Palike locks up shops over tax default

Continuing their drive against property tax defaulters, the chairperson and members of BBMP’s standing committee on taxation and finance locked up a few shops in the Kids Kemp building on Kempegowda Road for not paying tax arrears of about Rs five crore.

The action was met with serious resistance from the traders who had a verbal duel with the standing committee chairperson Dr Shivaprasad and other members. Their contention was that they were only tenants and the owners were some others.

They said they should not be punished for the shopowners’ fault. The taxation and finance committee members did not buy the argument.

Prasad said the traders owe a tax of Rs 2.47 crore and a penalty of Rs 2.53 crore. He said, “We are empowered under the Karnataka Municipal Corporation Act to attach the property, lock it up and seize the immovable properties.”

He directed the BBMP joint commissioner of East Zone to disconnect water and electricity supply to shops defaulting property tax. The committee members also served notice on Mantri Developers for encroaching on the footpath and other utilities for its Mantri Mall.

Jan 30 deadline

Mayor B S Satyanarayana on Tuesday set another deadline of January 30 for the CNR Rao Junction underpass, which has already missed many deadlines.

During the inspection, Satyanarayana took the contractor to task for not conforming to the timeline. He said the underpass should be ready before the Metro Rail Reach-3 is completed. He also pulled up the BMRCL and BBMP officials for the poor state of a park near the soap factory junction. The boundary wall of the park was demolished by BMRCL to build its rail infrastructure. After the boundary wall was demolished, people started using the park as a parking lot.

BDA gets nod for amendments to building norms

The State government has approved the amendments made to the existing building norms of Bhubaneswar Development Authority laying emphasis on harvesting solar power.

The BDA (Planning and Building Standards) Amendment Regulations, 2013, say all buildings may provide solar water heating system and solar roof top system.

As per the amendments, standards of solar water heating capacity have been prescribed for different types of buildings in Bhubaneswar. While hospitals have been suggested to do solar water heating 10 litre per bed, big hotels have been asked create solar water heating capacity of 15 litre per room. Similarly, different water heating capacities using solar energy have been prescribed for barracks of army and police, canteens, hostels of schools and colleges and individual houses.

The new building norms also encourage installations of solar roof top system. Individual houses with plinth area of more than 300 sq metre or above should go for generation for minimum 500 watt of solar energy. Generation of 5 kw of solar power has been suggested for big hotels of five star category. Besides, as per the amended regulations, in case of buildings with more than 30 metres height, the structural plan and the structural design would have to be vetted by any State Resource Centres identified by Odisha State Disaster Management Authority or any Indian Institute of Technology or National Institute of Technology or Government Engineering College or any reputed technical institution identified by the authority.

According to BDA sources, vetting of structural plans has been necessitated in view of construction of high rises in densely-populated areas in the capital city.

GVMC services through citizen charters, says Commissioner

A total of 42 services will be provided through citizen charter and residents have to apply for the services through the charters at the GVMC main office and zone offices. Municipal Commissioner M V Satyanarayana said in an official release that if the service was not provided within the stipulated time, the employees responsible have to pay penalty to the applicant.

All applications should be submitted at the citizen charter counter and a receipt obtained. Applicants will receive an SMS with registration number of the application, time and other details.

The GVMC will not be responsible for applications not submitted at the counter, the Commissioner said.
