Owing to the difficulty in maintaining the biotoilets in the city, the Kochi Corporation is planning to hand over the responsibility of its functioning to Kudumbasree. According to officials, the paper work in this regard is nearing completion and soon the Kudumbasree members will man the toilets. The Kochi Corporation had set up the toilets more than an year ago. However, lack of takers for running them led to its closure in different parts of the city.

Kochi Corporation Works Standing Committee chairperson Soumini Jain said that even though they had called tenders for the toilets, there were no takers for shouldering the responsibility. “The revenue generated from the biotoilets is insufficient to pay the staff employed for the maintenance services,” she said. Since there is no guarantee of making any profit, especially since the maintenance charges are high, nobody is interested in taking it up.

There are allegations that lack of electricity and water lead to the closure of some of them.

The full responsibility of operating the toilets will be handed over to Kudumbashree.  The compensatory funds for paying the wages of the employees will be paid by the Corporation. “The toilets were installed by the Kochi Corporation as a service. That is why we have  decided to bear the cost although it is a loss for us,” Soumini said.

The bio-toilets have been set up at Vyttila, Fort Kochi, Kacheripady and on the Town Hall  premises. “The toilet has not been opened to the public so far. We’re not sure whether the Corporation will take any initiative to open them,” said Vincent, an  autodriver at Kacheripady. A shopkeeper nearby claims that there is no permanent electricity supply for its functioning.

The human waste is treated and converted into odourless gas and water in biotoilets.

Meeting to deal with Doon sanitation issues

Taking cognisance of public complaints regarding improper civic sanitation works in the municipal area, Rajpur Road MLA Raj Kumar has requested the Urban Development Minister to call a meeting with officials concerned and direct them to take necessary measures.

The MLA also called the senior city health officer and directed him to improve sanitation work in the city.

Raj Kumar said that the level of civic sanitation has deteriorated in the city and the Doon Valley Waste Management, contracted to undertake door to door collection of garbage and its disposal is not doing its work efficiently.

The efforts undertaken by the government for ensuring sanitation in Doon are inadequate which poses a public health risk and deteriorates the environment.

He said that garbage containers should be placed in spots from where they were removed and that DVWM should increase its staff strength in order to facilitate civic sanitation in the 60 municipal wards of Dehradun.

He has requested the Urban Development Minister to call a meeting with officials concerned on Monday and direct them to take necessary measures.

Intensive cleaning work across city from on 21st

The BBMP will take up intensive cleaning programme across the city from Tuesday ahead of monsoon.

A press release from the civic body said the drains on either side of the roads will be cleaned to prevent havoc due to rain water at major roads and also on pedestrian ways. This will ensure free flow of rain water, it said.

BBMP Commissioner Siddaiah has instructed all the Zonal Commissioners to direct the authorities to take up cleaning works with priority.

The press release also said that the intensive cleaning programme will be taken up on Tuesday, Friday and Saturday.

The Commissioner has instructed to take up similar works at least two to three days in the coming weeks.

Speaking to Express, Opposition leader in the BBMP’s Council M K Gunashekhar said it is too late to take up these works at this hour.

“Monsoon is just 10 days ahead. Even if they (Zonal Commissioners) wants to invite a short-term tender, they need seven days according to Transparency Act. How will one take up this task”,” he questioned.

He blamed the officials for not taking up this task during summer. “These are emergency works. The model code of conduct will not be applicable for such works,” he said.

Gunashekhar blamed Mayor D Venkatesh Murthy for this failure. “He is still the Mayor of Bangalore city. Though he cannot take up policy decisions, he can direct the concerned officials to take up cleaning of drain works. As a Mayor, he could have get it done in the month of February or March, much before the election code of conduct was enforced,” he observed.
