‘City needs an updated master plan'

The district branch of the Confederation of Real Estate Developers' Associations of India (CREDAI) has warned that the absence of updated city master plans will stunt the development of urban areas in Kerala.

CREDAI president Roy Peter, secretary general S.N. Reghuchandran Nair and secretary R.Rajesh told mediapersons at an interactive session here recently that the absence of master plans, with zones earmarked for different purposes, would lead to haphazard and unbalanced development.

Lacking in experience

“The master plan for Thiruvananthapuram is more than 40 years old. This has resulted in unnecessary controls on construction activities. Only an updated master plan with clear land use maps can ensure balanced development. The Chief Town Planner's office, which is responsible for preparing master plans, faces a paucity of experienced hands. The solution is to outsource the plan preparation to an external agency,” Mr. Nair said.

The confederation warned that the poor availability and skyrocketing prices of building materials was pushing the construction industry towards a crisis.

10 lakh houses needed

“The shortage and rising price of river sand, cement and steel is a serious challenge for the sector at a time when the demand for houses is peaking. The State Planning Board estimates that Kerala will need 10 lakh houses over the next five years,” Mr. Peter said.

The frequent amendments to building rules, shortage of skilled labour and the failure to improve infrastructure like roads, electricity, drinking water supply and sewerage are other factors that had hampered real estate development in the State.

According to CREDAI, almost 30 per cent of the investment in the construction sector goes to the government as taxes. Yet, the government had failed to ensure proper development of supporting infrastructure, it observed.

Labour shortage

A major problem faced by most builders was the acute shortage of labourers. “While a section of skilled labour migrated to the Gulf, others have turned to more lucrative jobs in the domestic sector. Migrant labourers lack hygiene and demand high wages,” he added.

The confederation said the amendments to the building rules made in 2010 had dealt a heavy blow to the construction sector, leading to a fall in the number of applications for building permits. It urged the government to ensure timely revision of building rules taking into consideration, the demands and circumstances in Kerala, availability of land and basic facilities.

CREDAI called on the government to recognise the construction sector as an industry, demarcate housing zones and develop them with private participation. The government should ensure supply of construction materials and take steps to control prices.

Realtors say the 40-year-old plan has put unnecessary curbs on construction activities.

MCD reiterates demand to amend Master Plan-2021

Blaming the Congress-ruled Central and Delhi Governments for “failing” to find out a permanent solution to the problems of sealing and demolition in Delhi's Special Areas, rural areas and unauthorised colonies, the BJP-led Municipal Corporation of Delhi has re-iterated its demand for necessary amendment to the Delhi Master Plan-2021.

The civic body has also requested that till such a permanent amendment bringing these areas under protection from sealing and demolition as a matter of policy comes through, a notification should be issued to stop demolition and sealing in these areas with immediate effect.

MCD Leader of House Subhash Arya said: “The government keeps issuing temporary ordinances and notifications for a limited period moratorium on sealing and demolition action. However, inaction to find a permanent solution has left the sword of demolition hanging over people residing in these areas due to which they are neither able to repair or rebuild their old houses nor was the MCD able to sanction their building plans.”

“The Congress Government has issued notifications to prevent sealing and demolition in Delhi's Special Areas, unauthorised colonies, rural areas, JJ clusters and farm houses, however, the term of the last notification expired on December 31 last year. Issuing of notification on a regular basis results in avoidable tension and increases scope for corruption. So the Central government should take prompt action in this regard,” he added.

The Visakhapatnam Urban Development Authority (VUDA) has not yet finalised a consultant for preparing the master plan for the proposed petroleum, chemical, petro-chemical investment region (PCPIR) between Visakhapatnam and Kakinada, according to Mr B. Sreedhar, Vice-Chairman. The VUDA is the nodal agency for executing the project.

He told reporters here on Thursday that earlier international tender had been floated and bids were received, but the chosen company was unable to provide the requisite documents such as experience certificate. “Therefore, we have called for expression of interest again and some bids have been received. The evaluation will take place next month and then the consultant will be finalised,” he said.

Asked about the delay in executing a project announced three or four years ago, he said it was a huge project and would take time. He said such PCPIR projects were coming up in Gujarat, West Bengal and other states as well. “There is no question of our project suffering because of them. AP (Andhra Pradesh) has been sanctioned one PCPIR and we will execute it keeping in view the conditions here,” he explained.

Auctions

Mr Sreedhar said the VUDA would issue a notification on Friday for auction of residential and commercial plots in VUDA-developed layouts in the city. “The auctions will be conducted for three or four days from January 24 in the VUDA children's theatre here. Applications will be available in the VUDA office here from tomorrow (Friday) and also at three identified branches of Indian Overseas Bank (IOB) in Hyderabad and Secunderabad. The branches are ones at Jubilee Hills and Himayatnagar in Hyderabad and R.P. Road in Secunderabad. Earnest money deposit of Rs 25,000 will have to be paid while submitting the application. On bid finalisation in the auction, 10 per cent of the cost will have to be paid and the rest can be paid in three equal monthly instalments,” he said.

He said a big project was Ozone Valley at Paradesipalem, where 121 residential plots would be on auction, with the minimum price being Rs 8,000 a sq. yard. “We have taken up the land pooling project at Paradesipalem. We have taken the land from farmers, paying them the price and also alloting plots to them in the layout. We have also reserved 10 per cent for the economically weaker sections and then only we are auctioning the remaining plots,” he said.

Mr Sreedhar said 14 commercial plots would be on auction at Kurmannapalem near the Visakhapatnam special economic zone and the Duvvada railway station, with the minimum price of Rs 12,000 a sq. yard, and 16 in Kapuluppada joint venture layout with the minimum price of Rs 6,000 a sq. yard. Two plots at MVP Colony would be on auction with the minimum price of Rs 21,000 a square yard. Two residential plots at Gandigundam would be on auction, with the minimum price of Rs 1,500 a square yard.

When it was pointed out to Mr Sreedhar that most of the plots would be out of reach for the economically weaker sections, he said the VUDA was also taking up projects for lower income groups at Kapulauppada and other places.
