HUDA rejects occupation cert for Peach Jasmine

GURGAON: The Haryana Urban Development Authority (HUDA) has rejected the application for occupation certificate of Peach Jasmine Cooperative Group Housing Society Limited, which has been accused of a string of building violations.

HUDA is the apex body for issuing occupation certificate to all buildings and group housing societies in Haryana. The society's structural irregularities had come under the scanner of the district administration early this year when a woman member, Neeru Bhatia, filed a complaint.

As per the complaint, the management committee of the society had increased the number of members arbitrarily.

The increase in the total number of the members resulted in the construction of an equal number of flats and it resulted in the reduction of the size of each flat. The complainant had alleged that the flats in the society are like studio apartments with no provision of kitchen in any of them.

The increase in the membership has also reduced the size of the flat from 2,100 sq. ft to 1,100 sq. ft. Based on the complaint, the SDM (north) carried out a probe and established the building violations.

Speaking to TOI, Bhatia said: "I have been running from pillar to post opposing the building violations committed by the management committee but there is no one to listen."

The membership of Bhatia, who had been the whistle-blower of the violations, has been cancelled.

"I have taken up the case in different forums in Gurgaon and finally approached the district grievances committee. On Thursday, the committee has stated that the membership would be restored and for that I will have to approach the assistant registrar's office in Gurgaon," said Bhatia.

Chief Parliamentary Secretary Kumari Sharda Rathore held the meeting of the grievances committee in which she directed the authorities not to issue occupation certificate to the society till the violations are addressed. She also asked Bhatia to file an appeal to the Deputy Registrar of Cooperative Societies against her expulsion from the society.

In the meeting, the HUDA Estate Officer-II, Narender Singh Yadav, informed the committee that the application for occupation certificate of the society has been rejected.

Not happy with the outcome of the committee's meeting, Bhatia said: "There is no timeline for removal of the building violations, which is upsetting. There is no clarity on aspects like which authority will monitor the structural corrections in the flats."

Mayor comes out in support of MP, municipal dynamics may change

GURGAON: The recent announcement by Rao Inderjit Singh, Gurgaon MP, that he will not contest the next general elections on the ticket of Congress party is likely to have some ripple effect on the municipal corporation as mayor Vimal Yadav has come out in his support.

Talking to TOI, Yadav said, "Not just me, all my supporters are also with Inderjit Singh. I was never a member of the Congress party and I fought the MCG elections as an independent candidate."

When asked, if he also agreed with Singh's charges that the Bhupinder Singh Hooda government was being partial towards Gurgaon, he said: "The reasons for which Inderjit Singh has quit the party are justifiable. Gurgaon has been ignored by the state government. Elected members have little powers and more than half of the city is still in the control of HUDA".

It's worth noting that Yadav was handpicked for the job by the MP soon after the local elections in 2011. And for Singh's rallies and campaign he has been going from village to village. Since Congress didn't officially field any candidates during the MCG elections, unlike BJP and INLD, most candidates contested independently. They were later taken into the party by the MP. Singh also took the mayor, along with his two deputies Yashpal Batra and Parminder Kataria, to meet Congress president Sonia Gandhi after assuming office.

While Batra, senior deputy mayor, refused to comment on the development terming it a "controversial topic", deputy mayor Kataria was more vocal about it. "I don't think a lot will change in the MCG because of the recent development, but I will stand with the leader who cares for Gurgaon. I hope that the development work doesn't get affected because of the politics," said Kataria.

But there is a section within MCG which openly swears by CM Hooda. And it's likely that the political tug war between the two groups will change the way municipal corporation functions. One Hooda-supporter councillor said, "All these days, the MP has been accusing the chief minister of neglecting Gurgaon. Now that he is officially out of the party, let's see how he performs. It looks like nothing but a selfish political move," he said.

Sources within political circles said that mayor Vimal Yadav aspires to fight the forthcoming assembly elections under the leadership of Inderjit Singh. However, when asked, he said, "As of today I am mayor of Gurgaon. I support Singh because he cares for my people. If people have faith in me, I will serve them in whatever way possible."

NASHIK: The standing committee of the Nashik Municipal Corporation (NMC) on Thursday gave its nod to the proposal of the civic administration to supply mid-day meals to children of Anganwadis of the municipal corporation across the city through women's self-help groups for the current academic year.

The civic administration admitted to a delay of three months in providing mid-day meals to the children of the Anganwadis due to administrative procedure and said the process of supplying mid-day meals for the next academic year will begin from February, three months ahead of the academic year so that all procedures are in place beforehand.

The civic administration had invited tenders in the last week of July and had finalized 33 women's groups, including 29 self-help groups, three societies and one Mahila Mandal and had tabled the proposal of supplying midday meals to children of Anganwadis across six divisions of the NMC through them.

Standing committee chairman Ramesh Dhongade approved the proposal and also asked the civic administration to immediately start the scheme for the Anganwadi children, most of who are from slum areas and belong to poor families.

Earlier during the meeting, the standing committee members expressed grave concern over delay of three months by the NMC in launching the scheme.

Deputy commissioner (education) Dattatray Gotise said, "The delay in providing mid-day meals was due to administrative procedure. But this will not happen in the next academic year as we will start the process from February itself. Moreover, we have also made a provision to continue providing mid-day meals next year as well through the appointed women's groups until new suppliers are hired; therefore, the children of Anganwadis will continue to get mid-day meals. Moreover, we will inspect the quality of the meals provided by the women's groups twice a month."

There are around 419 Anganwadis across all six divisions of the municipal corporation with total 14,249 children. The academic year in the state starts from June.
