HMDA to expedite radial road work with CM’s nod

With the Chief Minister N Kiran Kumar Reddy giving a green signal for the remaining 16 radial roads, stretching to a total 195 kms, for improving connectivity to the Outer Ring Road (ORR) from various parts of the city, the HMDA has decided to speed up the project by taking up the issue with the finance department for release of funds.

The balance of 16 radial roads requires an amount of `1,500 crore for which the Hyderabad Growth Corridor Limited has submitted  proposals to the state government through Hyderabad Metropolitan Development Authority (HMDA) to accord  necessary ‘in principle’ approval for utilising the available savings under Japan International Cooperation Agency (JICA)  Loan agreement, including  Forex Savings.

HMDA officials told the Express that out of the total 33 RRs (390 kms) connecting IRR to ORR, the HMDA has completed seven roads for a length of 53.72 km with an estimated cost of `341.17 crore. Five were already widened and improved.

For another three RRs (RR-11, 16 and 22) works commenced in January this year for a length of 33.50 kms at a cost of `207.51 crore. Another two RR-5 and 15 for a length of 20.95 kms, worth `80 crore is in advanced stages of procurement. The balance of 16 roads with a length of 195 kms are pending due to sanction related issues.

The 16 RRs includes - (1) RR-6 from Nanal nagar junction to HCU Depot. (2) RR-7 Panjagutta on IRR (Tellapur)to Edulanagulapally at ORR. (3)RR-8 Moosapet to BHEL Jn (IRR Jn on NH-9), (4) RR-10 Paradise junction-I (Bowenpally junction) to Godrej ‘Y’(Junction, (5) RR-13 Cantonment Junction (Secunderabad) to Old Alwal, (6) RR-14 Patny Junction to Shameerpet at ORR, (7) RR-17 Habsiguda to Bogarum junction at ORR, (8) RR-18 Survey of India to Madipally On NH 202 (RR 19), (9)RR-20 Nagole Bridge to Singaram at ORR. (10) RR-21 Nagole Bridge to Gourelly at ORR, (11)RR-23 Mansoorabad to Thattiannavaram X Road at RR 22, (12)RR-26 Kanchan Bagh, Karmanghat Jn-Mandamallam function hall junction) to Nadargul(Achbatla) at ORR, (13) RR-27 Midhani Junction to Pahadisherif on RR 28, (14) RR-30 HCU Depot to Vattinagulapally at ORR, (15) RR-31 Taranagar (Chandanagar) to Davaraguda at ORR and (16) RR-32  Nizampet X Road to Near to Kazipalle at ORR.

The cash-strapped HMDA could only develop a dozen roads out of the proposed 33 radial roads by December 2010, the deadline for completion of all the roads. Due to non availability of funds, the proposed RRs could not be completed on time. The HMDA officials said that the radial roads, some of which are presently as narrow as 30 feet at several places, were identified after a traffic study. The road development plan includes widening, construction of footpath, median, and beautification works.

Earlier, the Centre had said that such roads are not included in the priority list JNNURM.

NMC moves to appoint new firm to maintain street lights

NAGPUR: The Nagpur Municipal Corporation will soon float fresh tenders for maintaining street lights, as Kakinada-based NM Enterprises has lost an appeal against the civic body for discontinuing its services.

NMC had entered into a Rs 40 crore agreement with NM Enterprises in December 2011 for strengthening street light infrastructure, including erecting 17,500 new street light poles, with work to be completed in 14 months. The work order included replacement of highmast lights with induction lights, repair of fuse boxes, replacement of cables etc, but the firm has failed to meet the deadline.

Taking cognisance of the slow pace of work, the then civic chief Sanjeev Jaiswal had directed executive engineer (electric) Sanjay Jaiswal to initiate action and issue notice to the firm. When NMC did not receive any reply from the firm, it started the process to terminate the tender.

However, the firm approached the state government against NMC. The urban development department in Mumbai rejected the firm's plea and also justified NMC's decision to forfeit the company's bank guarantee of Rs 75 lakh.

After the UDD decision, the NMC recently completed the formality to forfeit Rs 75 lakh and also terminated the contract, confirmed a senior officer from NMC's electrical department. "Now, we have started the process to float fresh tenders," the officer said.

Sources said NMC presently has over 93,511 street lights in its jurisdiction, of which around 10,000 are continuously out of order. This has affected the illumination on many streets across the city. Most of the affected areas are along the 42-km Ring Road in the city. The cables of most electric poles are frayed and damaged, which is causing street lights to go on the blink frequently.

A resident of south Nagpur Abhay Kolarkar ridiculed the corporation's functioning. He said that it is more than nine years since motorists and residents living along Pratap Nagar Ring Road have seen all the street lights functioning properly. "However, the same civic machinery is managing street lights in Civil Lines area very well," he said.

In the past, even the traffic police have raised this issue of lack of maintenance of street lights. "People, especially motorists, have a lot of trouble finding their way through the darkness," said a senior traffic policeman. He pointed out that many important roads in Indora zone are so dark that drivers have to use high-beam, making it difficult for motorists and two-wheeler riders coming from the opposite direction.

KMC may widen roads in south Kolkata

KOLKATA, 28 APRIL: The Kolkata Municipal Corporation (KMC) has proposed to widen Judges Court Road and Sadananda Road in south Kolkata for smooth movement of traffic. Civic authorities have already decided to widen Camac Street and work is likely to start soon.

Senior officials of the Roads Department  today conducted a survey of  the road. The pavement is wide and never fully utilised. Civic officials said the pavement would be narrowed down. They added that the volume of traffic has gone up alarmingly over the past few years and south bound vehicles to the central business district take Sadananda Road, Harish Mukherjee Road and Gokhale Road to reach Rabindra Sadan. From there they either go straight to Esplanade or take a left turn and reach BBD Bag via Red Road. Traffic jam at Sadananda Road and Rashbehari Avenue intersection has become a daily feature and unless steps are taken now it will be difficult to manage traffic two years hence. They said on various roads the pavements have been narrowed down to widen the thoroughfare like Mahendra Road, Townshend Road and Bakulbagan Road.

Senior police officers of traffic department said in certain pockets traffic jam has become a regular feature and the situation will not improve unless the road is widened. They said they have requested KMC authorities to prepare a scheme and take up the issue seriously. They added traffic movement cannot be improved by deploying more constables and sergeants as the roads are unable to carry such volume of traffic any more.
