BBMP to spend Rs 20 lakh to raze collapsed building

Bruhat Bangalore Mahanagara Palike (BBMP) will now have to spend `20 lakh to demolish the building in Someshwaranagar near NIMHANS that partially collapsed killing three people and injuring eight others on August 19. The ground floor caved in due to overload and alleged violations in construction by the builder.

BBMP Executive Engineer S V Rajesh told Express: “The amount has been fixed according to the PWD guidelines. The area is big. To demolish each square metre, it will cost `650. If transportation charges and services are also included, it will cost `20 lakh. The decision to demolish two adjacent buildings, which also have extra unauthorised floors, will be taken after a report by the private construction testing expert Civil-Aid. It is likely to come on Tuesday.”

Rajesh said that the BBMP will recover this amount from the builder later. It also will issue notices to builders of other such buildings for violation of the bylaws. “We will first deal with this building and later identify others,” he added.

Krishna Murthy, engineer with a private building demolition service agency that will do the job for the BBMP, said the building has to be demolished manually. “So far, only three floors have been demolished. The rest will also be done carefully, no machines will be used to demolish as the roads are narrow,” he added.

Builder Surrenders

Meanwhile, the builder of the collapsed building, Mohammed Saleem, who was absconding after the incident, surrendered to the Siddapura police on Monday after obtaining anticipatory bail from a fast-track court.

Saleem alias Chair Saleem, along with his wife Fathima Begum and son Mohammed Mudasir, who are also the board of directors of the construction firm R K Gold Developers obtained anticipatory bail on Saturday. He was questioned  for a while and was sent back, police said.

Saleem told Express: “I will negate the damages for the unfortunate incident. The surrounding  houses will be renovated  and the affected here will be given all assistance. The customers will be refunded or accommodated in other buildings. I execute projects through my engineers and so have no knowledge about any violation. The BBMP demolished my property without my permission.” 

No Relief for Evicted People 

On August 19, the ground floor of the under-construction building being built by R K Builders collapsed. The BBMP Commissioner wrote to the Disaster Management Coordinator Cell on  the same day. As many as 23 National Disaster Response Force personnel from different regions were deputed to monitor the demolition work and to prevent any untoward incidences and causalities.

The people in the surrounding houses were told to leave and `30,000 was supposed to have been given by the BBMP as a transit arrangement for a few months. About 17 families have moved, but no money has reached them so far.

A resident of an adjacent building, Mohammed Kafeel, said,”We are living in a cement sheet house. After the building collapse, we were assured of some facilities till this mess is cleared. But nothing has happened. The builder is out on bail, and still out of our reach.”

BMC will make special arrangements in the southwest suburban region of Mumbai during the next week as the Mount Mary Church's Bandra Fair week, which begins September 8, coincides with Ganesh Chaturthi.

"On the Ganpati visarjan days of September 13 and 15, we will have emergency support functions as the crowd situation in Bandra is going to worsen. The functions include facilities for communication, fire-fighting and resource management," said civic disaster management cell chief Mahesh Narvekar.

Assistant municipal commissioner (H-West ward )P Satkale said, "We have formed two teams within the ward to deal with requisite permissions and licensing for both Bandra fair and Ganeshotsav. We have increased our public health and sanitation services and encroachment removal capacity. We are also holding coordination meetings with the Mumbai Police to prepare for law and order and traffic issues and contingency plans."

The H-West ward has also increased the frequency of bus services from the BEST undertaking. Two medical camps will be held, one at the Bandra Fair and the other near Ganpati festival venues to control the spread of diseases.

Additional vehicles and inspectors will be provided to remove unlicenced vendors in the area that may add to traffic issues.

"More garbage bins and garbage collection vehicles will also be employed to prevent the proliferation of diseases in the crowded zones. We have also held meetings with utility agencies to avoid trenching on the heavy traffic roads during the week," said Satkale.

Traffic police officers said a plan was being prepared for the convenience of motorists and commuters by setting up diversions for the nine days of the Ganpati festival and the Bandra Fair week, on roads that see heavy vehicular traffic.

"A plan has been prepared to ensure smooth vehicular traffic this Ganpati and also a special road plan for Bandra and neighbouring areas during the Bandra Fair," said DCP (traffic) Pratap Dighavkar.

BMC mobilises 850 lifeguards, two NDRF teams

Ahead of the 10-day-long Ganeshotsav celebrations beginning next week, the Brihanmumbai Municipal Corporation (BMC) has raised its disaster preparedness.

In addition to Rs 200-crore budget for disaster preparedness for the four months of the monsoon season, the corporation has also set aside another Rs 10 crore for smooth immersion of Ganesh idols this season.

For all days of visarjan (immersion), 850 lifeguards from various NGOs in the city will be engaged while 80 boats will be plying along the Mumbai shoreline. As many as 1,500 civic officers and 10,000 civic employees will be on duty. The corporation will also involve civil defence teams with a total of 300 people. It has also requested that the two teams of National Disaster Rescue Force (NDRF), comprising a total of 90 personnel, extend their stay in the city by two weeks, from September 19 to September 30.

"The Navy has been notified to be on stand-by in addition to having the NDRF and the civil defence teams here. NDRF personnel will be stationed across the city coastline," said Mahesh Narvekar, chief of the civic disaster management cell.

Mumbai has 72 immersion spots, of which 27 are on the city's six beaches: Girgaum Chowpatty, Dadar, Juhu, Versova, Aksa and Gorai. To encourage people for safer eco-friendly immersion, the BMC has also increased the number of artificial ponds from 22 to 27.

For improved connectivity and faster response in case of an emergency, a hotline connection between Gigaum Chowpatty beach and the civic disaster management cell located in the BMC headquarters near Chhatrapati Shivaji Terminus (CST) has been established for the first time.

"Though there was no drowning case here last year, major idols are taken to this beach for immersion. We have also introduced ham radio operatives, which will have their base at Chowpatty. Through these, in case of an emergency, support will be mobilised from all agencies, including the Navy," Narvekar said.

The BMC has also trained three teams of 175 Ganesh Mandal volunteers in disaster management.

"We have trained a team of volunteers for the island city, western suburbs, and the eastern suburbs in disaster response, providing first aid, defusing bombs and fire-fighting," Narvekar said, adding that police and fire brigade were roped for providing the training.
