Mayor seeks details of money spent on cleanliness of ghats

VARANASI: The political leadership seems to take note of poor state of affairs regarding cleaning and sanitation in the city. Mayor Ramgopal Mohale asked for details of spending of Rs 1 crores in the name of cleaning of the ghats this year and last year.

The issue was raised during a meeting held by the mayor with the officials of the Varanasi Municipal Corporation (VMC) to take stock of preparations for Diwali on Thursday. "I was told that Rs 40 lakh had already been spent on the cleaning of ghats and last year it was done for Rs 60 lakh. Yet the condition of ghats remain the same. So, I have asked for details as to how and where the money has been spent," Mohale said.

All the zonal health officers and sanitary inspectors have been asked to visit their areas and report to the municipal commissioner about the progress of the work, failing which stern action would be taken against them.

Officials of the engineering and health departments of the local body, have failed to discharge their duties on many accounts. "I have asked the health officials to dispose of the waste material on a speedy and regular basis. The engineering department needs to repair the major roads that belong to VMC and lanes leading to the ghats and major temples," he said.

The Jal-Kal officials were instructed to take care of the persistent sewage problem in localities like Rathyatra, Lahartara, Jalalipura and Birdopur. On the issue of laying of small sewage lines in areas that witness continuous sewage overflow, the Jal-Kal officials said that the work has to be done by the Jal Nigam at the cost of Rs 10 crores, of which the Jal-Kal had been able to pay Rs 2 crores.

To keep watch over the progress of works under infrastructure fund, VMC fund and 13th finance commission, the mayor has asked the official concerned to present a list of all such works.

Residents launch cleanliness drive at Assi Ghat: A cleaning drive was launched by the residents of Assi and Bhadaini.

More than 60 people gathered at Assi Ghat to clean it.

"Despite several oral and written complaints to the VMC officials for cleaning the ghat and removing debris lying at Dumraaonbagh for past three years, no action was taken. We decided to clean the ghat as Diwali, Chhath and Dev Deepawali are round the corner. Within three hours, we managed to clean remove more than two trucks of garbage," said the corporator.

Recently, city health officer had admitted while speaking to TOI that about 50% of the vehicles and machines of the local body meant for garbage disposal are lying defunct. Recently, the mayor had approved funds for repairing these machines.

The corporator said that he had urged the people keep the area clean.

Corporation nod to hike ticket rates

The Corporation Council which met here on Thursday has given the nod to increase the ticket rates at 11 cinema theatres in the city. An increase of Rs 15 to Rs 20 has been made in these theatres for balcony, family circle and reserved classes. Following which, the fare for balcony will be Rs 80 and Rs 90, family circle Rs 90 and reserved class Rs 70 and Rs 80 in various theatres.

The fare at Kripa theatre will be raised after the maintenance activities are completed. Considering the applications received by the cinema halls, the Finance Standing Committee members of the Corporation had visited them to assess the facilities. Most of these theatres have been graded either gold plus or gold by the government.

Streetlights

In order to end the deadlock over the maintenance of streetlights in the capital, the Corporation is all set to invite bids for annual maintenance contracts (AMC). The councillors have to prepare a list of the status of the streetlights in their wards - whether they are functional or not.

Adjournment

In the adjournment motion presented by Thampanoor ward councillor R Harikumar, demanding that the government should take strict action against those who attacked Chief Minister Oommen Chandy, the Mayor said that the Corporation condemns at the incident and demands punishment to the culprits behind it.

PMC to call off projects okayed by former mayor

The civic administration has decided to call off the development works proposed by former mayor Vaishali Bankar. Controversy had erupted when Banker — after she resigned but was yet to hand over charge — said projects worth Rs 5 crore should be undertaken to exhaust the mayoral fund.

"I have received communication from the municipal commissioner's office that the development projects proposed by former mayor after she resigned have been cancelled. This will make funds available to me from reserved budgetary allocation for the mayor," said Mayor Chanchala Kodre. She said the civic administration has clarified that the proposed development works, which are yet to start or await administrative approval, will be called off.

Bankar said, "The municipal commissioner has the power to take a decision on it, so I cannot say much."

A PMC official said the municipal commissioner's order could spell trouble for them. "If a contractor has started work on the assurance of the civic department head that he will be issued the work order later, there will be a problem. Many times, the civic department heads — to please the elected representatives — urge contractors to start work before the work order is issued," he said, adding that the contractor will now seek reimbursement of money spent from corporators and civic officials.

The issue of mayor's fund getting exhausted in the first six months of the financial year came under discussion after Bankar pushed development works worth Rs 5 crore after resigning and holding charge till the appointment of a new mayor.

Bankar was asked to step down before completing the 30-month term as per the party arrangement to give opportunity to another corporator. She held the post for around 18 months, including the first six months of the current financial year.

A provision of Rs 5 crore is made in every year's budget as mayoral fund, which helps the incumbent take up development work in the city. The same was done in the budget estimate for financial year 2013-14, but by the time Kodre took over, the funds had been used up by Bankar.

Thus, Kodre requested the civic administration to make arrangements for funds for her to take up development work of her choice and the civic administration had to divert funds meant for the infrastructure development in 23 merged villages.
