3 crore smart cards to be issued in state

 

HYDERABAD:" The first phase of the ambitious Unique Identity Authority of India (UIDAI) programme will be rolled out in the state this month. As part of the programme, known as Aadhar, about three crore smart cards equipped with a 12-digit unique number, address and relevant identification details will be issued in the state.

Andhra Pradesh is the first state, where the project is being rolled out full-fledged as part of phase one.

The government has earmarked Rs 6,374 crore and is expected to provide 60 crore cards throughout the country.

"We have identified seven districts and Greater Hyderabad Municipal Corporation to be covered within AP as part of first phase of the project. We are targeting to reach saturation level covering everyone below and above the poverty line," said V S Bhaskar, IAS, deputy director general, UIDAI.

The authority has already commissioned Proof of Concept (PoC), a pre-pilot programme, in the state covering 25,000 respondents in two districts early this year.

Addressing the special session on UID at the three-day conference on e-INDIA2010, he said there were several challenges in implementing the project including quality of fingerprints, maintaining and securing the database besides logistics. ``One has to overcome other challenges such as bandwidth, collecting and sending the information from remote areas, interoperability,'' he explained.

Meanwhile, a high-level security group within the UIDAI was working on a document to assess the risks associated with the project implementation and its rollout.

"The exercise involving creation of a database encompassing biometric identities of 120 crore people, we are creating a honey pot that could attract attacks. We need to protect the system against attempts to deny services,'' said Srikanth Nadhamuni, head, technology, UIDAI.

 New Delhi:  After an urgent appeal to the Delhi government over its recent fund crunch, the Municipal Corporation of Delhi (MCD) has managed to secure a sum of Rs 1,490 crore as the ‘first instalment’ of its demand of nearly Rs 4,500 crore. Mayor Prithvi Raj Sawhney said the Delhi government will release the amount on Tuesday.

The MCD will receive Rs 390 crore to fund its ‘non-planned expenditure’, another Rs 500 crore to fund its planned expenditure and Rs 100 crore as grant. The civic body will further be given a sum of Rs 500 crore in the form of a ‘sanctioned loan’.

The agency claims it will use the amount to immediately pay nearly 3,000 contractors who are on strike at present demanding their pending salaries. The amount will also be used to pay the pension amounts due to the elderly, widows and the physically handicapped for a three-month period.

The agency claims it will have to wait for the second instalment to fund its various Commonwealth Games projects, using the remaining amount in the first instalment to pay the ‘discretionary funds’ to its councillors.

In January, the MCD had passed a resolution to pay “discretionary funds ranging between Rs 1 crore and Rs 3 crore to each member of its deliberative wing to fund various projects at their respective levels”.

“Our Games projects are mainly on track. Whatever little is required will be looked into soon after the government releases the second instalment,” said Sawhney. “The government has released a part of our requirement and will release the rest later as it also has to shoulder the burden of a number of Games projects,” Sawhney said. 

On July 22, in a four-page letter written to Delhi Chief Secretary Rakesh Mehta, Municipal Commissioner K S Mehra said while the civic agency was making every effort to “augment its internal revenue resources and to curtail expenditure without hampering development work”, it required

Rs 3,539 crore in grant and another Rs 1,000 crore as a loan to pay salaries, fund various Games-related projects and compensate for its poor property tax collections.

The Commissioner had added in the letter that if granted the financial help, the MCD will be able to “proceed on a clean slate” and that the same will also go “a long way in boosting the morale of the Corporation”.

According to MCD officials, while the agency has been receiving funds from both the Delhi government and the Centre for projects directly linked to the Games, a “lot of the MCD’s own funds were being utilised for projects that are not directly linked to the sporting event, prompting the need for additional funds”.

The Corporation has sought a one-time grant of Rs 1,080 crore for settling its Sixth Pay Commission arrears worth Rs 650 crore and the pending dues of the Dearness Allowance hike announced in April this year. It has also asked for Rs 1, 254 crore to cover the shortfall in its property tax collection.

Asks for Rs.3,539 crore in grant; Rs.1,000 crore in loan


NEW DELHI: The cash-strapped Municipal Corporation of Delhi has written to the Delhi Government demanding about Rs.3,539 crore in grant and Rs.1,000 crore in loan for paying salaries and arrears to employees and meeting expenses under other heads.

According to civic body officials, though the MCD was receiving funds from both the Delhi Government and the Central Government for projects directly linked to the Commonwealth Games, a lot of the MCD's own funds were being utilised for a number of projects that are not directly linked to the sporting event, prompting the need for additional funds.

MCD Standing Committee chairman Yoginder Chandolia said: “The Municipal Commissioner has written to Delhi Finance Secretary on Thursday in this regard. We have also sought time from Delhi Finance Minister A. K. Walia and will meet him when he gives us an appointment. Apart from demanding the shortfall in our property tax recoveries from the last fiscal which amounted to Rs.1,254 crore, we have also asked for Rs.1,080 crore as one time grant for settling the Sixth Pay Commission arrears of our employees.”

“We demanded Rs.922 crore under Plan head of which only Rs.317 crore has been given. We are now requesting them to grant the remaining Rs.605 crore too. In addition, Rs.600 crore has also been demanded under the head of education," he added.

The BJP leader also said that the MCD had sought Rs.1,000 crore as loan from the Delhi Government for paying salaries of its workers.

Besides struggling to meet its employee salary commitments, the civic body has also been facing trouble for non-payment of dues to the municipal contractors who are on a tool-down strike.
