera and Rs 5.35 lakh have been approved for Loharu Municipality in district Bhiwani.

Giving further details, he said that Rs 543.28 lakh have been approved for Faridabad Corporation, Rs 50.69 lakh, Rs 19.27 lakh and Rs 5.54 lakh have been approved for Palwal, Hodal and Hathin Municipalities respectively in district Palwal.

He said that Rs 27.19 lakh have been approved for Fatehabad Municipality and Rs 24.54 lakh and Rs 14.27 lakh have been approved for Tohana and Ratia Municipalities respectively in district Fatehabad. Rs 340.60 lakh, Rs 14.04 lakh and Rs 8.03 lakh have been approved for Gurgaon, Sohna and Haily Mandi Municipalities respectively, Rs 7.84 lakh for Pataudi and Rs 5.19 lakh have been approved for Farukh Nagar Municipalities in district Gurgaon.

“As many as Rs 65.61 lakh have been approved for Bahadurgarh Municipality and Rs 6.12 lakh and Rs 18.60 lakh have been approved respectively for Beri and Jhajjar Municipalities in district Jhajjar, Rs 64.39 lakh have been approved for Jind Municipality, Rs 13.34 lakh for Safidon, Rs 23.86 lakh for Narwana, Rs 6.46 lakh for Uchana and Rs 7.21 lakh for Julana Municipalities in district Jind,” he added.

Rs 751 crore aid granted to 149 local bodies

To compensate for the loss of octroi to State’s local bodies, Punjab Local Bodies Department has disbursed the grant in aid worth Rs 751.58 crore to all the 149 bodies —meant for overall development of the cities.

The grant in aid was provided to the local bodies out of the collection of the value added tax (VAT), said the state Local Bodies Minister Anil Joshi on Sunday. Joshi said the funds were provided to the Local Government for the seven months — up to October 31, 2013 — of the current financial year 2013-’14 and in total, Rs 751.58 crore was disbursed to the local government.

The respective Local Bodies included Municipal Corporations, Municipal Councils and panchayats would use this grant for providing better basic amenities and for setting up modern infrastructure.

Divulging the detail of the amount disbursed to the major cities, Joshi said that Ludhiana Municipal Corporation has been disbursed an amount of Rs 184.84 crore, Jalandhar Municipal Corporation Rs 77.87 crore, Amritsar Municipal Corporation Rs 65.55 crore, Bathinda Municipal Corporation Rs 33.33 crore, Mohali Municipal Corporation Rs 25.70 crore, Patiala Rs 18.21 crore, Moga Rs 15.93 crore, Hoshiarpur Rs 13.55 crore, Pathankot Rs 9.54 crore and Phagwara Municipal Corporation has been provided the finical assistance of Rs 8.99 crore.

Joshi reiterated the Punjab Government resolve to enact total facelift of all the cities by providing the citizen basic amenities coupled with ultra modern infrastructure.

Illegal buildings the norm in City, not exception

Those constructing illegal buildings seem to be cocking a snook at the BBMP. Complaints and protests by residents have failed to evoke any response from the builders. Even the notices and stop orders from the Palike have failed to curb the menace of illegal structures. 

Take for instance, the under-construction building at VI Main, SFHS Layout, Bannerghatta Road, BTM Layout II Stage. The plot owner Magaram Pawar is allegedly constructing a structure which is in complete violation of the building plan sanctioned by the BBMP, despite the stop order from commissioner M Lakshminarayana.

Ten local residents’ representatives had sent the complaint to BMTF, with regard to the illegal building.

“I approached the commissioner and got a stop order on September 26. The sanctioned building plan obtained under RTI clearly says that Pawar can build the ground floor, first floor and half of second floor. One and half months after the stop order, he started constructing again and is on the way to complete the third floor,” said a senior citizen living close-by.

The builder, when contacted, was on the defensive: “We have not got any stop order from BBMP. We have completed constructing two floors and have not gone beyond it. Our plot size is 25’x40’ and not 28’x42’, as claimed by residents.”

Ot 20th Main, Jayanagar 4th ‘T’ Block, a few residents approached former Palike Commissioner Siddaiah in 2012, regarding the unauthorised structure coming up in their locality. However, their efforts proved futile.

“We approached even the Lokayukta. The construction that began in 2012 is nearing completion. Palike engineers could have demolished the structure, but they did not. They are hand-in-glove with the builder and have allowed him to build more than four floors,” said N Rao, a resident.

RTI activist B M Shivakumar maintains that violations form 70 to 80 per cent of all constructions in every part of the City in the Palike limits.

“Implementation of Akrama Sakrama too won’t help, as it allows the byelaw deviations to be regularised. BBMP officials should first stop passing the buck and not sanction building plans, in case of violations,” he said. 

Lakshminarayana said the Palike receives one or two complaints every day about building violations.

“The Palike is yet to conduct a survey to find out the number of such violations. In case the builder continues to construct the property, despite being issued a notice or a final warning, we will demolish it.”

The number of stop orders issued by Palike is also yet to be compiled for this year. Palike sources maintained that zonal engineers, generally, keep tabs on building violations.

“Some engineers inform us and some don’t. It is difficult and it takes a lot of time to get the total number of buildings that have been constructed violating rules in the eight zones,” said Palike spokesperson S S Khandre.
