PMC gets 450 builders to register in two months

PUNE: As many as 450 builders have registered with the Pune Municipal Corporation (PMC) ever since the mandatory registration was launched two months ago.

In this period, the administration has not rejected a single building plan over the reason that the builder was not registered with the civic body.

The civic administration had started the mandatory registration process on August 1 and had given a month's time to builders to register. A month after expiry of the deadline till October 1, as many as 450 builders had registered, civic officials said. The city has around 1,000 builders.

The administration had said that builders in the city, who fail to register with the civic body, will not get approval for new construction projects.

On whether any building plan was rejected, Vivek Kharwadkar, head of the building permission department, said, "The PMC has included a provision that if a builder comes to submit a building permission plan, he will have to complete the registration process first. So all the builders who came to submit new plans had to register first."

He said that as all the people, who submitted plans were registered, there was no need to reject any building plan.

Kharawadkar said the registration will be a continuous process. and builders will come to submit their building plans will be told to register.

The civic body decided to make the registration mandatory after several buildings and compound walls collapsed in the city in June. The administration said there was no provision wherein the builders can be held responsible for accidents or poor quality work.

According to the civic officials, if the builders are registered with the PMC, then they can be held accountable for any mishap. At present, only the structural auditors and architects are registered with the civic administration.

Civic officials had said the registration system was on the lines of the Union government's Real Estate Bill, according to which each construction project should be registered with the local body. However, the civic administration's registration process will not be confined just to projects. The builder will also have to register, no matter how many projects he undertakes.

As per rules, if the registered builder is found involved in wrong practices, he may be banned from undertaking further construction projects within the municipal limits. In case of any complaint, the builder will be called for a hearing and if the complaints are found to be true, then his registration will be cancelled. The option to suspend the licence during the inquiry period is also available.

PMC initiates action against building bylaws violators

PATNA: Twenty-seven buildings, including the 'Buddha Inn' hotel, in S K Puri area under New Capital Circle (NCC) face action by the Patna Municipal Corporation (PMC) for violating building bylaws.

According to the PMC's vigilance wing, which submitted its report on September 29, the G+5 hotel on plot number 14/D is illegally adding one more floor. The report says the PMC sent a notice to its proprietors on August 8 asking them to stop the construction. "This hotel is 24.90 metres high and is located on a 27ft wide road which, according to building bylaws, is illegal," said Shailesh Chandra Diwakar, officer on special duty (OSD), PMC.

The vigilance report on Buddha Inn (serial number 585 at PMC website), along with HDFC Bank building (plot number 165/B) and an under construction building near St Karen's School (plot number 143/D), has been uploaded on the PMC website, a senior PMC official said.

The official said the vigilance report about other 24 buildings, allegedly violating building bylaws, would be uploaded on the PMC website soon. However, at present, anyone can check the photographs and location of the remaining 24 buildings.

Besides the 27 buildings in SK Puri area, PMC has also initiated a vigilance case against 43 and 20 other buildings across Bankipore and Kankarbagh circles for violating building bylaws. Vigilance reports regarding these 63 building would also be uploaded on the PMC website soon. "Next, we will be heading towards Budh Marg and Bailey Road," said the OSD.

"Each builder would be given 15 days' time once the vigilance report against them is released. After that, the case proceedings against them would start," the OSD said, adding, "Initially, our focus is on netting professional defaulters and big builders who are violating building bylaws for over a period of time."

Kochi corporation moves to draft parking policy

KOCHI: When the Delhi Metro Rail Corporation (DMRC) started the civil works for Kochi Metro along the main roads in the city, the police was forced to ban parking on the barricaded stretches to facilitate traffic movement through congested roads. But enforcing traffic regulations has become a tall task for both the Metro agency and police, who have failed to identify specific locations for motorists to park their vehicles.

With the police declaring road sides along the construction site as no parking zones, those who come down for shopping and other activities on MG Road and other areas on the Kaloor-Palarivattom stretch are forced to park vehicles on bylanes.

The Kochi corporation's lackadaisical approach in drafting and implementing a parking policy before launching the Metro's construction work has created the chaotic situation.

The formulation of parking policy is one of the conditions laid out in the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). "The corporation is aware of the urgency in implementing the parking policy. In the coming week, we plan to proceed with the drafting process," said town planning committee chairman K J Sohan.

It is also pointed out that the corporation should immediately take steps to shift bus bays located close to Metro sites. Measures should be taken to introduce more JNNURM buses through the city roads to bring down the use of private vehicles. "All these issues will be discussed at the meeting that will be convened by mayor Tony Chammany on Saturday. It will also decide on the authority or department who will be responsible for fixing these issues," added Sohan.
