MMC garbage disposal in disarray

 MARGAO: Inadequate quantity of garbage compactors and indiscipline among vehicle drivers is threatening to throw the garbage collection and disposal exercise of the Margao Muncipal Council (MMC) into a disarray.

This was amply evident when the sanitary inspector of the civic body, Viraj Arabekar, complained to the chief officer of the MMC, Prasanna Acharya, last week, about the "high handedness" of some drivers who refuse to take orders and are irregular in their duties. Indiscipline among the drivers manning the garbage vehicles is rampant and absenteeism frequent, it is learnt.

Sources informed that though the MMC is in possession of some 12 vehicles for garbage collection, six of them are lying in unserviceable condition for the past several months. This has led to a situation where the "flying squad" that was formed to attend to emergency calls has been scrapped as the vehicle had to be put on regular routes.

The MMC, however, is yet to take any steps for procurement of new garbage compactors. The proposal sent to directorate of municipal administration (DMA) by the MMC seeking funds to purchase four garbage compactors is yet to be cleared.

Sources in the sanitary department said that the tyres of almost all the vehicles are worn out and tend to get punctured thus hampering the garbage collection exercise. That`s not all. In the absence of any store room, tools needed for collection are stored in the garbage vehicles leading to cases of thefts.

Roads bear brunt as sewage overflows in Madipakkam

CHENNAI: The problem of overflowing drainage water stagnating all around could shock residents in some areas. For people in Madipakkam, a southern suburb in Chennai, it is a regular feature thanks to the lack of a sewer system. And about 8,000 residents of Kuber Nagar, Lakshmi Nagar and Ram nagar are the worst affected and virtually live on an island. The panchayat officials, the residents allege, have not taken any step to rectify the issue.

Madipakkam, a village panchayat of over 70,000 residents, is situated just three kilometres from Velachery that is within the Chennai corporation limits. But the sanitation facilities here are worse than those in the some of the remotest villages in the state, some residents complain. Children and senior citizens have been falling ill regularly, they add.

The drainage water which overflows on to the streets from septic tanks or is let out into the stormwater drains flows and accumulates in open grounds. Kuber Nagar, one of the areas most affected, has 14 streets while Lakshmi Nagar comprises 10 streets and Ram Nagar is dotted with a lot of apartment complexes.

"The lack of a drainage system has been a problem here for the past many years. A private contractor has been cleaning the septic tanks occasionally and collecting the discharge using lorries. But the charges are too high, especially for the predominantly middle class population that resides here. Hence many people have stopped cleaning the tanks," said L R Jayakumar, a resident of Lakshmi Nagar.

As the tanks become full, some residents connect them with the stormwater drains and the sewage water flows through them on to streets and stagnates. The foul smell is unbearable. "Even cooking has become impossible due to the stench. When we approach panchayat president Chandra Harikrishnan, her husband replies on her behalf," said Karthik Krishnamoorthy, a college student residing in the locality.

The residents have been requesting the panchayat officials to at least regulate the cost of cleaning the septic tanks but there has been no response. "We even asked them to arrange for some vehicles to collect the drainage but nothing has been done so far. They say they do not have funds for such a purpose," he said.

G M Shankar, an advocate residing in Madipakkam, has been fighting for this cause for the past many years. "The sewage that stagnates on open grounds has also started polluting the groundwater. The menace of mosquitoes has increased because of this," he said.

Harikrishnan, husband of panchayat president Chandra Harikrishnan told TOI that his village panchayat was not given funds for constructing a drainage system. "We will get relief only after Madipakkam comes under the Chennai Corporation," he said.

Festive season awaits better civic sanitation

Though only about 10 days are left for the festival of Deepawali, there is no sign of improvement in the deteriorated condition of civic sanitation in the town. Though the Municipal Corporation of Dehradun plans to undertake a special campaign for civic sanitation in view of the festive season, observers state that the efforts of the MCD will not be able to succeed unless the public plays an active role in ensuring civic sanitation in town.

The Dehradun Mayor Vinod Chamoli had directed MCD officials to undertake special drives to ensure required level of civic sanitation and to conduct sampling of food items to prevent adulteration from October 26 in view of the festival of Deepawali.

In addition to ensuring civic sanitation and preventing food adulteration, the MCD is also undertaking a campaign to rid the city of unauthorised advertisement hoardings starting with those installed without authorisation on the rooftops of commercial and residential buildings.

Though officially the MCD is undertaking efforts to meet its targets regarding facilitation of civic sanitation, checking food adulteration and removing unauthorised advertisement hoardings, the same have had limited effect due to apathy of the public and influence of the advertising agencies with influential political contacts.

On the condition of anonymity, MCD officials stated that the corporation is trying its best to effectively utilise its limited sources for facilitating civic sanitation in town but the majority of the members of general public and commercial institutions have continued to dump garbage improperly which is neutralising the efforts undertaken by the MCD to facilitate civic sanitation.

The drive undertaken by MCD to remove unauthorised advertisement hoardings from rooftops is also being affected negatively because the advertising agencies have continued to install hoardings at the very sites from where they are removed by MCD personnel. It remains to be seen whether the MCD is able to effectively execute its drives for maintaining civic sanitation, prevention of food adulteration and removal of unauthorised hoardings in time to make the city clean and orderly in time for the festival of Deepawali.
