Mockery of a master plan


KOCHI: The Kochi Corporation is getting ready to present yet another budget but the promises in its earlier budgets still remain on paper.

The civic body’s budget for 2009-2010 was a conglomeration of earlier budgets that envisaged construction of flyovers, railway overbridges, multilevel parking system, transportation facilities, beautification of crematoria etc. A close look at last year’s budget shows a list of projects which have never seen light.

As the civic body gears up to present its next budget by mid March, all the unfinished projects stand as a testimony to the lethargic and irresponsible attitude of the Corporation. It has utterly failed to take any initiative in implementing the development projects.

For example, the master plan for the city, proposed in 2003, finds a place in all the budgets presented by the Corporation.

The draft of the master plan was proposed with a focus on transport. It was envisaged to develop a mass public transport system that would include an inland water transport system and bus lanes.

Another objective of the master plan was to identify the growth trends and increase the ‘livability’ of the city by considering its various dimensions with an attempt to retain all its characteristics.

“The master plan was planned to develop a mass public transport system, promote inland water transport, a commuting railway system and dedicated bus lanes. But so far only a draft proposal has been presented in the Council. When the opposition asked about the master plan the authorities said that it was in its final stage of preparation,” said opposition leader A B Sabu.

The Corporation initially entrusted the master plan preparation with an agency which failed to complete the work within the stipulated time.

Later a senior town planner and the Country Planning Department coordinated the work. It is learnt that only 50 percent of the work has been completed so far.

In the last one year the authorities took no initiative to complete it. Kochiites won’t be surprised if the master plan finds a place amidst another bundle of promises in the ensuing budget of the Corporation.

VISAKHAPATNAM: The Visakhapatnam Urban Development Authority (VUDA) will get a new master plan consequent to the increase in its purview from 1,700 sq. km. to 5,500 sq. km. The earlier master plan was approved by the government in 2006. VUDA’s jurisdiction has been expanded in mid-2008.

VUDA Chairman and District Collector J. Syamala Rao, who reviewed the VUDA activities with Vice-Chairman B. Sreedhar on Wednesday told reporters that Bheemunipatnam was likely to get the status of a satellite town under a Government of India programme. Union Minister of State for Human Resource Development D. Purandeswari was trying for it and VUDA was also making efforts. Development of master plan roads would be finalised and prioritised for the next year by the Vice-Chairman. The Collector said 23 acres of land of the Old Central Jail had to be developed as green and recreation zone. A public interest litigation was pending before the court and VUDA also filed an affidavit. Once it was disposed of, the development would be taken up.

The Endowments Department to which the land belongs had been earmarked 100 acres of land at Madhurawada which its Commissioner had inspected. Creating parking space there would depend upon court order and feasibility.

Mr. Syamala Rao said the Vice-Chairman would coordinate with the Joint Collector on issues relating to Layout Regularisation Scheme (LRS). Project management software would be used in monitoring the progress of the VUDA’s housing project ‘Harita’ to complete it in two years.

Stating that response to the project was very good, Mr. Sreedhar said lots for allotment would be drawn on February 19. Applicants for the HIG, which had received nearly 300 per cent response, would be given an option to take MIG units. In view of the response, the officials concerned had been asked to prepare plans for the second phase in 20 acres.

In the land-pooling venture at Paradesipalem, 180 acres of land was available without any litigation. It would be taken up in the first phase and tenders had already been finalised. The Bhoodan land issue had not been settled yet. Though a budgetary support target of Rs.350 crores was fixed for the current year by the government, VUDA did not auction land in view of the market conditions.

HYDERABAD: The last date for receiving objections/suggestions on the draft revised master plan for core GHMC area has been extended till March 18. The Hyderabad Metropolitan Development Authority (HMDA), in collaboration with the GHMC, conducted a series of public consultations between January 23 and February 15 to elicit views of the residents of seven circles of the erstwhile MCH area on the draft. Objections and suggestions could be submitted to the Member (Urban Planner), HMDA, GHMC Complex, West Marredpally, Secunderabad, 500026, or by email to ‘ hmdahyd@hmda.gov.in’ or online through the website ‘ www.hmda.gov.in’.
