BMC to sanction Rs 500 crore more for roadwork

Brihanmumbai Municipal Corporation

After facing much flak for the poor condition of roads this year, the Brihanmumbai Municipal Corporation has decided to sanction an additional amount of Rs 500 crore for construction of new roads and maintenance of existing ones. The capital expenditure for roads has now been increased from Rs 500 crore to Rs 1,000 crore.

Moreover, in a bid to ensure that contractors maintain the required standards and quality of the new roads, the BMC has increased defect liability period from five years to 15 years for cement concrete roads and from five years to 10 years for asphalt roads. This means the contractor will be responsible for maintenance of roads for the said period and will be made accountable if the road develops defects during this period.

Additional Municipal Commissioner Aseem Gupta said that to bring transparency in roads projects and in the process of awarding contracts, e-tendering will be carried out. “For the first time in the history of BMC, all tendering and bidding procedures for the upcoming road projects will be carried out online to ensure maximum transparency,” said Gupta.

Sixty per cent of the sanctioned amount will be used for cement concrete roads, 30 per cent for asphalt roads and the rest for smaller roads, narrower than 30 feet.

“While constructing new roads, we will make sure dry utilities run below the footpath and not directly under the road so that roads do not have to be dug up often,” said Gupta.

Peripheral Ring Road: BDA to pay landowners

BANGALORE: The Bangalore Development Authority (BDA) has decided to pay more than 5,000 landowners who will be losing their land for Peripheral Ring Road (PRR) in 67 villages between Hosur Road and Tumkur Road.

BDA Commissioner Bharat Lal Meena said the board had decided to triple the amount that would be given to landowners. The BDA decided to give ex-gratia payment after holding discussions with the farmers who will lose their land.

This move may end the dispute between the farmers and the BDA.

Meena said the compensation would vary from place to place. He said the amount a farmer would get would be calculated on the basis of the land’s guidance value at the time of issuing preliminary notification.

The BDA had in 2005 and 2006 issued the preliminary notification to acquire 1,810 acres and 18.5 guntas of land for the PRR. The final notification in this regard was issued in 2007. As per land acquisition rules, the BDA is supposed to give the land’s guidance value at the time of issuing preliminary notification as compensation.

The guidance value of the land was revised in 2006 and had went up by around four times in some areas. Therefore, the land owners whose sites were notified were demanding higher compensation for their land.

The BDA will be laying the stretch of the PRR from Krishnarajapuram and Bangalore International Airport Road side with a private partner. The project was getting delayed due to impediments in land acquisition.
