Rs 8.92 cr recoverable from civic bodies' Executive Officers

An amount of over Rs 8.92 crore has to be recovered from several Executive Officers of Municipalities and Notified Area Councils (NACs) in the State as per the losses detected by the Odisha Government Local Fund Audit. The amount was siphoned due to mal-administration by concerned officers during the last two decades.The information received under the RTI Act by noted activist and social worker Radha Krishna Ram revealed that Rs 7.36 crore is to be recovered from Executive Officers of the Cuttack Municipal Corporation, that is, `, 6.74 crore from BC Biswal for 1998-99 and ` 61.83 lakh from Rathindranath Padhi for 1994-95.Further, an amount of Rs 50.44 lakh is to be zrecovered from Suresh Chandra Suar of the Berhampur Municipal Corporation, Rs 57.68 lakh from Bhabagrahi Patri of the Kendrapada Municipality and Rs 41,51 lakh from Godavari Pattnaik of the Dhenkanal Municipality.

Executive Officers of the NACs of Umerkote, Banpur and Kh ariar also indulged in financial irregularities. The amounts related to the cases of Dwijabar Malik of Umarkote are Rs 26,98 lakh, Prsdeep Kumar Mahapatra of Banpur :Rs.12,63 lakh and Surendramohan Majhi of Khariar :Rs 9.8 lakh.

Govindpura industrial area in coordination with other depts: Gaur

The development scheme for Govindpura Industrial Area will be prepared with the coordination of Revenue, Industry, Energy departments and Bhopal Municipal Corporation.

This instruction was given by Urban Administration and Development Minister Babulal Gaur at a meeting of the concerned departments' at his residence on Monday. Instructions have been given to mark an alternative site for shifting 605 slums, which are coming in the construction of four-lane road of Roop Nagar. Those meeting includes divisional commissioner Manoj Shrivastava, officers of Revenue and Industry departments, BMC, Power Distribution and president of Govindpura Industrial Association Rajesh Khare.

The proposed four-lane road to be built at a cost of `3.50 crore from Roop Nagar to Ayodhya Bypass.

BANGALORE: The spotlight fell on advertising hoardings at the BBMP council meeting on Friday. JD(S) leader Padmanabha Reddy wanted the civic body to initiate action against companies involved in irregularities.

"Assign eight assistant revenue inspectors exclusively to monitor the 2,350 ad hoardings. How many have been removed? What action has BBMP taken against offenders? The issue was brought to the commissioner's notice with evidence. He must answer what action has been initiated against erring companies," Reddy said.

He further suggested that the council collect advertisement tax from companies which display ads on BMTC buses. "As per the KMC Act, any advertisement displayed in the city must pay tax to the local self-government. The same must be applied to ads displayed on BMTC buses," he said.

On additional revenue mobilization, Reddy questioned: "How do you make a lorry driver pay tax to BBMP? How can this collection be monitored?"

WHERE'S THE POWER?

Providing machines for BBMP tailoring centres is a waste when the city is reeling under severe power shutdowns. On the second day of discussions, Reddy pointed out anomalies throughout the budget copy. "Will BBMP provide alternative power supply for these machines? How feasible will it be?" he questioned.

FORM TEAMS TO VERIFY SAS

With the introduction of Self-Assessment Scheme (SAS) for property tax, there have been instances where owners have made lesser assessment of their properties. "Form two teams of revenue officials in each ward to cross-check the declarations and this can prevent a huge amount of revenue loss. There are instances wherein one municipal number has been given to several houses," he said.

CITY DESERVES MORE FUNDS

Bangalore alone contributes to 75% of the state's revenue and there was a suggestion that a BBMP delegation must meet the chief minister and finance commission to harness more funds for the city. "The Rs 2,600-crore loan which BBMP has taken from different nationalized banks during the administrator's regime must be paid by the state government. This elected body must not bear the burden," Reddy stated.



INTRODUCE BMC ACT

The council demanded the introduction of a Bangalore Metropolitan Committee (BMC) Act which forms guidelines for the city's development. This is one of the issues long pending with the state government.
