MC approves budget of Rs 663 crore

Chandigarh: The Municipal Corporation approved a budget of Rs 663 crore for 2010-11 during the meeting of the Finance and Contract Committee held today. Of this, around Rs 382 crore would be under the plan head and Rs 281.45 under non-plan. The budget would now be presented in the House meet to be held on Friday.

During 2009-10, allocation under the plan head was Rs 280 crore, while under non-plan it was Rs 389 crore.

The first budget of Rs 488 crore proposed by the officials had been rejected by all members of the committee in a meeting held on February 10. It has been argued that allocation under the plan head was less than the last financial year. The committee had asked officials to prepare a revised budget.

In the budget that was finally approved, Rs 67 crore was allocated for improvement of roads, parking places and infrastructure facilities. Funds worth Rs 40 crore were allotted for setting up a bird slaughterhouse. Rs 3 crore has been earmarked for electrification of sectors, while Rs 1 crore was alloted for colonies.

The civic body would be spending Rs 13.50 crore for improvement of infrastructure facilities in rehabilitation colonies. Rs 9.5 crore was earmarked for landscaping of the city. For enhancing facilities for storm water drainage, Rs 27 crore has been allocated.

The officials decided that budgetary allocation would be made to set up two marriage palaces.

The Municipal Corporation would also make efforts to reduce dependence on groundwater. Officials would try to reduce the number of tubewells in the city. Funds worth Rs 7 crore were marked for improvement of facilities in Industrial Area.

To give a much-needed facelift to the Hanuman Mandir at Yamuna Plaza near the ISBT in Civil Lines zone, the Municipal Corporation of Delhi (MCD) has proposed to re-develop its surroundings with upgraded facilities.

A proposal in this regard was tabled in the MCD House meeting on Monday and granted administrative approval. The civic agency said the project would be completed before the Commonwealth Games in October.

“After the inspection of the temple, the MCD chief architect was requested to provide drawings along with specifications for the temple’s surroundings. These drawings were submitted last July and accordingly, a preliminary estimate of Rs 1.94 crore was drawn up,” a senior MCD official said.

The proposal envisages the provision of improvements in the courtyard with coloured granite flooring, quartz stone and red sandstone and improvement of the parking area.

“It is a historic temple. Thousands of people visit it. Work will start soon,” Ram Kishan Singhal, chairman of the MCD standing committee, said.

HYDERABAD: GHMC’s elected council is to soon have a standing committee that clears all the financial proposals with the government, coming out with guidelines for its formation and election of members. Orders have also been issued for constituting ward committees and area sabhas, where prominent citizens are to play a key role.

The standing committee will have Mayor as chairperson and it is likely to consist of up to 15 members at the rate of one member for every 10 wards and hold office for a period of one year. The committee is to be formed within three months of the first meeting of the council.

The Commissioner is empowered to prepare a voters list consisting of all corporators and also issue an election notice.

The poll is likely to take place anytime in March or April. Interested candidates should file their nomination papers along with a fellow corporator’s endorsement as the proposer.

If the number of contesting candidates is equal to or less than the number of seats to be filled, the Commissioner can declare all such candidates elected or he can hold a secret ballot. The process is markedly different from the last council where respective ward committee chairpersons automatically became standing committee members.

For ward committees, the corporator concerned is the chairperson and members are drawn electors representing the civil society (not more than 10) from the respective ward and area sabha representatives. If the ward population is more than 10,000, there will be an additional member for every 4,000 population.

Fifty per cent of the members have to be women and civil society members can be president/secretary from registered residents’ welfare associations, member of tax payers association, office-bearer of slum or senior member of a self-help group, member of a non-governmental organisation, chamber of commerce, medical council or any prominent citizen.

Interested candidates can apply, once poll notification is issued and a special meeting of council will choose from among the eligible applicants by a voice vote. Ward committee too will hold office for a year and its meetings will be open to public and decisions will be taken by a majority vote.

It can discuss civic issues and also have a ward development plan.

Each ward is to be further divided into area sabhas to be constituted within three months of a ward committee being formed. There will be one sabha for every 5,000 population with a representative nominated by the Corporation from the civil society.
