Garbage dumping: CMC, clinic in dock

MARGAO: Cuncolim-based Ronnie Dias has lodged a complaint with the Cuncolim police against the Cuncolim Municipal Council (CMC) and a city-based hospital for dumping bio-medical waste in the open grounds on the outskirts of the city.

Speaking to TOI, Dias said that he saw CMC workers collecting waste from the hospital on Tuesday evening which was later dumped near the site earlier earmarked for the housing board colony. Stating that dumping bio-medical waste was in violation of laws in force, Dias has demanded action against those responsible for the same.

Stricter norms to plug holes in door-to-door garbage collection

Vadodara:  Realising that the prevailing door-to-door garbage collection system has several loopholes, the Vadodara Municipal Corporation (VMC) has decided to amend the rules when the new contract will be signed in 2011.

Senior civic officials said the administration will bring in drastic changes in the entire process. Right from giving contracts to implementation of rules, everything will be revised in 2011. Around 16 new points have been added to the existing list of norms.

The officials, however, maintained that till the time the old contract is in force, the residents will have to face some problem. They said, this time instead of giving a common contract, contracts will be given zone wise, for which tenders will be issued.

All the vehicles used in the door-to-door collection will be installed with GPS for strict monitoring. Community dustbins will be installed at the multi-storeyed buildings for effective garbage collection.

“It is not only in Vadodara, wherever the door-to-door system has been introduced, problems have cropped up. We have chalked out a new set of rules after analysing the complaints we got through the helpline,” said Deputy Municipal Commissioner C M Makwana.

Now, the contractors will have to ensure that the garbage is not spilled on the road as they will be fined for the same.

If the garbage is dumped at a place other than the decided location, a fine will be imposed, Makwana added.

To check on the ongoing irregularity of staff, Rs 500 will be charged as fine if they are found neglecting work.

If the drivers are found drunk while on duty, the vehicle will be sent back and a penalty and police complaint will follow.

In case of a break down, alternative vehicle arrangement will be made; in case of non-compliance, a fine of Rs 2,000 will be levied.

Similarly, if the contractors are found carrying bio-medical waste and industrial waste, a fine of Rs 2000 will be imposed.
