Pandurang Malpe, who initiated the discussion, said the shortage of civic workers had been creating problems in the waste collection.

Mohan Upadhyaya, councillor, said people in some areas were paying Rs. 30 a month for door-to-door collection service, but the shortage of civic workers had forced people to throw garbage by the roadside.

Intervening, CMC president Kiran Kumar said that there was court order against putting up garbage bins in the city. While the self-help groups (SHGs) were collecting garbage, it had now become essential to press the civic workers into the exercise, he said.

CMC Commissioner Gokuldas Nayak said if people living on the outskirts of the city disposed of garbage in their backyard, the CMC would not object to it.
