Bangalore: The death of 19-year-old Bhanupriya has brought to the fore the problems caused by uncleared garbage on thoroughfare. Bhanupriya was killed after she was hit by a Bangalore Metropolitan Transport Corporation bus after she skidded on garbage at Krumbiegel Road. The Bruhat Bangalore Mahanagara Palike has now issued internal circulars.

In its circular, the BBMP has said that henceforth avoiding garbage spillage on the streets will be the responsibility of the Assistant/Junior Environment Engineer (AEE/JEE).

Directing the zonal offices, the Commissioner has said that reports in the media and complaints from citizens have brought a bad name to the BBMP. “To avoid such public angst, garbage should be collected regularly from every house and taken to the collection point. Officials must also ensure that the same is transported without spillage to the dumping yard,” the circular says.

Further, the Assistant Environment Engineer concerned have to take up periodical inspections of the dumping grounds to ensure that the garbage is disposed of in a scientific manner.

Meanwhile, another internal circular has been issued with regard to labour safety and garbage clearance from the main roads of the city, following deaths of two labourers in a week.

On September 14, a 26-year-old labourer from Ranchi was crushed to death at the Rabindranath Tagore Circle underpass construction site. This death has been attributed to the negligence of the contractors and the supervising local executive engineers from the BBMP and the BWSSB.

The Commissioner, on Thursday, issued a circular holding the executive engineer of the particular ward responsible for failing to ensure that safety regulations were in place.

The BBMP has made it mandatory for labourers to wear a helmet and place caution boards at worksites. The circular stated that once a foundation trench is dug, a temporary fencing needs to be placed around it. “Further, if the foundation trench is deep, then the officers need to ensure that Shoring and Strutting is done around the trench,” the circular said.

Besides, signboards indicating construction sites and red lights on either end of the project limits have also been recommended. The Commissioner has asked the executive engineers to visit the construction sites on regular basis and monitor the safety regulations maintained by the contractors.

LINGAMPALLY (MEDAK DISTRICT): A tiny village located in Munipally mandal, 3 km away from Mumbai National Highway, Lingampally has around 266 families, majority of them dependent on farming with 20 to 30 families doing other jobs. The village is being represented by S. Yadamma as sarpanch. Though she has an own house in the village, Ms. Yadamma spends most of her time with her son in the city.

Serious problem

Rukminamma is the village organisation (VO) leader representing about 168 self-help groups (SHG) members in the village. Her husband Govindu also came along with her to the panchayat office recently when there was a discussion about having toilets at their homes. Both the ladies know that not having toilet at home is a serious problem and they have to wait till dusk to attend to nature's call. A majority of the women complained that the family heads were not bothered much about the problems.

The government has been offering a subsidy of Rs. 2,750 on the construction of individual toilets. The argument being put forth by the villagers was why the government is not releasing the total required amount instead of half of it Though some of the villagers were ready to construct the toilet, they suspect the sincerity of the government in releasing the money. Many said that they can wait for some more time till the government releases money as ‘open defecation' is not at all an issue for them .

BANGALORE: The residents of Rajmahal Guttahalli want the Bruhat Bangalore Mahanagara Palike (BBMP) authorities to pull up their socks in order to ensure hygienic conditions at Guttahalli and surrounding areas.

One can see a few lazy citizens creating nuisance on the footpath despite the existence of a public toilet a few metres away.

It is nauseating to see people converting a lane into an open toilet. The residents have to clean the lane on a regular basis. “It has become difficult for us to prevent people misusing this lane at night. We have to use plenty of water to clean it daily. We want the BBMP authorities or police to come to our rescue,’’ says K Rekha, a housewife.

Most of the drains need to be strengthened immediately. For example, damaged stone slabs at the 7th Main Road junction pose danger to motorists. The other side of the road has developed potholes due to sub-standard work of Banagalore Water Supply and Sewerage Board (BWSSB). “It is difficult to use this road for four-wheelers. We have made several requests to the BBMP authorities to replace the damaged stone slabs with concrete slabs but in vain. I hope the corporator will do the needful,’’ said K Lakshmana, a resident.

One can see a defunct mini-water tank near the park. Many residents complain that water supply is not up the mark. “Earlier, there was no problem for water. Now, the BWSSB is not supplying sufficient quantity of water for us,’’ says a housewife on condition of anonymity.

Vijayakumari, Corporator said that she had already taken measures to dig borewells to mitigate the water problems at Rajamahal Guttahalli. “I am giving priority to keep the area clean. I have asked the garbage contractor to clear the garbage on regular basis. I am trying my best to keep the area clean,’’ said Vijayakumari.

She said that efforts were being made to prevent the people creating nuisance on the footpath near the BBMP Maternity Home. “I will ask the BBMP authorities to take suitable measures to prevent the nuisance on the footpath,’’ the corporator said.
