BMC not to construct toilet near grotto

MUMBAI: It has come as a huge relief to Christians residing in Kalina village, Santa Cruz.

After several protests, the Brihanmumbai Municipal Corporation (BMC) has assured that a public toilet will not be constructed adjacent to the villagers' grotto. TOI had carried a report on November 19 about how the religious sentiments of the residents were hurt after they learnt of a BMC plan for the construction of a toilet near the grotto through a builder.

Hundreds of villagers, including those residing in the nearby Kolovery village, had undertaken a signature campaign to stall the toilet's construction. Villagers had also informed the civic body that hundreds of devotees offered their prayers everyday and especially on the annual feast of Mother Mary in September at the grotto.

"We have taken an assurance from the BMC that no public toilet will be constructed near the grotto," local corporator Alice Therratil said. Village sarpanch Crompton Texeira informed that the corporation had actually earmarked two-three places for the toilet.

"But they finalized the place near the grotto. We are happy that BMC is now taking our issue seriously after the media report. If BMC hadn't agreed, we would have staged a 'rasta roko' outside the H (East) ward office," Texeira claimed.

When assistant commissioner of H (East) ward, Anand Wagaralkar, was contacted, he said: "I've told the villagers that there will be no new constructions near the grotto. The issue is sorted out."

‘Dogs were poisoned’

The Bruhat Bangalore Mahanagara Palike (BBMP) has confirmed that 20 dogs died after eating meat laced with poison on Saturday night at HSR Layout fifth sector.

According the post-mortem report, the vital organs of the dogs had haemorrhaged due to the poison.

BBMP Joint Director (Animal Husbandry) Dr Parveez Ahmad Piran said the Palike has asked for strict vigilance of the area at night. Piran said: “We have sought patrolling to be intensified to help in arresting the culprits and also to avert such incidents of killing stray dogs in the future.”

Besides, the food samples were sent to the Forensic Sciences lab for analysis and the Palike may receive the report in a week.

Animal rights activists in the City have announced a reward up to Rs 20,000 to those who tip off the police leading to arrest of those who poisoned the dogs. The Federation of Indian Animal Protection Organisations (FIAPO) has announced the reward for providing information to facilitate the arrest of the culprits.

Animal rights activist from Compassion Unlimited Plus Action Suparna Ganguly has decided to write to the City Police Commissioner to probe the stray dogs’ death.

Killing dogs is an offence under the Prevention of Cruelty to Animals Act, 1960.

Anti-malaria teams lying dormant since inception

Senior scientist Dr S K Ghosh issues new guidelines

The teams that were formed by the Mangalore City Corporation three months ago to combat malaria cases in the City have been defunct since their inception.

A comprehensive plan was chalked out by MCC under the guidance of a senior scientist from National Institute of Malaria Research Centre Dr S K Ghosh at a workshop on Prevention of Contagious Diseases held at City Corporation, on September 3, 2010.

Following this, six teams were formed by MCC, each team consisting of a health centre, medical college, medical officer, NSS members, Nursing College students and a Nodal Officer to supervise the activities. Unfortunately, none of the teams have started functioning owing to the absence of guidelines and required direction from the medical officer in-charge of Malaria.

As per the initial plan all the teams were expected to conduct weekly meetings to discuss the programmes and implement methods to control the disease. It was also decided to hold monthly meetings in the presence of the MCC Commissioner, Assistant Health officer and District Malaria officer but no move has been taken place so far.

‘No work taken up’

Dr S K Ghosh who was in the city to review the teams’ works couple of days back, was surprised to learn that his suggestions were not implemented.

Speaking to Deccan Herald, Dr Ghosh said that the plan of action laid down by MCC to bring awareness among the citizens and to control the spread of Malaria in the city, was first of its kind in the State.

“If the programme is implemented successfully in Mangalore, then it could be replicated in other cities. When I enquired about the status of work, much to my disappointment no work has taken place till date. The blame game was on and after having known that the teams were waiting for guidelines, I have prepared a list of guidelines for implementing the activities,” said Dr Ghosh.

Guidelines

Some of the guidelines as mentioned by Dr Ghosh include awareness on malaria control among the building owners, carrying out anti-larva operations, compulsory blood check up for migrant labourers once in 15 days, community awareness programmes etc.

“Few years ago labourers were given with mandatory yellow cards, which are not being issued to them now. The labour department should study the situation and issue cards to the labourerss,” said Dr Ghosh.

When contacted Assistant Health Officer Dr Ragunath said that they could not work effectively with the teams owing to various impediments but the teams will start their work in full throttle soon.

“We have received fresh guidelines from Dr Ghosh and the circular will be issued to all the teams at the earliest. We intend to kick start the work in December,” informed Dr Ragunath. However he was apprehensive about the involvement of building owners in accomplishing the task.
