MCD damages 50 trees on Lodhi Road

NEW DELHI: Delhi's rapidly changing landscape is in stiff conflict with its green. The Municipal Corporation of Delhi's (MCD) road widening project next to Lodhi Road has raised the hackles of the forest department for the deplorable state of trees on that stretch. With barely a few inches of mud being allowed to stand around the trees and many of them missing roots, its only a matter of time before some of them come crashing down.

The road widening is part of a Rs 350 crore Commonwealth Games project that involves covering the Sunehri Nullah from Lal Lajpat Rai Marg to Dyal Singh College and Kushak Nullah from South Gate of Jawaharlal Nehru stadium to IVth Avenue Road to provide parking for 700 buses. The forest department had given permission for felling 1,058 trees for the project which did not include the stretch in front of India Habitat Centre's gate no 2 to Kotla Railway gate. The project does not have any clearance from the Delhi Urban Arts Commission though MCD has contested that it does not require permission from them.

Senior officials of the forest department said that MCD had not been given permission to cut down trees for that project but the condition of trees was such that permission to fell them would have to be given perforce. "We had received an application from MCD for tree felling on that stretch but none had been given. However, it has come to our notice that the trees are in a pathetic state, roots of many chopped off, and there seems to be no option but to have them cut down now. We will carry out an inspection to see how bad the situation is,'' said an official.

Strangely, MCD is still waiting for tree felling permission from the forest department. As officials denied that the trees would come to any harm, they said that they would contact the forest department again in the coming week to see if permission for felling or even re-transplantation would be given to them. "About 6 months back, we had asked the forest department for permission to fell about 50 trees that would have come in the way of broadening the road. However, even as we have been in constant touch with them, they haven't formally rejected our demand. We will pursue the matter with them again and see what they have to say,'' said sources.

MCD officials added that if permission was denied, they would ensure safety of the trees by raising a mud guard around them.

Udupi: The issue of door-to-door garbage collection dominated the general body meeting of the Udupi City Municipal Council (CMC) here on Saturday.

Councillor M.R. Pai (BJP) said that although the CMC had implemented the system of door-to-door collection of garbage, some people were not ready to pay Rs. 30 for this facility. The CMC could cut the water connections of those houses not paying the fee, he said.

CMC president Dinakar Shetty said that self-help groups (SHGs) were doing the door-to-door collection of garbage in many areas of the city. This facility would be extended to the entire city. Only a few people in some localities were against paying the monthly fee of Rs. 30, he said.

In some places, CMC personnel, who had gone to collect the monthly fee, were attacked by a few people,Mr. Shetty said.

Mayor recommends Vigilance inquiry into purchase, functioning of sweeping machines

It seems the Municipal Corporation has finally realised that there is something amiss in the functioning of the three mechanised road sweeping machines bought from Italy at a cost of Rs 5 crore last year. At a House Meet held on Tuesday, Mayor Kamlesh recommended that the Vigilance Bureau conduct an inquiry into the purchase and operational anomalies of the machines.

On Tuesday, when the House was asked its opinion on who should be given the contract for the machines’ maintenance, several councillors raised doubts over the utility of the machines. “When the machines are not working efficiently, the question of their maintenance does not arise,” said a councillor.

Detailing the amount incurred on the upkeep of the three machines, Medical Officer of Health Dr G Dewan said after the initial outlay of Rs 5 crore, Rs 8 lakh was spent on purchasing the central and side brooms. Each vehicle used diesel worth Rs 4.70 lakh. The salary of the driver and helper is separate.

Evidently, the machines have not been of much help in reducing manpower either as they can clear dust off the roads only. For cleaning the pavements, sweepers are required. Councillor Jatinder Bhatia said Rs 9 crore was spent on the purchase and upkeep of the three machines last year. “If the civic body had employed 500 additional sweepers and paid them Rs 4000 each, the expenditure would have amounted to just Rs 2.4 crore and scores of people would have received employment. The machines are not working efficiently and should be returned to the company,” he said.

Councillor Chander Mukhi Sharma voiced a similar opinion. “The cost of maintaining the machines is bound to increase every year. When the machines were bought, no one bothered to inform the House about the manpower saved, recurring costs or the terms and conditions of maintenance. Now also, no one is willing to talk about the performance of the machines,” he said.

Questions were also raised about the motive behind the trip to Italy, wherein the MC officials ostensibly went to inspect the machines. Councillor Dr A P Sanwaria said: “Similar machines were available in Delhi but still the officials planned a jaunt to Italy. Moreover, the officials misguided the House about the utility of the machines. They had stated that the machines would pick up stones and leaves while they do neither.”
