PCMC gets incentive of Rs 1.93 cr for saving electricity

PUNE: The water supply department of the Pimpri-Chinchwad Municipal Corporation (PCMC) has earned an incentive of Rs 1.93 crore in the last five years from the Maharashtra State Electricity Distribution Company Ltd (MSEDCL) for efficient use of electricity through the Ravet pumping station.

Pravin Tupe, joint city engineer of the PCMC, said: "The MSEDCL charges a penalty if the power factor is not maintained above 0.95. The water supply department had on its own maintained the power factor above this limit." The Ravet pumping station was able to maintain a power factor between 0.96 and 0.97.

Explaining the measures taken, executive engineerSandesh Chavan said, "There are 10 transformers of 1,600 KVA each at Ravet. Two of them are kept on standby. Capacitor banks have been installed on the transformers and motors. Power consumption is monitored daily and the capacitors are changed whenever required to ensure that the power factor does not fall below 0.95."

"If the power factor is maintained at 0.96, the MSEDCL gives a power incentive of one per cent of the total bill amount. If the power factor is maintained at 0.97, the incentive is two per cent. Above 0.97, it is seven per cent of the total bill amount," Chavan said.

The PCMC has started getting this incentive for its Ravet station from 2005-06. "The incentive earned every month is adjusted against the electricity bills of the next month by the MSEDCL."

The total electricity bill for the water supply department is Rs 1.84 crore per month, of which Rs 1.35 crore is for the Ravet pumping station. The highest amount of power incentive earned by the PCMC in the last five years was Rs 42.2 lakh in 2007-08.

"The PCMC has also taken measures to earn power incentives at the water treatment plant in Nigdi. It has earned a benefit of Rs 41.82 lakh since January 2008," he added.

The water for the twin towns of Pimpri-Chinchwad is lifted from the Pavana river at the Ravet pumping station.

ADB offers Rs 452 crore infrastructure loan to PCMC

PUNE: The Asian Development Bank (ADB) has offered a loan of Rs 452 crore to the Pimpri-Chinchwad Municipal Corporation to fund several infrastructure projects in the twin towns.

The PCMC Infrastructure Company Ltd a special purpose vehicle created by the PCMC to execute these projects has told the ADB to give details of the terms and conditions for sanctioning the loan. Mayor Yogesh Behl, who is the director of the special purpose vehicle (SPV), said, "The Union finance ministry had recommended three companies to the ADB. The PCMC Infrastructure Company Ltd (PCIC) pipped the Bangalore metro project and water supply project of Nagpur to bag the loan offer," Behl said. The repayment span will be of 15 years. There will be a three-year moratorium on payment of interest and the rate of interest will be variable.

The PCMC plans to develop 12 bus rapid transit system (BRTS) routes which includes BRTS corridors. The PCIC will collect taxes, development charges and advertisement charges through BRTS corridors.

"The municipal commissioner will send a letter to the ADB seeking terms and conditions for availing of the loan. We expect a reply from the ADB in 15 days," Behl said.

The PCIC has also written a letter to the World Bank to know its terms and conditions for giving the loan to the PCIC for the same projects. "The bank which gives us the longer repayment period and more moratorium period for payment of interest will be chosen," the mayor said.

Municipal commissioner Ashish Sharma, a member of the PCIC board of directors, said, "The PCMC will develop 12 BRTS routes. We have completed development of two routes. The work on three routes, namely Nashik Phata- Wakad road, Kalewadi Phata Dehu Alandi road and Aundh - Ravet road is in progress. The PCMC has to develop other three routes which require funds. The department of economic affairs has approved non-sovereign lending by the ADB to the PCIC."

Proposals to raise revenue of sagging income of AMC discussed

ALLAHABAD: Various important decisions were taken in the executive council meeting of Allahabad Municipal Corporation held on Wednesday. Several proposals for increasing the revenue of the sagging income of AMC were also discussed.

It was decided that monthly rent of AMC shops from Rs 4 per square feet should be increased to Rs 6 per square feet. For the month of Ramzan, members of executive council urged the municipal authorities for making proper arrangements of cleaning the roads and areas near mosques. The incharge of the streetlight department were urged to ensure proper illumination of the various lanes and bylanes of the city during the fasting month.

For finding the real state of affairs in the construction of roads under the 12th Finance Commission in which payments excess of the estimate were made, a committee comprising of corporators Umesh Dwivedi, Shiv Sewak Singh and Mahaveer Yadav has been formed. This committee would submit its report within 15 days.

Under the Solid Waste Management Scheme, it was decided that no service charge would be imposed on the denizens unless arrangements o personnel for collection of garbage from door to door is not made.

Explanation was also sought from the authorities concerned for the poor maintenance of Guriya Talab. It was decided that this Talab would be handed over to a private party for its proper maintenance.

It was also decided that pending salaries to the staff of streetlight department would be made.

In the executive council meeting, mayor Chowdhary Jitendra Nath Singh, municipal commissioner Ashok Kumar, health officer Arun Kumar, SL Yadav , legal advisor, corporators Shiv Sewak Singh, Umesh Dwivedi, Athar Raza ladley, Nafees Anwar, Mahaveer yadav, Sushil yadav and others were present.
