Hyderabad Metropolitan Development Authority’s new land lease policy

HYDERABAD: The Hyderabad Metropolitan Development Authority (HMDA) on Wednesday announced a new policy on leasing its land. The lease will be short term for three to five years, while lease rentals will be 10% of the prevailing market value per annum.

All genuine lease proposals would be placed before the HMDA's executive committee (EC) for final approval of the metropolitan commissioner. Long-term lease proposals would be submitted to the government after approval of the EC. The enhancement would be 10% of the lease amount for every five years in long-term leases.

The 17th executive committee meeting of the HMDA was held under the chairmanship of HMDA commissioner Neerabh Kumar Prasad on Wednesday. The EC also approved other decisions, including taking up development of Hyderabad Habitat Centre (HHC) on HMDA land (11 acres) at Khanamet on the lines of India Habitat Centre, Delhi, to promote "Heritage & Art" of Hyderabad and the region. The project cost has been pegged at about Rs 266 crore. As the chief promoter, HMDA would contribute land and seed capital to a special purpose vehicle to be created to develop and operate the facilities at the centre.

With the five-year tenure of the 25 urban local bodies in nine Western Odisha districts coming to an end, the State Government on Wednesday appointed administrators for the municipal entities for carrying out the day-to-day functions.

Polls to these ULBs have been stalled over the agitation for establishment of permanent bench of the Orissa High Court bench in Western Odisha.

The Government exercised the powers vested with it under Section 425 of Odisha Municipal Act, 1950 and appointed the administrators who will perform the functions of the municipal councils and chairpersons.

As per the order, Additional District Magistrate of Balangir has been appointed as administrator of Balangir Municipality while Sub-Collectors of Patnagarh, Titlagarh and Tehsildar of Kantabanjhi have been made administrators of Patnagarh, Titlagarh and Kantabanjhi NACs, respectively.

Similarly, the ADM of Bargarh and the Sub-Collectors of Baragarh and Padmapur will take charge as administrators of Bargarh, Barpali and Padmapur NACs.

Meanwhile, the State Election Commission has set off the process for the election of Chairperson as well as Mayor of the civic bodies and corporation by asking all elected councillors and corporators of respective ULBS to remain present during polling on September 30.

Sambalpur gets corporation status

In a bid to soften the agitation over the demand for a permanent bench of the High Court in Western Odisha districts, the State Government on Tuesday decided to accord corporation status to Sambalpur municipality.

The decision was taken at a high level meeting chaired by Chief Minister Naveen Patnaik. The major city of Western Odisha would become the fourth municipal corporation of the State after Bhubnaeswar, Cuttack and Berhampur. Finance Minister Prasanna Kumar Acharya, who was present at the meeting, said  the Chief Minister has directed the officials of the Urban Development department to expedite the process. This was a long-standing demand of the people of Sambalpur, he said.

However, there were mixed reactions from the political parties. While the BJP welcomed the decision, the Congress described it as a move to placate the people of Sambalpur ahead of the urban local body (ULB) polls likely to be held there in December.

The corporation will include Burla and Hirakud notified area councils (NACs), along with 12 gram panchayats located on the outskirts of Sambalpur. At  least seven gram panchayats of Dhanakauda and five of Maneswar block would come under the corporation with a population of over 3.35 lakh. The process for converting Sambalpur municipality to a corporation will be started in October.

 BJP MLA from Sambalpur Jaynarayan Mishra welcomed the decision. But he demanded that the city be included under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The decision is welcome, but will not be of much help unless the city is included under the JNNURM.

Leader of Opposition Bhupinder Singh criticised the State Government for playing vote bank politics. The Government should stop playing tricks on the people of Sambalpur, he said.
