HMDA: road connectivity is the key

 

The government on Monday informed the House that a length of three kilometres was pending between Patancheru and Shamirpet in the Phase-III of the ongoing Outer Ring Road (ORR) work. The work could not be completed due to High Court stay orders. The works on the Shamirpet-Pedda Amberpet stretch have been programmed so as to be completed by June 2013.

Revealing the details during the socio economic survey 2012-13, the government said of the 33 radial roads planned for improved connectivity between the Inner Ring Road and the ORR, seven roads totalling to 53.72 kilometres have been completed at a cost of Rs.341.17 crore. Improvement of five more radial roads of a total length of 54.45 kilometres is proposed, at an estimated cost of Rs.287.51 crore to be funded through loan assistance from JICA.

Proposals for an approximate cost of Rs.1,500 crore have been submitted to the government for improvement of 16 radial roads totalling up to a length of 195 kilometres. The Road Over Bridge at Kukatpally planned at an expenditure of Rs.68.68 crore, could be completed by the end of this month, after unending delays apparently due to design changes by Railways.

Hussainsagar dredging

An expenditure of Rs.165.84 crore has been incurred on the Hussainsagar Lake and Catchment Area Improvement Project since 2008 when the project was first initiated with an outlay of Rs.370 crore, funded through a loan from Japan International Cooperation Agency.

The government said the ongoing dredging of nutrient-rich sediments at the mouth of the Balkapur, Banjara and Picket nalas which flow into the Hussainsagar Lake will be completed in a year’s time.

Two Sewage Treatment Plants of 20 MLD and five MLD capacities have been commissioned and another of 30 MLD capacity is nearing completion. Construction of interception and diversion structures, ring sewers, and trunk sewers have been taken up, and under various stages of progress and completion, the House was informed. Both the projects are being taken up by the Hyderabad Metropolitan Development Authority (HMDA)

Other HMDA projects finding mention in the report were proposals for the Inter-City Bus Terminal in Miyapur, Logistics Parks at Batasingaram and Mangalapally, and the residential layout planned at Uppal Bhagat village.

Hyderabad Metropolitan Development Authority to take up survey of Regional Ring Road

HYDERABAD: As the Outer Ring Road (ORR) work is progressing at a brisk pace and is likely to be completed by 2014, the Hyderabad Metropolitan Development Authority (HMDA) has decided to take up a survey of the 289-km Regional Ring Road (RRR).

The RRR is being planned outside the ORR connecting major urban nodes and the ORR for better connectivity and fuel the growth of the surrounding areas. HMDA officials said the suburbs have been developing steadily for the past decade and if these are well connected with roads, rail network and amenities, burden on the developed areas (core area) might reduce.

The HMDA has earmarked about Rs 300 crore in its 2013-14 budget as the master plan for the Hyderabad Metropolitan Region-2031 was approved by the state government. The RRR would pass through the National Highways 4, 7, 9 and 202 connecting areas like Chevella, Shankarpally, Sangareddy, Toopran, Agapally, Bibinagar, Shadnagar and Choutuppal in Medak, Mahabubnagar and Nalgonda districts.

"Initially, the authority will take up a survey to find out the width of the existing road network of RRR and its missing links. Of the 290-km proposed RRR, 207 km road stretch is already in place and 82-km missing links have to be developed. The missing links will be given priority and then the expansion of the existing road to 90 metres (about 270 feet wide) will take place," a senior official of the HMDA told STOI.

Apart from the RRR, the urban authority has also earmarked more funds for new projects in its Rs 3,772 crore-budget, which was recently approved by the HMDA's executive committee. From this, Rs 1,131 crore that would be spent on new projects, including Rs 35 crore for development of science city, Rs six crore for inter-city bus terminal, Rs 50 crore for development of habitat centre, Rs 60 crore for transit-oriented development in Moosapet and Saroornagar, Rs 125 crore for development of logistic parks in Batasingaram and Mangalpally, Rs 25 crore for site development of an SEZ in Kokapet and another Rs 25 crore site and services development in Jawaharnagar. Nearly Rs 10 crore has been earmarked for construction of a rail over bridge near Sanjeevaiah Park.

The HMDA has decided to spend Rs 1,551 crore on the ORR, Rs 101 crore on Hussainsagar Lake and Catchment Area Improvement Project and other pending works. "For the first time, nearly 50% of the budget is being spent on capital expenditure and project works," the official observed.
