Slums, illegal structures may get property tax bills only next fiscal

While 2013 marked the beginning of the BMC's property tax regime based on capital value, unauthorised constructions and slums in the city are likely to receive their property tax bills for payment in the next financial year.

BMC officials said although it took three years to roll out the taxes for authorised constructions in the city, the model of taxation for illegal structures is yet to be prepared. "We are trying to issue the bills as soon as possible but it is taking time as the modalities are still being worked out," additional municipal commissioner Rajiv Jalota said Thursday.

Another senior civic official from the assessment and collection department said it was also likely that the bills issued next year would be with retrospective effect for four years since the 2010 fiscal. "As per the Act, these structures will have to pay thrice the tax amount assessed as penalty for their illegal status. These are some of the details we are working out. The study is being carried out by the department internally," the official said.

The corporation has enlisted the help of the economics department of Mumbai University to conduct a study on taxation in slum areas. Officials said slum residents would not have to bear the burden of additional new taxes with retrospective effect from 2010. Revenue collection from slum areas, which constitutes over 60 per cent of Mumbai's total population, is estimated to bring in roughly Rs 1,000 crore for BMC.

"As per the law, the municipal body must collect tax from all structures in the city - be it legal or unauthorised. It will take six months to conduct the study and another six months to form the policy for implementation based on the findings. When taxing slums, we have to take into account that the amenities available to them are of a different standard. So they should pay accordingly," Jalota said.

Apart from a thorough research of the slum areas and probable methods of taxation, MU is expected to study the tax models for slums in other parts of the world and suggest a new system that can be incorporated in Mumbai. "Manual collection would need more manpower, which BMC cannot spare. We will either have to appoint a collection agency or look for other means of collection, such as through phone bills," a senior official said.

NMC invites Rs 2cr tenders for drainage works

NASHIK: The Nashik Municipal Corporation has invited tenders to the tune of Rs 2 crore for underground drainage work from licensed and experienced contractors by December 4.

Tenders have been invited for various underground works like laying of pipelines, joining pipelines, stopping mixing of water, laying new underground drainages and annual maintenance. The civic body has invited only licensed contractors who have experience of working for central or state government or semi-government organisations.

"Laying of pipelines, joining pipelines, stopping mixing of water from Nasardi river to Godavari river, laying new underground drainages, installing PVC mesh, annual repair and maintenance work of pipes and drainages are included in this project," an NMC engineer said.

The works include laying drainage pipes at Varvandi Road in Panchavati, RCC pipes, gutters at Someshwar temple in Satpur division, main pipeline and sub-main pipelines in Mhasrul area in Panchavati division, joining pipelines to the main pipeline in Ayodhya Nagri area at Panchavati division, to stop the water of Nasardi river from mixing into Godavari river in East division, laying of RCC pipe, gutter in prabhag 58 in Nashik Road division, annual repairing of underground drainage in Satpur division, installing new underground drainage in Vidi Kamgar area in Panchavati division, laying RCC pipe near Modakeshwar area in East division and installing PVC mesh on the overflow channel at the women's section of the swimming pool in Nashik Road division.

Mayor reviews developmental works

HYDERABAD: City mayor Mohammed Majid Hussain and GHMC commissioner Somesh Kumar, on Thursday, held a review meeting with floor leaders of political parties on various developmental works.

The mayor asked additional commissioner (Electrical) to compile details of contractors, packages and their performance in a booklet form and supply them to corporators in three days.

He also told the chief veterinary officer to upgrade existing hospital and asked AC (Urban Biodiversity) to start beautification of lakes. "The engineer-in-chief has to prepare tender document for pilot project for installation of timers at a particular area. A logo of the GHMC has to be embossed on bulbs in order to check illegal sale in open markets," commissioner Somesh Kumar.

He also said the GHMC would start driving schools, cab services to train women as security guards and give employment to 200 women in coordination with non governmental organizations (NGOs). Meanwhile, the floor leaders complained that works were not being grounded even after sanction. They said the main reason for not grounding was allotment of several works to a single contractor and there was a problem of benami (bogus) contractors/ tenderers. Responding to the complaint, the commissioner said the benami contractors and bogus societies would be verified and blacklisted.

Earlier in the day, GHMC chief Somesh Kumar inspected Moharrum procession route between Aza Khana Zehera Ashur Khana, Qutub Khana Zaferia Ashur Khana at Darulshifa and Bibi-ka-Alawa and various lanes and by lanes. He directed civic officials to ensure works on war-footing basis so that they could be completed by Moharrum, which falls in the November second week. After inspection, he expressed unhappiness over ongoing works and said they were not up to the expectations. He asked the officials concerned to expedite works on a war-footing basis.

The GHMC chief directed authorities to provide a duct for hanging electrical wires on both sides of the Charminar pedestrian project in co-ordination with Andhra Pradesh Central Power Distribution Company Limited (APCPDCL) authorities. "All these works have to be finished by November 10," he said. He also inspected the fountain at Gulzar House and asked the zonal commissioner and the executive engineer to put up proposals for beautifying the fountain.

The commissioner informed the local officials that he would visit the areas again on November 8 and, if things do not improve, the officials concerned have to face the consequences.
