Garbage contracts may go to RWAs

The steps taken by some of the Residents' Welfare Associations (RWAs) for scientific disposal of garbage seems to be drawing Government’s attention.

The Bruhat Bangalore Mahanagara Palike (BBMP) intends to provide reservation for them if they are interested in bagging some of the packages of the garbage disposal contract.

The BBMP, which is struggling to devise a mechanism to defeat the garbage lobby, will be floating tenders for garbage disposal in the City. The proposal will be tabled before the Council in its forthcoming general body meeting and after getting clearance, it will be sent to the Government for its approval. The Palike will then float the tenders.

The Palike’s earlier plans to float a global tender were marred by a series of litigation. After getting rid of them, the Palike is in no mood to repeat the same which gave birth to a garbage mafia.

Against the previous arrangement of Assembly constituency-based 30 packages, this time there will 60 packages, which will be overseen by the 60 assistant executive engineers. The BBMP this year, has made a provision of Rs 160 crore for the garbage disposal.

In order to break the vicious ring developed by the garbage mafia to safeguard their interests, the Palike intends to give contracts to ‘freshers’. The proposed contract will not have the condition of ‘experience’ but the clause of financial solvency will continue for the ‘freshers’.

However, the Palike plans to give some relaxation in some of its terms and conditions to the RWAs, who are successfully experimenting on scientific disposal of garbage.

“We are considering to give contracts to the RWAs which are dedicated to make Bangalore clean and green. But what we need is a representation and a strong proposal from them (RWAs) in order to give some reservation in the contract,” said P N Sadashiva, chairperson, Standing Committee on Taxation and Finance.

At least two RWAs - Malleswaram RWA and Shanthinagar RWA - have developed their units for the scientific disposal of garbage.

Their efforts has won accolades from the elected representatives and BBMP authorities.

Days are not far away when about 15 lakh residents of Ranchi will have to pay additionally for getting their garbage collected and disposed. As per the proposals of solid waste management plan, for which the Ranchi Municipal Corporation (RMC) is on the verge of finalising a garbage disposal company, every household may be charged anywhere near `30 to `50 for a month against the service.

The most important thing in this perspective is that the residents would not have options to dump their garbage in the dustbins. The civil body is toeing the guideline set under the JNNURM which aims to make cities recycle bin free. In this case the residents would be compelled to dump their wastage to the company. The charge would be in addition to the tax they pay to the municipal body that also includes sanitation services.

“We collect tax against disposing the garbage dumped in the dustbins and not for the door-to-door collection. We want to abide by the instruction under the JNNURM that aims to make cities free of dustbins. The amount charged against the door-to-door waste collection would not be much and we hope that civic sense of residents would prevail,” said a senior official of the RMC.

The civil body had invited the technical bid for the solid waste management in the Capital city and eight companies out of the nine applied have been declared qualified. Following this, a Request-for-Proposal (RFP) would be issued to them shortly before finally selecting a company by going through the lowest bidder for the purpose. Big corporate and renowned companies carrying expertise in the field of solid waste management in several other cities have participated for Ranchi. The list includes JUSCO, a 2 z Infrastructure, SPML and Ajanta Biotech etc.

If everything goes in a planned manner, the solid waste management exercises, that would include door-to-door collection, transportation and disposal of urban waste, would start functioning from the early next year. “The project, if become a success, would revamp the entire face of the city,” said the officer.

The company selected for the purpose is likely to earn its revenue by manufacturing products like eco-bricks, manure or electricity by processing about 360 metric tons of solid waste generated daily in the city. Some companies participating in the bidding possess vast and successful experience in amicably managing solid waste. The project would be assigned for about 30-years period.

The vans used for garbage collection may be installed with Global Positioning System to monitor its movement in the various areas of the city. Trucks and trolleys would reach every zone, ringing an alarm early morning, to collect solid waste from the doorstep.

Selected firms would firstly go for awareness campaigns among the residents about the exercise to make it successful. The Centre has allocated `51 crore for the project that would be run on public-private partnership basis.

In the meanwhile, the RMC has opened financial bids arrived from four companies for installing slaughter houses in Ranchi. Process of securitising the bids are on and the work would finally be allotted to the lowest bidder at the end this week. It would centralise the slaughtering of animals and make the city cleaner and sanitised.

Ahmedabad:  On October 30, the swanky Gandhi Hall in the new six-storeyed building housing the Ahmedabad Municipal Corporation (AMC) headquarters will greet the newly elected members.

As part of the paperwork, AMC has also granted itself the all-important building use (BU) permission. But there is a glitch — the installation of fire safety equipment will remain incomplete by that date. AMC officials say no building can be issued BU permission unless the fire safety equipment installation is complete.

They nevertheless admit that this job is yet to be finished in the new building.

Municipal Commissioner I P Gautam said the fire safety equipment installation is still in process, however, adding: “I have issued the BU permission because one system is attached in the old building.” He added: “The fire safety equipment is already in place in the adjoining building, which is connected to the new building through lifts and a staircase. The same can pass for equipment being in place in the new building.”

Gautam said he issued the BU permission because the civil work was completed four months ago and what is now going on is the internal work of furniture and fixtures. He further said that the building is accessible from three sides and the other two buildings have fire safety installation in place. On being asked if such concessions are also available to other buildings in the city, he said: “If there are changes in the original plan, no one can expect BU permission. In the case of AMC, the permissions were granted at the time of their respective inaugurations.”
